Administrative penalty for young woman insulting traffic police
The Investigation Police Agency received a report that: Facebook account "Huong Tit" posted offensive words and posted images of the City Police Traffic Police while on duty at the Nga 6 area.
After receiving the above case, the Investigation Police Agency of Bac Ninh City Police worked with the account owner "Huong tit" Pham Thi Huong (born in 1997), permanent residence in Lang Chu, Cao Ngoc, Ngoc Lac, Thanh Hoa and witnesses and related people.
From there, the incident was determined as follows: Implementing plan No. 140 of the Director of Bac Ninh Provincial Police on the peak implementation of handling violations of helmets, carrying more people than prescribed, modified exhaust pipes and other violations according to Decree 46/ND-CP, at 8:00 a.m. on July 26, 2019, at the Nga 6 area, Bac Ninh City, the Traffic Police Working Group of Bac Ninh City Police discovered Ms. Nguyen Bich Quynh (born in 1992), permanent residence at No. 154 Tam Thanh, Zone 6, Tam Thanh Ward, Lang Son City, Lang Son Province, driving an electric motorbike (without license plate) carrying Pham Thi Huong behind.
Both people on the bike were not wearing helmets. The task force asked to stop the bike for inspection according to regulations. During the work, Huong used her phone to take pictures of the Traffic Police on duty. Then Huong returned to her rented room and used her personal Facebook account "Huong tit" to post the pictures taken by the Traffic Police earlier with the caption "Just kidding, if I didn't say it, I would be annoyed. I went out early in the morning to eat breakfast on an electric bike, it wasn't very hungry or something, it was swarming like flies!!! Bac Ninh City" to insult the honor and reputation of the Traffic Police.
At the police station, Pham Thi Huong confessed to all her violations; at the same time, she committed to remove the post and delete all data and images related to the police force.
Pham Thi Huong's behavior has offended the honor and reputation of the Traffic Police force on duty. On July 31, 2019, Bac Ninh City Police issued a Decision to administratively sanction Pham Thi Huong for the act of "providing, exchanging, transmitting or storing, using digital information to threaten, harass, distort, slander, and insult the reputation of organizations, honor, dignity, and reputation of others" as prescribed in Point g, Clause 3, Article 66, Decree 74/2013/ND-CP of the Government.
