Three new regulations related to cars taking effect from April 1 include: increased insurance compensation, increased motor vehicle insurance premiums, and more difficult driving license exams.

Civil liability of motor vehicle owners

The Ministry of Finance has just issued Circular 22/2016/TT-BTC regulating the rules, terms, fee schedules and liability levels of compulsory civil liability insurance (TNBH) for motor vehicle owners. Circular 22/2016/TT-BTC takes effect from April 1, 2016.

The compulsory insurance liability of motor vehicle owners is 100 million VND/person/accident.

Accordingly, the compulsory liability insurance (TNBH) level of motor vehicle owners is 100 million VND/person/accident. This TNBH level is the maximum amount that the insurance company can pay for damage to the body, life and property of third parties and passengers caused by motor vehicles in each accident occurring within the scope of TNBH.

For property damage caused by two-wheeled motorbikes, three-wheeled motorbikes, motorbikes and similar motor vehicles (including motor vehicles for the disabled), the limit is 50 million VND/accident.

For property damage caused by cars, tractors, construction motorbikes, agricultural and forestry motorbikes and other special vehicles used for security and defense purposes (including trailers and semi-trailers pulled by cars or tractors) is 100 million VND/accident.

Motor vehicle insurance premiums increased by 20%

According to Circular No. 22/2016/TT-BTC of the Ministry of Finance regulating insurance premiums for 13 types of motor vehicles, the compulsory civil liability insurance premium for motor vehicle owners will increase from 10% - 20% for 13 types of vehicles with high accident rates and risks.

13 types of vehicles included in the list of insurance premium adjustments include: Vehicles with less than 6 seats, 16 seats, 24 seats and over 25 seats; Trucks from 8 to 15 tons, over 15 tons; Some other types of vehicles (taxis, specialized vehicles, tractor-trailers, specialized motorbikes).

Thus, the insurance premium for non-commercial vehicles with less than 6 seats increased to VND437,000/year (an increase of VND40,000/year compared to before).

16-seat cars for transportation business are 3,054 million VND/year (increase 509,000 VND/year) and 24-seat cars for transportation business are 4,632 million VND/year (increase 772,000 VND/year).

The fees for the remaining types of motor vehicles remain the same: insurance fees for two-wheeled motorbikes are 55,000 - 60,000 VND/year (depending on capacity); for non-commercial cars with 6 - 11 seats, it is 794,000 VND/year; for trucks under 3 tons, it is 853,000 VND/year.

Studying and taking the driving test will be more difficult.

According to Circular 58/2015/TT - BGTVT, from April 1, studying and taking the driving test for classes B1, B2, D and E... will be more difficult. Specifically, those studying and taking the driving test must master the driving route diagram in the driving course to study and take the test. Those who want to get B1, B2 and C licenses, in addition to having to perform a vertical parking maneuver or also known as reversing the car into the stall, shown in boxes 7A, 7B and 7C, those who want to get B1, B2 and D, E licenses must also take a new test of parallel parking (with B1, B2 licenses, it is in one of the two boxes 10B). The horizontal parking maneuver or also known as moving forward, reversing the car to the side of the road to park while the middle space is still empty and "locked" at the front and rear by two previously parked cars, is only 6.45 m long and 2.2 m wide. For those who get B1 and B2 licenses, there is an additional part of studying and taking a test on an automatic vehicle./.
