Yen Hoa: From cultural convergence to comprehensive development

Implementing Resolution No. 1678/NQ-UBTVQH15 dated June 16, 2025 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Nghe An province, Yen Hoa and Yen Thang communes were officially merged, taking the common name of Yen Hoa commune. This is not only an administrative event of organizational nature, but also a strategic step, opening up a larger and more comprehensive development space for the locality.

Yen Hoa Commune (new) has a total natural area of ​​211.01 km², reaching 422.02% compared to the commune-level administrative unit standard; population size of 8,418 people, of which 8,239 are ethnic minorities, accounting for 97.8%. In the commune, there are 3 ethnic groups living together: Thai, Kho Mu and Kinh, creating a united community with diverse cultural identities.

With 18 villages, Yen Hoa commune stretches mainly along National Highway 48C - the main traffic route connecting the district center with remote communes. In addition, some villages are located along Provincial Road 543B and some villages are deep in the mountainous areas such as Yen Huong, Xop Kha, Xop Coc, Ban Tat, Vang Lin - areas with strong ethnic cultural identity, rich in potential for agricultural - forestry economic development and community tourism.

The merger of Yen Hoa and Yen Thang communes is a harmonious combination of two localities with many similarities in natural conditions, history, population structure, culture, society and customs. This is an important premise to promote comprehensive strengths, expand development space, concentrate resources and support each other in economic, cultural and social development, and ensure national defense and security.

From that foundation, Yen Hoa commune is gradually affirming its position as one of the highland localities with much potential, rich internal strength, high political determination, strong aspirations to rise up, united for the goal of improving people's lives, building the homeland to develop more and more sustainably, civilized and modern.

Stable economic growth, rural innovation

In the period of 2020-2025, the commune economy continues to develop steadily, with the average income per capita in 2025 estimated at 32 million VND/year (an increase of 6 million VND compared to 2020). Budget revenue in the area reached 455 million VND, nearly double that of the beginning of the term.

Agricultural, forestry and fishery production has developed comprehensively. Production methods have many positive changes, mechanization has been applied, many economic models associated with OCOP products have been built such as Binh Minh tea bags, Khoi Nhung medicinal herbs. Livestock has developed towards commodities with 28 farm models; the total herd of cattle reached 11,523 heads, poultry 52,844 heads.

The program of granting land use right certificates has been strongly implemented, creating favorable conditions for people. Forest protection and development has achieved positive results: 16,489 hectares of protected forest area, 981.9 hectares of newly planted forest, and coverage maintained at over 76%. People benefit from forest environmental service policies and the development of medicinal plants under the forest canopy.

Aquaculture and fishing are given attention, pond area increases, output reaches 21 tons; the model of "Skilled Mass Mobilization" to protect cool fish on more than 25 km of rivers and streams is replicated.

Small-scale industry and commercial services continue to develop. Traditional occupations such as rattan and bamboo weaving, mechanical repair, civil electricity, etc. contribute to job creation. The whole commune has 168 business households, with the participation of 2 enterprises and gas and oil stores, ensuring the supply of essential goods.

Infrastructure is invested synchronously, associated with new rural construction: 12.9 km of concrete roads are renewed, cultural houses, schools, domestic water, irrigation works are completed, etc. The commune meets 8/19 new rural criteria, 3 villages meet the standards, many other villages meet 7-13 criteria.

Regarding science and environment, the commune actively applies technical advances in production, adapting to climate change. Combined agricultural and forestry economic models, farming on sloping land, growing medicinal herbs, etc. bring about clear results. The rate of households using clean water reaches 95%, hygienic livestock farms reach 85.5%, and the number of households with toilets is 1,709. Environmental sanitation work is focused on, implementing waste treatment pits in each household and agency. Natural disaster prevention and control, forest and ecological protection are effectively implemented, contributing to improving the quality of life for the people.

The above outstanding results are an important premise for the commune to continue to develop sustainably, improve people's lives, and successfully implement socio-economic development goals in the next period.

Renewing thinking, promoting internal strength, aiming for sustainable development

Entering the 2025 - 2030 term, Yen Hoa commune clearly identified the consistent goal as: Improving the comprehensive leadership capacity of the Party Committee and the fighting strength of the contingent of cadres and party members; strongly promoting the tradition of solidarity, proactive, dynamic and creative spirit in the entire political system and people.

Based on the achieved results, Yen Hoa commune will continue to arouse and maximize all resources, potentials and intelligence of the people; determined to create a breakthrough in economic development, especially in the fields of agriculture, forestry and fishery in a modern, effective and sustainable direction. Applying science and technology, promoting extensive digital transformation in production and management is a key solution to improve productivity, quality and value of local products. At the same time, the commune will focus on developing trade and services associated with community ecotourism, gradually forming a value chain of typical and high-value products, contributing to increasing income and comprehensively improving the material and spiritual life of the people.

Along with economic development, Yen Hoa commune will continue to do well in social security work, ensure political stability, maintain national defense, security, order and social safety. Build a model residential area with the motto: "Solidarity, consensus - Security, safety - Prosperity, happiness"; build a clean, strong political system, operate effectively, meet the requirements in the new situation, successfully complete the goals set out by the Commune Party Congress for the 2025 - 2030 term.

To realize that goal, Yen Hoa commune has set out 14 main targets, including 11 specific targets in the fields of economy, culture - society, environment, national defense - security and Party building. Based on a close assessment of the reality and development requirements in the new period, the commune has identified 5 groups of key tasks, 4 groups of key solutions, and at the same time, selected 3 strategic breakthroughs to create a driving force for comprehensive development.

Tuesday,create the most favorable environment for the development of private economy, household economy, cooperatives, local enterprises, foster the desire to get rich legitimately, and actively contribute to the development of Yen Hoa homeland.
