On the afternoon of August 26th, Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - inspected the impact and damage recovery efforts caused by Typhoon No. 5. He was accompanied by leaders from several relevant departments and agencies.

Photo: Thanh Duy In Kim Lien commune, the Chairman of the Provincial People's Committee and the delegation inspected several affected areas, including the Kim Lien National Special Historical Site; the commune's People's Committee; and Kim Lien Secondary School – a school with 22 classes and 1,050 students. They noted that 10 classrooms were severely damaged due to roofs being blown off and rainwater flooding in. They also encouraged residents to quickly stabilize their lives and restore production.

August 26, 2025 16:11 Typhoon No. 5 caused property damage to 26 out of 49 facilities and units in the Nghe An health sector.
According to a preliminary report from the Nghe An Department of Health, Typhoon No. 5 caused property damage to 26 out of 49 facilities and units in the health sector. Specifically, many units had their corrugated iron roofs and plaster ceilings blown away, walls and signs collapsed, trees were broken, and some electronic equipment was damaged.

Photo: PV Due to the impact of Typhoon No. 5, many areas in Nghe An province experienced prolonged heavy rainfall, especially in the former Con Cuong district – located downstream of the Lam River – where the flooding situation is becoming increasingly complex.
In response to this situation, the leaders of the Nghe An Provincial Steering Committee for Disaster Prevention and Search and Rescue directed the Ban Ve Hydropower Plant to continue adjusting and reducing the discharge flow through the spillway. As of 11:30 AM on August 26, 2025, the water inflow into the reservoir was 1,513 cubic meters.3/s. The amount of water discharged is 388m³.3/s, of which the discharge through the turbine is 340m³.3/s, discharge through the spillway is 48m3/s. Reducing the discharge aims to lessen the downstream flow pressure, estimated to mitigate flooding by about 74%.

August 26, 2025 14:21 Power outage following Typhoon No. 5 forces Nghe An province to use generators to drain floodwaters.
Following Typhoon No. 5, many areas in Nghe An province experienced severe flooding. Due to widespread power outages, drainage systems were forced to use generators to open sluice gates and ensure uninterrupted water flow.
On the morning of August 25th, at the Dien Thuy sluice gate (Dien Chau commune), workers had to operate the sluice gates using a 19kW generator. Mr. Nguyen Duc Hanh, Director of the Dien Chau Irrigation Enterprise, said: “The Dien Thuy sluice gate is part of a continuous system including the Dien Thanh sluice gate and the Dien Ky spillway, which is responsible for draining floodwaters from the Vach Nam drainage canal system and releasing floodwaters into the Bung River. From 2 PM on August 25th, the area experienced a complete power outage, so we had to switch to using generators to operate the three sluice gates. Each gate is 8 meters long and is currently discharging floodwater at a rate of approximately 300 m³/s.”

August 26, 2025 13:58 Nghe An province estimates damage at 846 billion VND due to Typhoon No. 5.
Typhoon No. 5The storm caused widespread heavy rain, with rainfall amounts generally ranging from 120 to 350mm, and in some places reaching up to 473.4mm. Strong winds of force 8-10, gusting to force 11-15, were recorded at many meteorological stations. This morning (August 26), the storm moved into central Laos and weakened into a tropical depression.
Regarding initial damage, reports indicate that two people were injured in Hung Chau and Quynh Mai communes. Across the province, 2,189 houses were affected, including 1,622 with damaged roofs, 462 flooded, and 105 requiring emergency relocation.

The report states that the estimated total damage caused by Typhoon No. 5 in Nghe An is approximately 846 billion VND.
Given the situation, the People's Committee of Nghe An province has requested the central government to provide the first tranche of 250 billion VND to urgently address the consequences, stabilize people's lives, and quickly restore production.

The Vinh Urban Infrastructure Management and Development Joint Stock Company stated that, despite experiencing a power outage since the night of August 25th, the operating and management units have made efforts to overcome difficulties and ensure the operation of the drainage pumping system.
Specifically, at the Ben Thuy Pumping Station, the Cau Den Vinh Tan Pumping Station (now Truong Vinh Ward), and the Cua Nam Pumping Station (Thanh Vinh Ward), operations were running smoothly before Typhoon No. 5 arrived.
From the evening of August 25th, when typhoon number 5 made landfall, a medium-voltage power line malfunction occurred, causing widespread power outages, including the power lines supplying electricity to pumping stations.
However, thanks to prior preparation, the units made efforts to overcome the problem by connecting from the backup power system, so the station was able to resume operation on the night of August 25th.

As of 5:30 AM on August 26th, preliminary statistics show that Nghe An province has not reported any fatalities due to the storm. There was one fatal electrocution on August 24th while repairing a roof to protect against the storm, two people were injured, 91 houses were damaged, many had their roofs blown off, nine classrooms at two schools had their roofs blown off, and one medical facility also had its roof blown off.

At 7:00 AM, the center of the tropical depression was located at approximately 18.9 degrees North latitude and 103.9 degrees East longitude, over central Laos. The strongest winds near the center of the tropical depression were at level 6 (39-49 km/h), with gusts up to level 8; it was moving in a west-northwest direction at a speed of about 20 km/h.

Forecast for the next 12 hours: The tropical depression will continue to move west-northwest, gradually weakening into a low-pressure area and dissipating.
Heavy rain is expected in the northern delta and midland areas, Son La, Lao Cai, Thanh Hoa, and Nghe An; strong winds and high waves in the Gulf of Tonkin will continue. It is necessary to closely monitor heavy rain forecasts and dangerous weather conditions at sea.

According to the report at 6:00 AM on August 26, 2025, the water inflow into Ban Ve reservoir reached 1,675 m³/s, and the water level was at 191.64 m. To ensure the safety of the structure and reduce downstream flow pressure, the power plant flexibly operated the reservoir with a total discharge flow of 600 m³/s. Of this, the discharge through the spillway was 260 m³/s via 4 surface discharge gates, and the discharge through the power generation unit was 340 m³/s.

At the same time, they are providing essential support to residents in evacuation areas, especially to poor and disadvantaged households, ensuring that no one lacks food, supplies, or drinking water.
Publicize and advise people to limit travel during heavy rain and floods; deploy forces to set up checkpoints, guide and support people in safe traffic, and prevent people from moving through areas where safety cannot be guaranteed, especially across flooded areas, areas with deep water, strong currents, landslides, or areas at risk of landslides.
