In the group of permanent residence registration procedures, the form of population management by permanent residence registration using "household registration book" will be abolished and replaced by the form of updating information on the National Population Database.
At the same time, documents on household registration transfer, proof of family relationships, and birth certificates for children registering for permanent residence will also be abolished.
Similarly, temporary residence management will no longer require "temporary residence books" but will instead be replaced by updating personal information on the National Population Database.
Along with the abolition of the "household registration book", procedures such as separating the household registration book, issuing and changing the household registration book, issuing and changing the temporary residence book, extending temporary residence... are also abolished.
Similarly, with the plan approved by the Government, the procedures for issuing new, exchanging and reissuing identity cards (9 digits) currently being carried out at provincial and district police stations will also be abolished.
In particular, along with the abolition of "household registration books" and "identity cards", procedures related to the fields of immigration, vehicle registration, registration of conditional business lines, etc. will also eliminate the requirement for people to present household registration books and identity cards.
Even in some personal history declarations, people will no longer have to provide information such as date of birth, gender, and place of permanent residence.
Thus, after abolishing household registration books and identity cards, people will use personal identification numbers when carrying out personal procedures.
2. Teachers' salaries will be the highest in the salary scale system.

The Ministry of Education and Training has just asked for opinions from relevant units before submitting to the Government a draft to amend and supplement a number of articles of the current Education Law. In particular, the highlight is that teachers' salaries are ranked highest in the salary scale system.
The second draft of the amendment and supplement to the Law on Education, signed by Minister Phung Xuan Nha, clearly states: Teachers' salaries are an issue with many different opinions and need to seek the Government's opinion.
According to the report, many opinions said that, in general, teachers' salaries are still low, especially those of teachers in preschool and general education. Therefore, there needs to be mechanisms and policies to remove these problems and the Party's viewpoint in Resolution No. 29-NQ/TW needs to be institutionalized into the Education Law.
Article 81 of the draft proposes: "Teachers' salaries are ranked highest in the administrative career salary scale system. Teachers are entitled to preferential allowances according to their profession, seniority allowances and other allowances according to Government regulations."
According to the professional and technical salary table for cadres and civil servants of public service units (Decree 204 of 2004), there are currently 12 salary levels. The highest level is the salary of civil servants of type A3 group 1 including architects, doctors, pharmacists, trainers, professors, lecturers... with a coefficient from 6.2 to 8.0.
If teachers' salaries are ranked highest in the administrative career salary scale, they can be equivalent to the salary group of civil servants such as doctors, pharmacists, and senior trainers.
Currently, senior secondary school teachers are classified as A2 group 2, with salary coefficients from 4.0 to 6.38; secondary school teachers are classified as A1, with salary coefficients from 2.34 to 4.98. Secondary school teachers are classified as A0, with salary coefficients from 2.1 to 4.89. Primary school teachers and preschool teachers are classified as B, with salary coefficients from 1.86 to 4.06.
3. Write the names of family members in the red book

According to new regulations, from December 5, 2017, instead of just registering the name of the head of household, the whole family will have their name on the land use rights certificate, also known as the red book.
A red book currently has 1-2 names, but in the future it may have 3-4 names or a large family may have up to 6-7 names. Will this limit land disputes when buying and selling or will it create more complicated procedures? That is the question and concern of many people today.
Meanwhile, a representative of the Ministry of Natural Resources and Environment said that when recording the certificate, it only shows information about members sharing land use rights in the household.
Other members of the household who do not share the right to use the land, such as those who are not members of the household that the State has previously identified to allocate land to the household, those who have not contributed to the establishment of the household's right to use the land... are not recorded on the certificate. Thus, the requirement does not force those who share the same household registration to have their names recorded on the land documents.
The Ministry of Natural Resources and Environment affirmed that recording the names of family members on land use right certificates aims to minimize risks for people and ensure asset transparency.
4. Strong reaction to proposal to improve Vietnamese alphabet

The proposal to improve the Vietnamese alphabet by Associate Professor Dr. Bui Hien (former Vice Principal of Hanoi University of Foreign Languages) is creating a wave of controversy in public opinion. Accordingly, Mr. Bui Hien believes that after nearly a century, the national language has revealed many unreasonable things, so it needs to be improved to be simple, easy to remember, easy to use, save time, materials...
To prove the inadequacy of the current Vietnamese language, Associate Professor Dr. Bui Hien argued: “Currently, we use 2 or 3 letters to express a consonant phoneme at the beginning. For example, C – Q – K (cuoc, quoc, ca, kali), Tr – Ch (tra, cha), S – X (sa, xa)… In addition, we use 2 letters combined to express the phonemes of some consonants at the end of a rhyme such as Ch, Ng, Nh (mách, ông, tanh…).”
Accordingly, the letter Đ will be removed from the current Vietnamese alphabet and some Latin letters such as F, J, W, Z will be added. In addition, the phonetic values of the 11 existing letters in the above table will be changed, specifically: C = Ch, Tr; D = Đ; G = G, Gh; F = Ph; K = C, Q, K; Q = Ng, Ngh; R = R; S = S; X = Kh; W = Th; Z = d, gi, r. Because the sound "nhờ" (nh) does not have a new character to replace it, the above text will temporarily use the compound character n' to express it.
According to Associate Professor Dr. Bui Hien, this improvement will unify the writing system for the whole country, eliminate most of the shortcomings and inconsistencies that previously caused difficulties for users, simplify the alphabet from 38 letters to only 31, making it easy to grasp the rules and easy to remember. It will save time, effort, and materials in the process of creating documents on paper and on computers.
As soon as information about the idea of improving the language of Associate Professor Dr. Bui Hien appeared on social networks, public opinion was quite fiercely debated. Many opinions said that the current Vietnamese language does not need to be improved. Because if the improvement is implemented, it will lead to major consequences such as the massive archive of documents before without a solution, adaptation, change of perception, educational methods, computer programming systems, etc. will become confusing and difficult to accept.
