Fines for Hoanh Son Group for causing subsidence and cracks in houses in Vinh City
(Baonghean.vn) - Along with being fined 25 million VND for administrative violations, Hoang Son Group Joint Stock Company was forced to restore the original state and compensate for damages caused by the violations.
The penalty imposed on Hoanh Son Group Joint Stock Company is stated in Decision No. 161/QD-XPVPHC dated February 17, 2020 of Vinh City People's Committee.

According to Decision No. 161/QD-XPVPHC, Hoanh Son Group Joint Stock Company committed an administrative violation: "Organizing the construction of a project requiring the establishment of a construction investment project in violation of regulations on construction quality management, causing cracks in neighboring projects".
Pursuant to Point C, Clause 3, Article 15 of Decree No. 139/2017/ND-CP of the Government, Vinh City People's Committee decided to fine Hoanh Son Group Joint Stock Company with a fine of VND 25,000,000. Regarding remedial measures, Vinh City People's Committee required Hoanh Son Group Joint Stock Company to restore the original state and compensate for damages for the violation. The time limit for implementing remedial measures is 30 days from the date of receipt of the decision.

In Decision No. 161/QD-XPVPHC, Vinh City People's Committee requested Hoanh Son Group Joint Stock Company to comply with the penalty decision. If it does not voluntarily comply, it will be forced to comply according to the provisions of law.
Leading to the Vinh City People's Committee imposing administrative sanctions on Hoanh Son Group Joint Stock Company, previously, on January 15, 2020, the Urban Order Management Team coordinated with the Hung Dung Ward People's Committee to verify a citizen's petition about a construction project causing cracks in neighboring constructions at No. 31 and 33 Nguyen Binh Khiem Street.

Through inspection, the Urban Order Management Team determined that at the time of inspection, houses No. 31 and 33 both had cracks. On January 15, 2020, the Urban Order Management Team made a Status Inspection Record No. 000380/BB-QL.TTDT; on February 10, it made a Record of Administrative Violation No. 0000869/BB-VPHC.
Regarding this incident, in January 2020, Nghe An Newspaper received a petition for help from households Phung Thi Lan and Phung Thi Cuc, residing in Tan Tien Ward, Hung Dung City.

From verifying the petition, Nghe An Electronic Newspaper published the articles: "The 20-storey hotel project of Hoanh Son Group causes subsidence and cracks in houses in Vinh City", "Construction of a 20-storey building in Hung Dung Ward (Vinh City) causes subsidence and cracks in houses: Hoanh Son Group must be held responsible!".
