We cannot let crime run rampant, natural resources be destroyed... without handling it" - that was the direction of Deputy Prime Minister Truong Hoa Binh at the online conference of Steering Committee 138/CP.
On the morning of August 9, the Government's Steering Committee for Crime Prevention and Control held an online conference to deploy the conclusions of the Party Central Committee Secretariat on continuing to promote the implementation of Directive 48-CT/TW; the National Strategy for Crime Prevention and Control for the 2016-2025 period, with a vision to 2030; Program 130/CP for the 2016-2020 period and the first 6 months of 2016 of Steering Committee 138/CP.
The conference was chaired by comrade Truong Hoa Binh - Politburo member, Deputy Prime Minister, Head of Steering Committee 138/CP; Senior Lieutenant General To Lam - Politburo member, Minister of Public Security. At Nghe An bridge, comrade Dinh Viet Hong - Provincial Party Committee member, Vice Chairman of the Provincial People's Committee chaired.

In 2011, the Politburo issued Directive 48-CT/TW on strengthening the Party's leadership in crime prevention and control in the new situation. After 5 years of implementation, according to the assessment of the Central Party Secretariat, although many important results have been achieved, the crime situation is still complicated, especially dangerous crimes tend to increase. Violations of the law and crimes in the fields of high technology, multi-level marketing, and the environment directly affect people's lives and health and destroy the environment.
According to the Secretariat, the implementation of Directive 48 is still formal, lacking specific programs, actions, and supervision. State management in all fields still has many loopholes and limitations; some cadres, Party members, including law enforcement agencies are not exemplary and violate the law. In particular, the responsibility of heads of Party committees, authorities, and specialized agencies is not really drastic.
Reporting at the conference, Senior Lieutenant General Le Quy Vuong - Member of the Party Central Committee, Deputy Minister of Public Security, Deputy Head of Steering Committee 138/CP said: In the first 6 months of the year, 26,833 criminal cases occurred nationwide; Economic crimes and corruption emerged as violations in the fields of finance, banking, and multi-level business fraud; Crimes and violations of environmental protection laws emerged as violations in waste treatment, which occurred complicatedly in many localities, especially the particularly serious environmental pollution incident in the sea of 4 central provinces; Drug crimes continued to increase in complexity with many large networks, reckless actions, and hot weapons.

In the first 6 months of the year, the police force investigated and discovered 21,055 criminal cases, destroyed 1,061 criminal gangs; arrested, persuaded to surrender and eliminated 3,338 subjects, including 1,050 dangerous and especially dangerous subjects. Discovered 9,441 cases, 8,631 subjects for economic crimes and 123 cases for corruption; discovered and arrested 9,760 cases, 14,890 subjects for drug crimes, seized more than 209 kg of heroin, 425,573 kg and more than 105,000 synthetic drug pills, 491.16 kg of marijuana. The People's Procuracy at all levels exercised the right to prosecute and investigate 53,007 cases/81,2014 defendants. The People's Courts and Military Courts at all levels have accepted 45,844 cases, with 79,352 defendants...
Regarding the results of the implementation of the Program on preventing and combating human trafficking, in 6 months, nationwide there were 174 cases with 323 subjects, 351 victims were sold; 148 cases of women being sold abroad occurred; the situation of children being sold to China, especially school-age children, became more complicated. In addition, illegal immigration to work abroad increased sharply, which is the source of human trafficking crimes; organ trafficking activities became more complicated; the situation of hiring children as laborers and then forcing them into prostitution is increasing...
In the first 6 months of the year, the Ministry of Public Security and Border Guard forces investigated and discovered 153 cases, arresting 202 subjects. The People's Procuracy at all levels prosecuted 72 cases/136 defendants for human trafficking; 18 cases/45 defendants for trafficking, swapping or appropriating children. The People's Court at all levels accepted 97 cases, 182 defendants of human trafficking for trial according to procedure.

Evaluating the results of the first 6 months of the year, the Deputy Minister of Public Security said that the work of preventing and combating crime still has many shortcomings, difficulties and challenges. Currently, the work of grasping and forecasting the situation is still weak, so it has not been proactive in advising leaders at all levels on plans and solutions for prevention and combat. The effectiveness of fighting and suppressing all types of crime is not strong enough, and there are still errors in investigating and handling crimes.
Regarding the work of preventing and combating human trafficking, although human trafficking crimes have been controlled, they are still complicated, especially the situation of child trafficking occurring frequently in the northern localities. The work of grasping the crime situation is still weak and not timely; some sectors have not really taken part such as the education sector and the youth union.
Concluding the conference, Deputy Prime Minister Truong Hoa Binh assessed that currently, Party committees and authorities have not given strong direction, there are signs of covering up crimes, and public ethics and sense of responsibility of a number of officials have shown signs of degradation.
In the coming time, the crime situation will become more complicated. To proactively prevent crime, Party committees and authorities at all levels need to thoroughly grasp that crime prevention is a key, urgent, and long-term task, mobilizing the combined strength of the political system and the participation of all people.
Enhance the responsibility of leaders regarding the political security situation in the locality assigned to their agency. Any place where security and order are not guaranteed and persist without effective solutions from the leaders must be dealt with. We cannot let crime run rampant, natural resources be destroyed... without handling it.
Improve the quality of investigation and trial work, avoid wrongful convictions; bring to trial cases of interest to the Party, the State and the people. Pay attention to improving the capacity and qualifications of officials of judicial agencies and crime-fighting units to meet the requirements of the new situation.

At the conference, representatives of the Ministry of Public Security announced the decisions approving the Crime Prevention and Control Program for the 2016-2025 period and orientation to 2030 and the Prime Minister's Decision approving the national strategy for preventing and combating human trafficking for 2016-2020.
Also at the conference, the Steering Committee for Crime Prevention and Control 138/CP was strengthened. The Steering Committee is headed by Comrade Truong Hoa Binh - Member of the Politburo, Deputy Prime Minister and consists of 38 members.
