63 provinces and cities have achieved health insurance coverage rate of over 90%.

(Baonghean) - The Prime Minister has just issued Decision 1167/QD-TTg dated June 28, 2016 on adjusting the assignment of health insurance coverage targets to the People's Committees of provinces and centrally run cities for the period 2016 - 2020.

Accordingly, by 2020, all 63 provinces and cities will be assigned a health insurance coverage target of over 90%; in which, some localities will be assigned a target of nearly 100%: Lao Cai 98.8%, Thai Nguyen and Dien Bien 98.5%, Ha Giang 98.2%. Nghe An is assigned the health insurance coverage target for the period 2016 - 2020 as follows: 81% in 2016, 83.8% in 2017, 86.1% in 2018, 88.2% in 2019 and 90% in 2020.

The Prime Minister assigned the People's Committees of provinces and centrally run cities, based on the assigned targets, to submit to the People's Councils of the same level for approval the targets for implementing universal health insurance in the local annual and 5-year socio-economic development targets and be responsible to the Prime Minister for organizing the implementation of health insurance coverage targets in the locality. Direct relevant departments, branches and sectors to develop plans and solutions for implementation to achieve the assigned targets. Regularly exchange and provide information on employees and salaries of enterprises located in the area to review, compare and handle the situation of evasion and debt of social insurance and health insurance payments.

The People's Committees of provinces and centrally run cities shall submit to the People's Councils to arrange local budgets and mobilize all resources to provide additional support for people to participate in health insurance, specifically: Focus on supporting people in near-poor households, ensuring that the target of 100% of people in near-poor households participating in health insurance is soon achieved. In addition, support people in agricultural, forestry, fishery and salt-producing households with average living standards; pupils and students to increase the rate of health insurance participation of these groups.

The Prime Minister assigned the Vietnam Social Security to take full responsibility before the Government and local authorities for expanding the health insurance coverage rate; organizing implementation; developing health insurance participants. Coordinate with ministries and branches to propose to the Government and the Prime Minister solutions, mechanisms, and policies related to developing health insurance participants, paying health insurance and organizing implementation.

Vietnam Social Security strengthens propaganda activities, innovates propaganda forms and contents in many forms so that Party committees, authorities, agencies, organizations, unions and all people can grasp the meaning and importance of health insurance and the obligations of each person in participating in health insurance.

In addition, Vietnam Social Security needs to organize a network of health insurance collection agents according to the public service mechanism for organizations and units in accordance with the provisions of the Health Insurance Law, reform administrative procedures, and create the most favorable conditions for people to participate in health insurance.

Inspect and examine compliance with health insurance laws at units and organizations employing laborers, promptly handle violations according to the provisions of law.

The Prime Minister also assigned the Ministry of Health to direct the Departments of Health, health care of ministries, branches, and medical examination and treatment facilities to continue implementing solutions to improve the quality of medical examination and treatment; improve service spirit and attitude; promote administrative procedure reform, and improve the payment process for medical examination and treatment under health insurance.

The Ministry of Health shall preside over and coordinate with the Ministry of Finance to study and propose increasing the level of health insurance contribution support for near-poor households, agricultural, forestry, fishery and salt-making households with average living standards, students and groups of subjects participating in health insurance by household according to the principle of gradually reducing funding from the state budget for medical examination and treatment facilities to support the purchase of health insurance cards when implementing the mechanism of correctly and fully calculating the price of medical examination and treatment services.

The Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs shall direct the development of a plan to implement health insurance for students, ensuring that by 2017 100% of these subjects participate in health insurance; direct educational and training institutions nationwide to organize the implementation of the law on health insurance for students.

The Ministry of National Defense and the Ministry of Public Security shall develop and submit to the Government a plan to develop health insurance participants for groups of subjects under their management, ensuring that by 2018, 100% of soldiers and officers and soldiers of the armed forces will participate in health insurance.
