The initial cause was determined to be that on the evening of July 5, road roller driver Nguyen Huu Luan (born in 1986), residing in Block 1, Thanh Chuong town (working as a hired bulldozer driver), was driving through Thanh An hamlet when the vehicle encountered a problem.

Luan jumped down to fix the car while the engine was still running and in reverse. Little boy Gian Tu Phi (born in 2010) - son of Gian Tu Cuong (born in 1985) and Ta Thi Ngoc (born in 1986) ran out to see and jumped into the cockpit to play with the engine, causing the car to reverse, running over little Gian Mai Tieu Phung (born in 2012) and killing her on the spot, breaking the femur of little Gian Mai Bao Tram (33 months) - both of whom are children of Mr. Cuong. After being put in a cast by the doctor at the district general hospital, little Tram was sent home.

The commune authorities and the driver's family visited and supported the victim's family. It is known that this family is poor and has many difficulties in life.
