Yen Hoa: From cultural convergence to comprehensive development

A land where cultures converge.

In accordance with Resolution No. 1678/NQ-UBTVQH15 dated June 16, 2025, of the Standing Committee of the National Assembly on the rearrangement of commune-level administrative units in Nghe An province, the two communes of Yen Hoa and Yen Thang have officially merged, adopting the common name Yen Hoa commune. This is not only an administrative event related to organizational restructuring, but also a strategic step, opening up a broader and more comprehensive development space for the locality.

The newly established Yen Hoa commune has a total natural area of ​​211.01 km², reaching 422.02% of the standard for a commune-level administrative unit; its population is 8,418 people, of which 8,239 are ethnic minorities, accounting for 97.8%. Three ethnic groups live together in the commune: Thai, Khmu, and Kinh, creating a united community with diverse cultural identities.

With 18 hamlets under its jurisdiction, Yen Hoa commune stretches mainly along National Highway 48C - the main transportation artery connecting the district center with remote and mountainous communes. In addition, some hamlets are located along Provincial Highway 543B and some are nestled deep in the mountainous forest areas such as Yen Huong, Xop Kha, Xop Coc, Ban Tat, and Vang Lin - areas rich in ethnic cultural identity and with great potential for developing agricultural, forestry, and community tourism economies.

The merger of Yen Hoa and Yen Thang communes represents a harmonious combination of two localities with many similarities in natural conditions, historical formation, population structure, culture, society, and customs. This is an important prerequisite for leveraging combined strengths, expanding development space, concentrating resources, and supporting each other in economic, cultural, and social development, while ensuring national defense and security.

From that foundation, Yen Hoa commune is gradually asserting its position as one of the highland localities with great potential and rich internal resources, with high political determination, a strong aspiration to rise up, and a collective effort to improve the lives of the people and build a homeland that is increasingly sustainable, civilized, and modern.

Stable economic growth, rural renewal.

During the period 2020-2025, the local economy will continue to develop stably, with per capita income estimated at 32 million VND/year in 2025 (an increase of 6 million VND compared to 2020). Budget revenue in the area will reach 455 million VND, nearly double that at the beginning of the term.

Agricultural, forestry, and fisheries production has developed comprehensively. Production methods have undergone many positive changes, mechanization has been applied, and many economic models associated with OCOP products have been established, such as Binh Minh tea bags and velvet antler medicinal herbs. Livestock farming has developed in a commercial direction with 28 family farm models; the total number of livestock reached 11,523 and poultry 52,844.

The program for issuing land use right certificates for residential land has been strongly implemented, creating favorable conditions for the people. Forest protection and development have yielded positive results: 16,489 hectares of forest have been protected, 981.9 hectares have been newly planted, and forest cover has been maintained above 76%. The people have benefited from forest environmental service policies and the development of medicinal plants under the forest canopy.

Aquaculture and fisheries received attention, with an increase in pond area and a production of 21 tons; the "Effective Public Mobilization" model for protecting catfish along more than 25 km of rivers and streams was widely replicated.

Small-scale industries and commercial services continue to develop. Traditional crafts such as rattan and bamboo weaving, mechanical repair, and household electrical services contribute to job creation. The entire commune has 168 business households, with the participation of 2 enterprises and a gas station, ensuring the supply of essential goods.

Infrastructure has been invested in comprehensively, linked to the construction of new rural areas: 12.9 km of concrete roads have been renovated, and projects such as cultural centers, schools, water supply systems, and irrigation systems have been completed. The commune has achieved 8 out of 19 criteria for new rural areas, with 3 villages meeting the standards and many others achieving 7-13 criteria.

In terms of science and environment, the commune actively applies technological advancements to production and adapts to climate change. Integrated agricultural and forestry economic models, cultivation on sloping land, and medicinal plant farming have yielded significant results. The percentage of households using clean water reaches 95%, livestock farms are hygienic at 85.5%, and 1,709 households have toilets. Environmental sanitation is prioritized, with waste disposal pits implemented at each household and agency. Disaster prevention and control, forest protection, and ecological conservation are effectively implemented, contributing to an improved quality of life for the people.

These outstanding results are an important foundation for the commune to continue its sustainable development, improve the lives of its people, and successfully achieve the socio-economic development goals for the next phase.

Innovating thinking, leveraging internal strengths, and striving for sustainable development.

Entering the 2025-2030 term, Yen Hoa commune has clearly defined its overarching goal as: Enhancing the comprehensive leadership capacity of the Party Committee and the fighting strength of the cadre and Party members; strongly promoting the tradition of unity, proactiveness, dynamism, and creativity throughout the entire political system and among the people.

Building upon the achievements already made, Yen Hoa commune will continue to unleash and maximize all resources, potential, and intelligence of its people; determined to create a breakthrough in economic development, especially in the fields of agriculture, forestry, and fisheries, towards a modern, efficient, and sustainable direction. Applying science and technology and promoting widespread digital transformation in production and management will be key solutions to improve the productivity, quality, and value of local products. At the same time, the commune will focus on developing trade and services linked to community-based ecotourism, gradually forming a value chain of distinctive, high-value products, contributing to increased income and comprehensively improving the material and spiritual lives of its people.

Along with economic development, Yen Hoa commune will continue to effectively implement social welfare programs, ensure political stability, maintain national defense, security, and social order and safety. It will build model residential areas with the motto: "Unity, consensus – Security, safety – Prosperity, happiness"; build a clean, strong, and effective political system that meets the requirements of the new situation, and successfully achieve the goals set by the Commune Party Congress for the 2025-2030 term.

To realize that goal, Yen Hoa commune has set 14 main targets, including 11 specific targets in the fields of economy, culture and society, environment, national defense and security, and Party building. Based on a realistic assessment and the requirements of development in the new period, the commune has identified 5 groups of key tasks, 4 groups of crucial solutions, and selected 3 strategic breakthroughs to create momentum for comprehensive development.
