1,121 National Assembly candidates will campaign from April 27

The time for organizing meetings with voters for candidates to campaign for election is from the date of announcement of the official list of candidates (April 27, 2016) and ends 24 hours before the start of voting (before 7:00 a.m. on May 21, 2016).

After the third round of consultation, the Central Committee of the Vietnam Fatherland Front has just issued instructions on some contents on organizing meetings with voters so that candidates for National Assembly deputies and candidates for People's Council deputies can carry out election campaigns.

Accordingly, the Central Committee of the Vietnam Fatherland Front requests the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level to preside over and coordinate with the People's Committee of the constituency to organize a meeting with voters for candidates for the National Assembly and provincial People's Council. Participants in the meeting with voters include representatives of agencies, organizations, units (state agencies, enterprises, military units, police...) and local voters.

In special cases, due to objective conditions, the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level cannot directly chair the meeting with voters in any constituency, it must have a written request for the Chairman of the Vietnam Fatherland Front Committee at the district level to chair it. However, the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level must still send its staff to attend the meeting to proactively grasp the situation and ensure that the meeting with voters to campaign for election is carried out safely and in accordance with the law.

For the Standing Committee of the Vietnam Fatherland Front Committee at the district and commune levels, it shall preside over and coordinate with the People's Committee of the same level in the constituency to organize a meeting with voters for candidates for the People's Council at their level. Participants in the meeting with voters include representatives of local agencies, organizations, units and voters.

The leader of the Central Committee of the Vietnam Fatherland Front also noted that the Standing Committee of the Vietnam Fatherland Front Committee at the level organizing the voter contact conference needs to coordinate with the People's Committee at the same level to implement the following contents: Develop a plan to organize the voter contact conference; Timely notify in writing at least 7 days in advance to candidates about the time and place of the conference so that candidates can proactively arrange their time and contact the locality to attend;

Organize conferences for representatives of the People's Committees at the same level to inform candidates of basic information about the local socio-economic situation so that candidates can develop and plan their action programs before organizing meetings with voters. In cases where candidates for National Assembly deputies or provincial People's Council deputies want to hear the district-level People's Committees of their constituencies introduce the socio-economic situation of districts, towns, and cities, it is necessary to organize for the People's Committees of these constituencies to report to candidates;

“Forms and principles of election campaigning; responsibilities of agencies, organizations and units in election campaigning; content of organizing meetings to contact voters for election campaigning; election campaigning on mass media are carried out according to the provisions in Chapter VI of the Law on Election of National Assembly Deputies and People's Council Deputies. Candidates can send their Action Program to voters attending the meeting,” said the Central Committee of the Vietnam Fatherland Front.

According to this unit, in the process of chairing and directing the conference, the Standing Committee of the Vietnam Fatherland Front Committee at the level organizing the voter contact conference needs to pay attention to creating a democratic and open atmosphere; avoid forcing but also not discuss beyond the purpose and requirements of the meeting and contact conference.

Regarding the decoration of the venue for the voter contact conference: It must be solemn, with the national flag, statue (or photo) of President Ho Chi Minh; arrange necessary sound equipment and suitable seats for the large number of voters attending.

“After the voter contact conference, the Standing Committee of the Provincial Fatherland Front Committee shall synthesize a report on the organization of the voter contact conference to campaign for the election of National Assembly deputies and People's Council deputies in accordance with the provisions of Clause 3, Article 66 of the Law on the Election of National Assembly Deputies and People's Council Deputies and immediately send a report synthesizing voters' opinions and recommendations to the Party, the State and the Central Committee of the Vietnam Fatherland Front to the Standing Committee of the Central Committee of the Vietnam Fatherland Front to promptly synthesize and report on voters' and people's opinions and recommendations at the first session of the 14th National Assembly,” the Central Committee of the Vietnam Fatherland Front requested.

According to the report, as of April 17, central and local agencies nationwide have completed the third consultation, establishing a list of qualified candidates for the 14th National Assembly and People's Councils at all levels for the 2016-2021 term.

Accordingly, the whole country has 1,121 people listed as candidates for the 14th National Assembly after the third consultative conference.

At the Central level, the third consultative conference organized by the Presidium of the Central Committee of the Vietnam Fatherland Front unanimously voted to approve the preliminary list of 197 candidates for the 14th National Assembly from central agencies and organizations.

In 63 provinces and cities nationwide after the third consultative conference, 735 people were listed as candidates for the 14th National Assembly and 6,462 people were listed as candidates for provincial People's Councils.

In many localities, the proportion of candidates for National Assembly deputies who are ethnic minorities is quite high, typically: Lai Chau: 8/8 people are ethnic minorities; Lang Son: 8/8 people; Kon Tum: 7/8 people; Lao Cai: 6/8 people...

In some localities, the proportion of female candidates on the list of National Assembly deputies accounts for more than 50%. These include: Vinh Phuc, Quang Ngai, Ca Mau...

The proportion of young candidates in some localities through the third consultative conference is also quite high, for example: Ca Mau (63.6%), Quang Ngai (60%), Kien Giang (50%)..../.
