Just one day after reading the Declaration of Independence, the Provisional Government held its first meeting. In this important meeting, the Government proposed six urgent issues that needed to be resolved immediately: fighting hunger; eliminating illiteracy; holding general elections, issuing a Constitution; educating the entire population on diligence, thrift, integrity and uprightness; abolishing poll tax, market tax, and ferry tax; allowing freedom of belief and solidarity between religions. In order to realize the above policy, President Ho launched the "Golden Week" from September 4, 1945 to encourage people to contribute to the national treasury. By the end of the "Golden Week", in addition to cash, the whole country had donated 370kg of gold to the Independence Fund. The buyer of the large-sized painting was Mr. Do Dinh Thien for one million Indochinese silver coins (equivalent to 17 million French francs and about 72.3 billion VND at the exchange rate in 1999).
