Yen Thanh: There is still a situation of inaccurate assessment of poor households.

(Baonghean.vn) - It is necessary to strictly handle localities where poor household assessments are still inaccurate and Party committees are not interested in hunger eradication and poverty reduction.

That was the opinion of comrade Hoang Viet Duong - Vice Chairman of the People's Council at the working session of the Provincial People's Council with the People's Committee of Yen Thanh district on the afternoon of April 17 according to the plan to supervise the implementation of the national target program on sustainable poverty reduction.

As a purely agricultural district, the economic conditions of the majority of people depend on agriculture, therefore, the work of hunger eradication and poverty reduction has always been of interest to Yen Thanh district. Accordingly, the district has issued two projects: "Promoting job creation, labor export and sustainable poverty reduction, period 2011 - 2015" and "Enhancing job creation, labor export, period 2016 - 2020".

During the direction process, the district focused on prioritizing communes with difficulties, high risk of re-poverty, near-poverty, and communes registered to reach the new rural destination, creating conditions for poor households to develop farms, family farms, and service businesses.... Currently, the whole district has 32% of poor households accessing credit capital from the Social Policy Bank with a total outstanding debt up to this point reaching 130 billion VND.

Many programs that directly support the poor, such as health insurance support; education; vocational training, job creation, labor export; electricity bill support, etc., are fully implemented and targeted to the right people. Socialization of poverty reduction work is promoted.

In 5 years (2012 - 2016), the district mobilized more than 7.3 billion VND in cash from the For the Poor Fund and more than 4.5 billion VND from businesses and philanthropists to give directly to the poor and families in difficult circumstances. The poverty reduction result by the end of 2016 in the district decreased to 5.98%.

However, according to Mr. Hoang Danh Truyen - Vice Chairman of Yen Thanh District People's Committee: The current difficulty is that many households that have escaped poverty have income levels close to the poverty line; the rate of households falling back into poverty is high; some communes have a higher rate of poor households than the average of the whole province. The work of evaluating poverty reduction programs is not regular. The investigation and identification of poor and near-poor households in some localities is not accurate, still missing poor households or including households that do not meet the criteria of poor and near-poor households...

Concluding the meeting, comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council, highly appreciated the leadership and direction of Yen Thanh district in poverty reduction work.

However, the Vice Chairman of the Provincial People's Council suggested that the district needs to have solutions to overcome existing shortcomings and limitations; strictly handle localities where poor household assessments are still inaccurate; Party committees have not paid attention to hunger eradication and poverty reduction work...

The Vice Chairman of the Provincial People's Council also emphasized: the sustainable poverty reduction solution that the district needs to prioritize is to effectively implement the two national target programs of sustainable poverty reduction and new rural construction. Strengthen the implementation of economic development programs, innovate production methods, restructure agriculture, shift the structure of crops, livestock, and increase the income value per unit area.

In addition, it is important to attract investment into the area, create jobs, increase income; and promote labor export. Continue to thoroughly grasp the policies of the Party and the State at all levels on sustainable poverty reduction; associated with propaganda, raising awareness and responsibility of Party committees, authorities, the Fatherland Front and organizations as well as the poor themselves to reduce poverty sustainably./.
