Promote the responsibility of leaders at all levels

The conference listened to comrade Ninh Thi Thu Huong - Director of the Department of Grassroots Culture, Ministry of Culture, Sports and Tourism inform about the current status of festival activities in our country and new points in the work of directing, organizing, managing, preserving and promoting the good traditional cultural values ​​of festivals in 2019.

Festival activities are developing with many different forms, in addition to traditional festivals, there are also festivals such as Festival, Halloween, Christmas...; and the positive changes in the organization and management of festivals, the Director of the Department of Grassroots Culture also pointed out that there are many shortcomings and limitations that need to be further strengthened in management and rectification.

The main solution is to promote propaganda work, especially propaganda of the historical and cultural heritage values ​​of festivals for both festival managers and participants, contributing to preserving and promoting the cultural and historical values ​​of the nation.

Along with that, the decentralization of festival management, in addition to the responsibility of the Ministry of Culture, Sports and Tourism and the central ministries and branches, focuses on implementation. According to Decree No. 110/2018/ND-CP of the Government on festival management and organization, the role and responsibility of local authorities at all levels, as well as leaders at all levels, are considered key tasks.

Reduce 60,663 positions in state agencies

The conference also heard comrade Nguyen Van Tung - Head of the Department of Organization and Regulations, Central Organization Committee inform about the results of implementing the Resolution of the 6th Central Committee (term XII) on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient; issues and solutions in the coming time.

Up to this point, the Central agencies have reduced 7 general department units; 202 department and bureau level units; more than 14,800 division level units. Regarding staff, 11 general department leaders have been reduced; 178 department and bureau level leaders; 881 division level leaders; and 933 staff positions have been reduced.

At the provincial and municipal levels, 65 department-level organizations have been streamlined; 5,120 department-level focal points have been reduced; 172 department-level leaders have been reduced; 8,351 department-level leaders have been reduced; and more than 59,700 staff have been reduced due to organizational restructuring. In the coming time, the requirement for all levels and sectors in the entire political system is to continue to closely follow the policies and projects that have been issued to effectively organize implementation.

Speaking at the conference, Deputy Head of the Central Propaganda Department Le Manh Hung requested ministries, branches and localities to continue to thoroughly grasp the Central's direction to promote propaganda to create positive and effective changes in the management and organization of festival activities and implement Resolution 6 of the Central Committee (term XII), first of all focusing on propagating Resolution No. 37-NQ/TW of the Politburo on the arrangement of administrative units at district and commune levels.

The Deputy Head of the Central Propaganda Department also oriented some key propaganda contents in February 2019. Specifically, focusing on propagating the results of the implementation of the socio-economic development plan in 2018; the goals, tasks, and solutions for implementing the tasks in 2019 so that each sector and field is determined to strive to rise up, accelerate, and make breakthroughs; strengthen national defense potential, resolutely protect national independence, and implement solutions to prevent and combat crimes and social evils.

All levels and sectors also need to step up propaganda to celebrate the 89th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2019); focus on propaganda to celebrate the 40th anniversary of the Northern border war; continue to implement the study and thoroughly grasp the topic of studying and following Ho Chi Minh's ideology, morality and lifestyle in 2019 on respecting the people, promoting democracy, and caring for people's lives.
