13 general departments are expected to disappear, reducing 518 departments and 218 cases.

After rearranging the internal apparatus of ministries and branches, 13/13 general departments and equivalent organizations will be reduced; 518 departments and equivalent organizations will be reduced; 218 departments and equivalent organizations will be reduced; and 2,958 branches and equivalent organizations will be reduced.

Minister of Home Affairs Pham Thi Thanh Tra said that many new contents on the organization of the apparatus within ministries and branches after supplementing and completing the arrangement and streamlining plan according to the conclusion of the Politburo.

Ministry of Finance arranges 6 general departments and equivalent

Based on the conclusion of the Politburo, the Ministry of Home Affairs proposed to continue to arrange and streamline the internal organization of a number of ministries and ministerial-level agencies in the direction of the Ministry of Finance reorganizing the General Department of Taxation into the Tax Department (with 12 departments/offices) and arranging and restructuring the Tax Departments of 63 provinces and cities into 20 regional Tax Branches.

At the same time, 420 district and inter-district Tax Branches will be reorganized into 350 inter-district Tax Teams. After the reorganization, it is expected to reduce about 1,005/4,141 focal points (24.27%).

In addition, the Ministry of Finance reorganized the General Department of Customs into the Customs Department (with 12 departments/offices) and arranged and restructured 35 regional Customs Departments into 20 regional Customs Sub-Departments; arranged and restructured 181 Customs Sub-Departments into 165 border/outside border Customs Departments, which are team-level organizations. After the arrangement, it is expected to reduce about 485/902 focal points (53.77%).

The Ministry of Finance also reorganized the State Treasury (general department level) into the State Treasury, an organization equivalent to the department level (10 departments/offices) and arranged and restructured 63 provincial State Treasuries into 20 regional State Treasuries, which are branch-level organizations. After the arrangement, it is expected to reduce about 431/1,049 focal points (41.09%).

Along with that, the Ministry of Finance also reorganized the General Department of State Reserves into the State Reserve Department (with 7 departments); arranged and restructured 22 regional State Reserves into 15 regional State Reserve Sub-Departments.

The Ministry of Finance also reorganized the General Statistics Office into the General Statistics Office (with 14 units) and arranged and restructured 63 provincial-level Statistical Offices into 63 provincial-level Statistical Offices; arranged and restructured 565 district-level Statistical Offices into 480 Teams operating under the inter-district model (reducing 15% of focal points).

Another task is for the Ministry of Finance to reorganize the Vietnam Social Security (VSS) into a public service unit, with 14 departments (reducing 7 units); arranging and restructuring the internal focal points of 63 provincial-level VSSs into 35 regional VSSs; arranging and restructuring 640 district-level VSSs down to 350 inter-district VSSs, eliminating 147 professional groups (reducing 651/1,465 focal points, equivalent to 44.4%).

Reduced 13/13 general departments and 518 departments

The Ministry of Construction merged the Department of Construction Economics, the Department of Construction Activity Management of the Ministry of Construction and the Department of Construction Investment Management of the Ministry of Transport into the Department of Construction Economics - Investment Management.

With the Ministry of Agriculture and Environment after the merger, the School of Agricultural and Rural Development Management Officers will be merged into the Vietnam Academy of Agriculture; the School of Training and Fostering of Natural Resources and Environment Officers will be merged into the University of Natural Resources and Environment.

The Ministry of Education and Training merged the Department of Primary Education and the Department of Secondary Education into the Department of General Education; at the same time, it took over some tasks of the Department of Ethnic Education.

The Ministry of Health ends the operation of the Department of Traditional Medicine and Pharmacy Management and transfers its functions and tasks to specialized units under the Ministry of Health.

The Ministry of Foreign Affairs merged the Department of Foreign Policy with the Department of Cultural Diplomacy and UNESCO.

The Ministry of Ethnic Minorities and Religions retains the name of the Government Committee for Religious Affairs to avoid causing major impacts on the operations of agencies and units after the arrangement.

The Ministry of Industry and Trade merged the Department of European - American Markets and the Department of Asian - African Markets into the Department of Foreign Markets.

The Ministry of Culture, Sports and Tourism changed the name of the Information Technology Center to the Digital Transformation Center of Culture, Sports and Tourism.

The Government Office merges the General Department and the Secretariat - Editing Department into the General Department - Secretariat; reorganizes the Government Electronic Information Portal into a public service unit, and transfers functions and tasks regarding official gazettes to units under the Government Office.

Regarding the Government Inspectorate, the Ministry of Home Affairs proposed to coordinate with relevant ministries and branches to continue researching, carefully assessing the impact and completing the Project to arrange the inspection agency system according to the streamlined administrative level, operating effectively and efficiently, and report to the Politburo.

The results after the organization arrangement within the Government ministries and branches were a reduction of 13/13 general departments and equivalent organizations; a reduction of 518 departments and equivalent organizations (of which, a reduction of 59 departments and equivalent organizations belonging to ministries and ministerial-level agencies, a reduction of 459 departments and equivalent organizations belonging to general departments).

In addition, there were 218 fewer departments and equivalent organizations (of which, 120 fewer departments and equivalent organizations under ministries and ministerial-level agencies, and 98 fewer departments and equivalent organizations under general departments); and 2,958 fewer branches and equivalent organizations.

Along with that, ministries and branches reduced 201 public service units (including public service units not specified in the Decree stipulating the functions, tasks, powers, and organizational structure of ministries, ministerial-level agencies, and government agencies).

The current 13 general departments and equivalents are expected to no longer exist.

- The Ministry of Finance has 5 units: General Department of Taxation, General Department of Customs, General Department of State Reserves, State Treasury, State Securities Commission.

- The Ministry of Foreign Affairs has two agencies equivalent to general departments: the State Committee for Overseas Vietnamese and the National Border Committee.

- General Department of Vocational Education of the Ministry of Labor, War Invalids and Social Affairs.

- General Department of Market Management of the Ministry of Industry and Trade.

- General Statistics Office of the Ministry of Planning and Investment.

- General Department of Civil Judgment Enforcement of the Ministry of Justice.

- Banking Inspection and Supervision Agency of the State Bank of Vietnam.

- General Department of Hydrometeorology of the Ministry of Natural Resources and Environment.
