Taking advantage of people's needs, these subjects forged hospital seals and titles to "produce" fake health examination papers, hospital admission papers, and hospital discharge papers.

Phu Ha Industrial Park, Phu Tho town, has come into operation, creating jobs and attracting thousands of workers in the area. There is an unusual thing that has caught the attention of the scouts, which is that most of the workers are agricultural workers in Phu Tho town, but their health certificates are all from hospitals in Hanoi.

Digging deeper into the situation, Phu Tho Town Police have information about Nguyen Thi Hai (29 years old, residing in Zone 3, Phu Ho Commune, Phu Tho Town). Hai advertised for sale health certificates from the Central Transport Hospital.

The signs of forgery became clearer when the detectives determined that since June 1, 2016, this hospital had been equitized and changed its name to Transport Hospital Joint Stock Company. However, the health certificates after the equitization period still stated that it was the Central Transport Hospital. Based on the above information, Phu Tho Town Police reported to the Board of Directors of Phu Tho Provincial Police to establish a case.

At 2:00 p.m. on April 16, the patrol and traffic control team coordinated with the Phu Tho Town Police to discover and arrest Ha along with evidence of 6 health examination forms with a stamp inside stating the words "Central Transport Hospital", the signature and title stamp stating the words "Head of General Planning Department, Specialist Doctor 1 Nguyen Thi Xuan Loan and the signature stating the words Specialist Doctor 1 Tran Thi Thuy Hien...

Based on Hai's testimony, the Phu Tho Town Police Department arrested Nguyen Thi Thuy (37 years old, residing in Zone 10, Phu Tho Commune). An emergency search of Thuy's house resulted in the seizure of 43 health examination forms, 2 hospital discharge papers stamped by the Central Transport Hospital... Thuy stated that she initially bought 5 health examination forms for 100,000 VND/form, then resold them for a total of 600,000 VND.

Seeing that it was easy to make money, the subject lured his sister, Nguyen Thi Thuyet (39 years old, residing in Zone 8, Tien Phu Commune, Phu Ninh District, Phu Tho Province) to commit the crime. At that time, Thuyet was selling goods on the street in Hanoi and met Le Tran Tien (26 years old, residing in H4, Thanh Xuan Nam Ward, Thanh Xuan District, Hanoi).

Present at the Phu Tho Town Police Headquarters, Tien could not hide his regret. He said that he had just graduated from university and was applying for jobs at several companies. During this process, he realized the need to buy health certificates, so he tried to find a way to buy fake papers to sell for profit.

With his knowledge of information technology, Tien went to Facebook and got acquainted with Nguyen Van Thang (from Thai Binh), currently living on Do Duc Duc street, Me Tri ward, Nam Tu Liem district, Hanoi.

After receiving the above information, the working group of Phu Tho Town Police arrested Thang. Searching the residence of this subject, the reconnaissance forces seized a large number of fake documents, including 16 round seals with the words "Nam Thang Long Hospital", "Central Transport Hospital" and various title stamps; 312 health examination forms, health certificates, hospital discharge papers, and hospital admission confirmation papers with stamps of the two above hospitals along with 610 blank forms of health examination forms, certificates and hospital admission confirmation papers.

During his time as a motorbike taxi driver, Thang was hired by a person named Long to transport goods. During the process of contact, Thang saw that Long had economic potential, he lived and had a very luxurious lifestyle, so he had the idea of committing a crime. However, Long would never tell Thang about the goods... Therefore, Thang went online and met Luong Van Chien (24 years old, permanent residence in Thanh Ha district, Hai Duong province). Chien has rented a house in Phu Dien ward, Bac Tu Liem, Hanoi and has been living there for many years.

While the detectives were taking professional measures to arrest Chien, coincidentally, this subject contacted Thang, promising to return 3 fake seals that had been ordered earlier. A search of Chien's residence confiscated many pages and equipment used to produce fake seals; finished fake seal samples and finished fake document samples, blanks, document seals...

On April 17, the Investigation Police Agency of Phu Tho Town Police issued a decision to prosecute Chien for the crime of forging seals and documents of agencies and organizations.

To show off and fool people, Chien ordered a police identity card. After receiving the goods, Chien "skipped" the payment. This group of people posted Chien's phone number, name, and age on the Internet, announcing that he was capable of forging documents. Through the Internet, the subject ordered fake seals according to orders... He made the seal of the Central Transport Hospital and documents related to the police industry. And on the Internet, the subject introduced himself as a police officer...

During the investigation, Chien also ordered 2 land use right certificates issued by the Department of Natural Resources and Environment of Thai Binh province from a subject with the nickname "Da Nang" for this subject to sell according to the order to mortgage to the bank for a loan.

Through professional measures, the unit identified this subject as Nguyen Van Ba (28 years old, currently living in Bac Tu Liem district, Hanoi), a former student at a university in Hanoi.

During the extended investigation, on April 27, the Investigation Police Agency of Phu Tho Town Police issued a decision to prosecute Le Thi Hong (27 years old, residing in Dich Vong Ward, Cau Giay, Hanoi) for the act of forging seals and documents of agencies and organizations.

Because some people wanted to export labor but did not have a high school diploma (grade 3 diploma), which is the standard for recruitment according to the order of BATIMEX Company, asked Ba to make fake diplomas for 800 thousand VND/diploma. The case is currently being further investigated and clarified by the Phu Tho Town Police.
