… In this sacred moment, we respectfully remember and express our infinite gratitude for the immense contributions of the great President Ho Chi Minh; remember the great contributions of many generations of loyal communist soldiers, heroic martyrs and outstanding children of Nghe An homeland who bravely fought and sacrificed for the independence and freedom of the Fatherland and the happiness of the people.

Our people, our country are very proud to have given birth to President Ho Chi Minh, the national liberation hero, the outstanding cultural celebrity, the genius leader of our Party, our people, the outstanding revolutionary of the international communist and workers’ movement. He has made our nation, our people, our country and our mountains and rivers glorious. His contributions to our nation are as high as the mountains and the vast sea. Ho Chi Minh’s thought will forever illuminate the Vietnamese revolution and lead our nation to a bright future.

Throughout his life of revolutionary activities, President Ho Chi Minh always had sacred and deep feelings for his homeland. Leaving to find a way to save the country with the utmost desire to make the country independent, the people free, everyone having food to eat, clothes to wear, and education, President Ho Chi Minh always had a deep longing for his homeland. He missed his homeland down to every handful of soil, every tree root, every lullaby from his mother, every folk song of his homeland. One night in Thailand, in his deep longing for his homeland, he exclaimed:

"Away from home for a few decades

Last night I heard my mother lulling me to sleep"

The August Revolution of 1945 was successful. Despite being busy with thousands of tasks, steering the Vietnamese revolutionary boat through many dangerous rapids, he did not forget to send a letter to his comrades in the province, "In the name of an old comrade to share some experience" with his homeland. He sent letters and telegrams to his homeland many times to encourage, praise or remind, criticize the limitations and shortcomings; hoping that his homeland Nghe An would progress quickly. Exactly on this day 60 years ago, Nghe An province was honored to welcome Uncle Ho back to his homeland for the first time. In his emotion, he said: "I am a son of my homeland, having been away from my homeland for more than 50 years. Today is the first time I have returned to my homeland. It can be said:

Homeland is a place of great love and respect.

Fifty years of so much love"

He also asked: "Our province has a very glorious revolutionary tradition. I would like to ask if our people can compete with other provinces to build our province into a model province? Will our people try?"

Amidst the hustle and bustle of work and the increasingly fierce war, the homeland only welcomed Uncle Ho back to visit his "birthplace" one more time on December 8, 1961. 42 days before returning to the world of the wise, on July 21, 1969, Uncle Ho sent a letter to the Executive Committee of the Nghe An Provincial Party Committee. In the letter, he advised: "We must actively practice democracy with the people... Restoring and developing the economy is a very important and urgent task... Take great care of the people's lives... Try to contribute more efforts to join the army and people of the whole country to completely defeat the American invaders... Nghe An is a large province, with rich resources, with hard-working and very revolutionary people. We sincerely hope that our comrades in the province will strive to make Nghe An quickly become one of the best provinces in the North" - The Party Committee and people of Nghe An always considered that letter as a sacred Testament that he dedicated to his homeland before passing away.

Following the advice of beloved Uncle Ho, in the resistance war against American imperialism, the Party Committee and people of Nghe An made worthy contributions with the spirit of "Not a pound of rice is missing, not a soldier is missing", all for the frontline, all to defeat the American invaders. Nghe An had more than 160,300 outstanding young people joining the main force, nearly 11,600 youth volunteers and 24,450 frontline laborers fighting and serving in combat on the battlefields; shot down 553 aircraft of all types, sank 36 warships, ensured smooth traffic, fulfilled the duty of the great rear to the great frontline; together with the army and people of the whole country, made the historic Great Victory of Spring 1975, completely liberated the South, reunified the country, and led the whole country to Socialism.

Imbued with his teachings on building the country, building "Socialism is how to make the people rich, the country strong", "society increasingly progresses, material increases, spirit becomes better", "a society that ensures the country develops brilliantly and rapidly, bringing the masses to a worthy, glorious and increasingly prosperous life, making all workers have a free, happy and powerful Fatherland, towards bright horizons", over the past 60 years, with the encouragement, motivation, care and help of the Central Government and compatriots and comrades nationwide, the Party Committee and people of Nghe An have strived, overcome difficulties, exploited strengths, mobilized internal resources, took advantage of external resources, created new resources for development and have achieved many important achievements in the fields of economy, culture, society, national defense - security, Party building and the political system, strengthening and consolidating the great national unity bloc.

Promoting the achievements of the past 60 years, especially after nearly 4 years of implementing Resolution 26 of the Politburo, Nghe An province has achieved important results, notably: Transforming the growth model; the proportion of services increased rapidly; industry continued to develop strongly; the number and scale of projects attracted to the area are increasingly large. The total product in the province in 3 years (2014-2016) increased by an average of 7.59%. Average income per capita increased quite well, reaching 31 million VND (1.4 times higher than in 2013).

Budget revenue achieved good results, increasing by over 15% annually. Total budget revenue in the period of 2014-2016 reached 30 trillion VND, in 2016 it reached over 11,000 billion VND. Investment attraction initially achieved positive results. Many potential and branded investors at home and abroad have trusted and chosen Nghe An as an investment location; have invested in 372 projects with a total capital of over 161,000 billion VND. Investment projects have contributed to shifting the economic structure, promoting socio-economic development, increasing budget revenue, creating jobs for tens of thousands of workers and improving people's lives. National defense and security have been strengthened, social order and safety have been ensured. Democracy regulations at the grassroots level have been directed and well implemented. Citizens' petitions, complaints and denunciations have been promptly resolved.

With the viewpoint: "Economic development is the central task, Party building is the key", the province always focuses on Party building, focusing on building a clean and strong Party organization; exploiting the potential and strengths of the locality, creating internal strength to build the homeland to develop more and more. Party building work has achieved many important results. The implementation of Resolution 4 of the Central Committee (12th tenure), combined with the implementation of Directive 05 on studying and following the ideology, morality and style of Ho Chi Minh, has contributed to building a clean and strong Party; preventing and repelling the degradation of political ideology, morality, lifestyle and manifestations of "self-evolution" and "self-transformation" within the Party, promoting the fight against corruption, waste and bureaucracy. The leadership capacity, fighting strength of grassroots Party organizations and the quality of cadres and Party members have been gradually improved.

However, the development of Nghe An is still not commensurate with the potential and advantages of a province with a long tradition of patriotic and revolutionary culture; rich natural resources, abundant human resources, hard-working and revolutionary people. The economic growth rate is not high. Economic restructuring is slow and not synchronous. Average income per capita is still low. The poverty rate is higher than the national average. Administrative reform has not met the development requirements. People's lives, especially in mountainous areas, are still difficult. Leadership capacity, fighting strength in some grassroots Party organizations, Party members and activities of authorities at all levels, the Fatherland Front and people's organizations are still limited.

… With utmost respect and gratitude for his great contributions, the Party Committee and people of Nghe An promise to him, to the Party and the State, to the people and comrades of the whole country: We will continue to promote the spirit of solidarity, innovation, and determination to strive to make our homeland Nghe An increasingly strong and developed. Invest in tourism and service development associated with the potential and strengths of Nghe An. Build new rural areas, eliminate hunger and reduce poverty quickly and sustainably, improve people's lives. Develop the Western region of Nghe An.
