Disciplinary action against 33 officials in case of Nghe An candidate who passed the military school entrance exam and was sent back
The final conclusion of the Ministry of National Defense determined that this candidate failed due to lack of height, not because of "tuberculosis" as announced by the school.
Previously, as reported by the press, candidate Quang Quoc Viet (born in 2000, residing in Muong Phu village, Thong Thu border commune, Que Phong district, Nghe An), in the 2018 national high school exam, Viet scored 22.35 points (including priority points), and was admitted to the Information Officer School.
However, after 1 week of enrollment, Viet was sent home by the school because he had tuberculosis and his health was at level 5. Doubting this result, Viet went to other hospitals for examination but the results showed that he did not have the disease as stated by the Information Officer School.
After that, Viet had a health check at the Central Military Hospital 175 (HCMC). Here, military doctors determined that Viet did not have respiratory problems or “tuberculosis” but did not meet the standards for weight and height.
Regarding the above incident, according to the conclusion of the Ministry of National Defense, the authorities have actively verified and concluded that the health examination for candidate Quang Quoc Viet followed the correct procedure.
Specifically, candidates will undergo a preliminary health examination for military recruitment at the Military Service Health Examination Council of Que Phong district, Nghe An province; a re-examination of their health at the Health Examination Council of Military Hospital 87, General Department of Logistics, and a health assessment at the Medical Examination Council of Military Hospital 175, Ministry of National Defense.
The authorities stated that the medical examination results at Military Hospital 175 were the final conclusion: Candidate Quang Quoc Viet, 160 cm tall, did not meet the admission standards.
The above standards are compared with the regulations guiding the implementation of enrollment in military schools. Accordingly, candidates who are ethnic minorities applying for military university training must be at least 162 cm tall and weigh at least 50 kg. Thus, candidate Quang Quoc Viet is 2 cm shorter than the standard.
Regarding the inconsistent results and conclusions about the health of candidate Quang Quoc Viet, the Military Recruitment Board of the Ministry of National Defense has directed relevant units to organize reviews and determine the responsibility of local groups and individuals who violated the preliminary selection process, and consider serious disciplinary action depending on the severity.
On the afternoon of March 14, informing the press, the leaders of the School Department said that 13 comrades were disciplined and 20 comrades were reprimanded.
Adjustregulations on health check-up
The Director of the School Department said that to overcome the limitations that occurred in 2018, the Ministry of National Defense organized a training conference on enrollment work from the district level and above, focusing on disseminating content and work processes at each stage to limit errors.
As for the Military Medical Department, the agency responsible for organizing health check-ups, it has also organized training for local units to unify the health check-up process and standards to ensure consistency and uniformity in results from bottom to top.
In 2019, the Ministry of National Defense also adjusted the regulations on health re-examination. Accordingly, with the health conclusion, after 10 days from the date of admission (according to the time specified in the admission notice), schools must notify the conclusion on health standard classification to the admitted candidates, and carry out procedures to return to the locality for candidates who do not meet the health standards.
Regarding medical examination, schools, in coordination with Military Hospital 103 and Military Hospital 175, will conduct medical examinations for candidates who fail to meet health standards after the results of the medical examination are available (if the candidates wish to do so and submit a request to the school). The school's admissions council will make a list and request the Ministry of National Defense Medical Examination Council to organize a medical examination; only when the examination results are available will the candidates be returned.
The Ministry of National Defense assigned Military Hospital 103/Military Medical Academy to examine and assess schools in the Northern region (from Quang Binh and beyond), and Military Hospital 175/Ministry of National Defense to examine and assess schools in the Southern region (from Quang Tri and beyond).
In case candidates have complaints after the schools have announced the disqualification, candidates have returned to their localities, and medical examinations are conducted for candidates according to their permanent residence; Military Hospital 103 conducts medical examinations for candidates in the Northern region; Military Hospital 175 conducts medical examinations for candidates in the Southern region.
