(Baonghean.vn) - Those are the two targets set at the conference to evaluate the implementation of Resolution No. 01/NQ-DCT on the Collective Labor Agreement in 2021 and deploy work in 2022 organized by the Nghe An Provincial Labor Federation on the afternoon of March 31.

A collective labor agreement is a written agreement between a group of employees and an employer on working conditions that the two parties have reached through collective bargaining. Although the enterprise collective labor agreement is not required by law, it is a very important document, built and signed on the basis of negotiation between the two parties, and is the basis for ensuring the construction of harmonious labor relations in the enterprise.

Collective labor agreementincluding enterprise collective labor agreements, industry collective labor agreements and some other forms of collective labor agreements prescribed by the Government.

In 2021, Nghe An Trade Union made many efforts to improve the quality and quantity of Collective Labor Agreements at enterprises.

Specifically, the Provincial Federation of Labor held a conference to review the year and assign targets for signing new and re-signing Collective Labor Agreements in 2021, directed district and industry trade unions to review the term and quality of Collective Labor Agreements, assigned specialized staff to supervise and support the implementation of targets for signing new and re-signing Collective Labor Agreements in 2021, and provided financial support to district and industry trade unions in negotiating new and revised signings...

From that effort, in 2021, the whole province had 454/533 enterprises with trade unions, reaching a rate of 85.2%, higher than in 2020. Of which, state-owned enterprises: 32/32 units reached 100%; FDI enterprises: 28/35 reached 80%; Non-state enterprises: 394/466 reached 84.5%.

Trade Unions at all levels have organized the signing of 29 new Collective Labor Agreements (CLAs), and signed amendments and supplements to 178 CLAs. However, compared to the target that the Provincial Labor Federation assigned to the Labor Federations of districts and sectors in 2021, the target has not been met: Signing 29/31 new CLAs.(reaching 93.55%);Signed amendments and supplements 178/179 copies(reaching 99.4%).Regarding the term of the Collective Labor Agreement, 329/454 agreements are still valid.(72.5%), 125/454 agreements expired(27.5%).

The units with outstanding results in signing Collective Labor Agreements are the Labor Federations of Dien Chau, Tan Ky, Hoang Mai, Thanh Chuong, Do Luong, Nghia Dan, and the Transport Industry Trade Union...

At the conference, the Provincial Federation of Labor set out two targets for 2022. Specifically, 100% of state-owned enterprises and over 80% of non-state enterprises have negotiated and signed Collective Labor Agreements, of which at least 30% of Collective Labor Agreements are of type A; Increase the value of employees' shift meals from 2022 to 18,000 VND/meal or more, for enterprises hiring meal providers, the lowest value is from 22,000 VND/meal or more and included in the collective labor agreement of the unit.

Concluding the conference, comrade Nguyen Chi Cong acknowledged and commended the progress in quality and quantity of collective labor agreements this year, the creative ways of typical units and emphasized: "Union levelsIt is necessary to properly assess the importance of collective labor agreements. Accordingly, it is impossible to let grassroots union officials make collective labor agreements on their own, but they need to accompany, directly support, and directly support dialogue with business owners. In the near future, a project will be issued to improve the quality of collective labor agreements, along with changes in funding support for union officials. Set the minimum level for shift meals at 18,000 VND, propose to build collective labor agreements for groups of businesses in the same industry... District and industry unions need to strengthen coordination and support each other in negotiating collective labor agreements."
