According to the report of the Steering Committee 138/CP on crime prevention, in the first 6 months of 2017, the crime situation in the whole country remained complicated. In particular, there were 25,850 criminal cases. Among them, the activities of organized and violent gangs, hiding under the guise of businesses, threatening and resisting law enforcement officers, were prominent. Crimes of murder due to social causes, violence, and child abuse in many localities caused public outrage.
Regarding economic crimes and corruption, more than 9,400 cases have been discovered, mainly in the financial and banking sectors, with acts of embezzlement, abuse of position and power, and intentional violations of State regulations. Drug crimes involving the use of weapons have become complicated on key routes and areas; The amount of drugs smuggled into our country from Laos and China is very large, and transportation by air and sea is extremely complicated. In particular, a number of cases of synthetic drug production have been discovered in the country. The authorities have arrested more than 11,300 cases with 17,210 subjects, seized over 379 kg of heroin, 760 kg and over 400,000 synthetic drug pills; 251 kg of marijuana.

Human trafficking crimes are also on the rise, taking advantage of economic difficulties, unemployment, open-door policies, integration, gullibility, and lack of vigilance of the people to form networks to send people abroad to sell into prostitution, forced marriage, and forced labor. Authorities have discovered 109 cases, arresting 168 subjects of human trafficking and buying, selling, swapping, and appropriating children.
Regarding the crime situation of violating the law on environmental and mineral protection; high-tech crimes are becoming more and more complicated. Theft of bank account information, appropriation of property, online gambling, illegal capital mobilization and hacker attacks with viruses and malware through software applications are emerging. In addition, violations of mineral exploitation, especially sand and gravel, are occurring complicatedly in many localities, with the recurrence of mass aquatic deaths in many localities.
Also according to the Steering Committee 138/CP, in the first 6 months of 2017, ministries and branches have focused on drastically implementing crime prevention and control work. Emerging issues related to crime and social order have been promptly resolved. Most of the particularly serious criminal cases that the public is concerned about have been promptly clarified; Crime prevention and control propaganda work has been strongly and widely implemented, increasing both frequency and duration...
However, according to Senior Lieutenant General Le Quy Vuong - Deputy Minister of Public Security, in some places, the situation of criminal activities of all kinds of crimes and social evils, especially crimes that disturb public order, is still complicated. State management and social management in some areas still have loopholes and inadequacies for criminals to take advantage of.

The reason for the above problems, according to the Deputy Minister of Public Security, is that the Party committees and authorities of some units and localities have not yet promoted their leadership and direction roles in crime prevention. The coordination and cooperation between forces and sectors in the fight against crime and in handling and resolving complex security and order issues has not been cohesive and is still confusing.
For Nghe An, in the first 6 months of the year, the crime situation was basically stable, however, in some areas, there were still complicated developments. The authorities discovered and handled 1,871 violations and crimes against social order and safety. Regarding crimes against social order, 502 cases were discovered. Some types of crimes tended to increase such as property theft, intentional injury, murder due to social causes, and resisting law enforcement officers.
Regarding drug crimes, 560 cases and 710 subjects were discovered and arrested, 66.8 kg of various drugs were seized; more than 51,000 synthetic drug pills were seized. Human trafficking crimes were discovered in 7 cases and 10 subjects. Notably, human trafficking crimes tend to form networks with foreign subjects to commit crimes; the number of victims being school-age children and teenagers tends to increase.

According to the Standing Vice Chairman of the Provincial People's Committee Le Xuan Dai, the biggest problem in crime prevention is that the work of forecasting the situation in some areas and areas is sometimes not timely and thorough. The work of preventing human trafficking crimes still faces many difficulties; especially the management of marriage and family relationships with foreign elements still has many shortcomings... this is a loophole for subjects to take advantage of human trafficking activities abroad.
Speaking at the conference, Deputy Prime Minister Truong Hoa Binh said that although the number of law violations has decreased, the crime situation is still complicated, especially some extremists who take advantage of issues of freedom and democracy and marine pollution incidents to incite people to gather and disrupt social order. These types of crimes are extremely dangerous and need to be strictly handled by the law.
From now until the end of the year, the crime situation is forecast to become more complicated, posing many challenges for all levels and sectors. From here, the Deputy Prime Minister requested that all levels and sectors need to resolutely implement a number of key tasks and solutions to prevent crime, strengthen propaganda to raise people's awareness of the law; localities must thoroughly resolve people's complaints, not allowing bad elements to take advantage and incite.
Continue to launch high-profile campaigns to attack and suppress crime; focus on fighting organized crime groups such as debt collection, human trafficking, murder, and hi-tech enterprises... Improve the quality of investigation, prosecution, and trial, especially in major cases. Wherever crime is rampant, handle and discipline the leaders. Localities must propose many solutions to improve the effectiveness of crime prevention, thereby ensuring social security and contributing to economic and social development./.
