26/27 border communes in Nghe An meet the criteria of 'free of drug addicts'
(Baonghean.vn) - On the afternoon of October 27, Nghe An Police held a conference to review 6 months of implementing the Project to build a "Drug-free border commune" in the province.
Attending and directing the Conference were comrades: Lieutenant General Nguyen Duy Ngoc - Member of the Party Central Committee, Deputy Minister of Public Security; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.
Also attending the conference were leaders of the Ministry of Public Security's professional departments, leaders of the Public Security of 9 provinces on the Vietnam - Laos border; leaders of departments, branches and sectors in the province, secretaries and chairmen of 6 districts and 27 border communes and public security of units and localities.

26/27 BORDER COMMUNES MEET THE CRITERIA OF BEING CLEAN OF DRUG ADDICTS
On April 7, 2022, Nghe An Police issued Decision No. 318 on implementing the Project to build "Drug-free border communes" in the province with the goal of cleaning up 27 border communes, creating a belt to prevent drugs from being smuggled into the area.
At the conference to disseminate and deploy the project, the Provincial Police announced the decision to mobilize 25 officers to reinforce border communes for a period of 1 year; hand over 27 pickup trucks provided by the Ministry of Public Security to the Police of 27 border communes; assign and assign tasks to 12 units and localities that have established a sister relationship with the People's Committees of 12 disadvantaged border communes to coordinate and support in the implementation of the Project.

The police of units and localities have effectively implemented propaganda solutions in 27 border communes; well organized social security work, supported disadvantaged border communes to implement the Project. Thereby, they have donated equipment, supported facilities, funds and gifts to support people in border communes with a total value of more than 700 million VND.
In addition, the Provincial People's Committee issued Decision No. 2209 dated July 29, 2022 on assigning provincial departments and branches to support and assist 22 mountainous and border communes with special difficulties. Thereby, promoting socio-economic development, improving the lives of people in mountainous communes, contributing to the effective implementation of the Project.

After 6 months of implementing the Project, the Police of various units and localities discovered and arrested 83 cases, 96 drug-related criminals in border communes, seized nearly 15 kg of various drugs, 50 guns, knives, swords and many complicated locations, 28 drug retail points in border communes.
In addition, through the fight against special projects and cases, eliminating drug-related hotspots, complex points, drug lines, and criminals in border communes, the police of various units and localities have arrested 9 cases, 21 subjects, eliminated 1 hotspot, 6 complex points, and 5 drug retail points in key drug-related communes in 6 border districts, seized more than 4 kg of various types of drugs and many other related exhibits.
Regarding the results of drug addiction management and records, before implementing the Project, the number of addicts and suspected addicts in 27 border communes was 516. After 6 months of implementing the Project, measures have been taken to monitor and manage drug addiction treatment for 504 addicts and suspected addicts. To date, 26/27 border communes have met the criteria of being free of drug addicts.

Currently, Nghe An Police are developing a plan to deploy and expand the Project to build "Narcotics-free Border Communes" towards the goal of "Narcotics-free Border Districts". Regarding the general goal, maintain and improve one step further in "keeping clean" the area for "drug-free" communes; continue to focus on directing the "cleaning" of drugs in Muong Long village, Tri Le commune, Que Phong district, towards completing the goal of 27/27 drug-free border communes in 2022.
Directing the expansion of drug “cleaning” in the remaining communes of 6 border districts, aiming to gradually expand the “drug-free” border belt, towards the goal of building a “drug-free border district”, contributing to the implementation of the strategic goal of removing Nghe An from the list of key areas with complicated drug problems in the country.
MAINTAIN THE CRITERIA, EXPAND THE MODEL
Speaking at the Conference, Lieutenant General Nguyen Duy Ngoc - Deputy Minister of Public Security affirmed that Nghe An Provincial Police is one of the leading units in the emulation movement of the Ministry with many outstanding results and achievements. In particular, the implementation of the Project to build "Non-drug-free border communes" has made many remarkable breakthroughs in drug prevention and control.
Praising and appreciating the results of recent times, Lieutenant General Nguyen Duy Ngoc emphasized that the drug crime situation across the country continues to be complicated, with many new and more difficult problems arising, requiring the synchronous and drastic participation of localities. In particular, with its strategic location, the Vietnam - Laos border has potential for complex and unpredictable problems.

The Deputy Minister of Public Security requested the Provincial Police to continue to study, pay attention to and closely direct drastic "cleanliness" solutions for communes that meet the criteria, ensuring the sustainable effectiveness of the Project; attach importance to social prevention measures, professional prevention, considering this as a key activity to "keep clean".
On the other hand, there is a roadmap for expanding the model appropriately, not being hasty or greedy for achievements but implementing it massively; determining to what extent to do, to "clean" to that extent, in which, achieving 2 cleans: "clean addicts" and "clean drug crimes and evils". The provincial police must also continue to launch attacks on drug crimes in 3 layers; continue to mobilize resources for drug prevention and control work, focusing on the capacity of commune-level police.

For the police of border provinces, study and learn from the way of Nghe An police, create a synchronous and comprehensive attack on the Vietnam - Laos border, contribute to building a "drug-free" border, gradually prevent and repel drugs. Nghe An province in particular needs to continue to pay attention, lead and direct departments, branches and localities to coordinate in implementing "keeping clean" and "cleaning" drugs in border communes in particular and the remaining communes in the province in general.
Speaking at the conference, Chairman of the Provincial People's Committee Nguyen Duc Trung said that Nghe An has been identified by the Government and the Ministry of Public Security as one of the key and complicated drug-related areas in the country. Over the years, the Provincial Party Committee, People's Council and People's Committee have always identified drug prevention and control as an important, urgent and regular task. In particular, the role of the Nghe An Provincial Police force is to be the main force, demonstrating initiative, choosing the right things and doing them well.

On behalf of the provincial leaders, the Chairman of the Provincial People's Committee acknowledged, highly appreciated and commended the initial results in implementing the Project to build "Drug-free border communes" and the results in drug prevention and control work of Nghe An Provincial Police.
In the coming time, the Chairman of the Provincial People's Committee requested the Provincial Police to seriously and fully absorb the comprehensive, profound and dedicated direction of Lieutenant General Nguyen Duy Ngoc - Deputy Minister of Public Security. He also emphasized a number of contents for the Provincial Police, functional agencies and district-level Party committees and authorities to pay attention to and direct the implementation.

For the Party committees and authorities of 6 border districts, including Thanh Chuong, Anh Son, Con Cuong, Tuong Duong, Ky Son and Que Phong, it is necessary to focus on leadership and implement measures to sustainably maintain "drug-free" status for 26/27 communes that have met the criteria of "Drug-free border communes". In particular, Que Phong district needs to pay attention to leadership in "cleaning up" drugs in Tri Le commune in 2022.
These 6 districts also continue to direct other communes to carry out the work of "cleaning up" drugs in a focused and key spirit, determined to strive towards the goal of building a "Border District clean of drugs" in the soonest time.

For the remaining localities in the province, the Chairman of the Provincial People's Committee proposed to base on the actual situation of crime and drug abuse, and the experience of "cleaning up" drugs in border localities to lead and direct the construction and replication of the "Drug-free Commune" model in their localities.
Promote a sense of responsibility and high determination, mobilize the participation of the entire political system, consider the criteria of "cleaning up" drugs to evaluate annual results; strengthen the implementation of social security policies, support production development for people, in order to limit and eventually eliminate the causes and conditions of crime and drug abuse.

The Chairman of the Provincial People's Committee also requested departments, branches, sectors and organizations to strengthen coordination with the police forces at all levels in implementing the Project and Plan to replicate the model of "Border communes clean of drugs". The Provincial Police continue to advise the Provincial Party Committee, People's Council and Provincial People's Committee to lead and direct resolutely and effectively the work of "keeping clean" of drugs in border communes and replicate the model of "clean communes of drugs" in the whole province, striving to soon remove Nghe An from the list of key areas with complicated drug problems in the country.
On this occasion, the Minister of Public Security, Chairman of the Provincial People's Committee, and Director of the Provincial Police Department presented many Certificates of Merit to collectives and individuals with achievements in implementing the Project to build "Drug-free border communes".
