Voters' opinions sent to the 6th session of the 17th Provincial People's Council
(Baonghean.vn) - At the 6th session, the Provincial People's Council questioned issues related to resettlement, production stabilization and people's lives affected by hydropower projects; quality of power grid infrastructure; effectiveness of science and technology (S&T) application in life. According to Decision 2081 of the Prime Minister in 2013, in the period of 2015-2020, the electricity sector must bring grid electricity to villages and hamlets. However, currently in Quy Chau district, there are still 39 villages without electricity.
To ensure people's lives and promote socio-economic development, the district is forced to combine the use of capital from programs and projects to build transformer stations and bring electricity to the center of communes.
There are only about 1.5 years left until the deadline for grid power coverage to residential areas according to Decision 2081. We request that the electricity industry pay attention to solving this problem.

For a long time, water from the Nam Giai River has provided irrigation for more than 500 hectares of rice fields in Chau Kim, Que Son, and Muong Nooc communes and domestic water for people in some villages in Chau Kim commune.

On the Nam Giai River, there is the Ban Coc Hydroelectric Plant operating in Huu Van village of Chau Kim commune.
Recently, upstream, the border between Chau Kim and Nam Giai communes, another hydroelectric project has been invested in and built, so people are very worried.
In fact, for many years now, the people of Chau Kim commune in general and the villages living along the Nam Giai river have been affected by the hydroelectric plant. That is the scarcity of water for daily life and farming in the dry season...
People of Chau Kim commune, especially Huu Van village, have requested many times and wish that the hydroelectric plant build a self-flowing water project to ensure a source of domestic water for the people.

The benefits from these hydroelectric projects have contributed to changing the face of the mountainous district of Tuong Duong. However, there are still many problems such as some civil works and hydroelectric resettlement areas for local people are seriously degraded or abandoned due to poor construction quality.
For example, regarding Khe Bo hydropower plant: the road to the resettlement areas for people in Canh Trap village, Tam Thai commune has also been degraded for 3 years; the flood avoidance road from Tam Thai commune to Thach Giam commune is also rapidly deteriorating; the road in Lau village, Thach Giam commune is still not completed, in the rainy season it is muddy, landslides, and very difficult to travel.
Voters are very upset with the above situation and have expressed their opinions many times, but the investors have not made any improvements... Through this session of the Provincial People's Council, I propose: investors of hydropower plants need to completely resolve unfinished projects. Provide funding for maintenance and repair of degraded projects such as roads, schools, and stations.
And most importantly, we hope that our superiors will not allow the construction of any more hydroelectric plants, because of the consequences to the environment and village structure...

Regarding science and technology, the most important thing now is to create conditions for organizations, individuals and businesses to access scientific and technological advances, including the need to bring businesses and people to visit and learn about innovative models and applications of science and technology in production and business.
On the other hand, in my opinion, there must be policies to support capital and funding for investment in science and technology, and the State must be more active in participating in the process of protecting and defending copyrights for scientific inventions.
Currently, the state has policies for science and technology development from the central to local and grassroots levels, but it must create favorable and open mechanisms for all subjects to access.
For farming households, if they are required to deal with a lot of administrative procedures and processes to access support policies, it seems impossible.
In my opinion, applying science and technology to production and life does not necessarily have to be something lofty, academic, or scholarly. It simply means creating new elements, new values, and differences through new ways of doing things and new solutions.
There are technologies from ancient times that we still apply today. For example, organic agricultural production still creates new value for agricultural products. However, in contemporary conditions, applying knowledge and progress from thousands of years ago is not necessarily easy.

As a farmer attached to the fields, after many struggles from practical experiences in the fields, I have researched and successfully manufactured a multi-purpose tillage machine (plow, harrow, and tiller).
The project won the Third Prize at the Nghe An Province Innovation and Startup Competition in 2018. We hope to develop more strongly in the field of research, incubation of patented products and application of scientific and technological achievements in agriculture and rural areas. To do that, it is necessary to invest in technological innovation, improve the quality and durability to perfect the product.
I hope that state agencies will support connecting with businesses to invest in product development; have policies and mechanisms, prioritize land rent exemptions and reductions in industrial clusters and zones in the area so that farmers like me have more conditions to research, buy more modern machinery and equipment to innovate production technology to improve quality and durability, create more products, and contribute to the mechanization of rural agriculture.
