Six months out of prison and has rebuilt a major drug ring

In September 2015, after more than 5 years of serving a sentence for drug trafficking, Ngo Viet Huy (Huy chocolate, born in 1975, residing in Hai Chau district, Da Nang city) was pardoned and released from prison early because of his good performance during the rehabilitation process. Originally a local gangster, with many previous convictions for theft and drug trafficking, after hearing Huy share that he wanted to start his life over with a decent career, everyone in the family, especially Huy's parents, were extremely happy because they thought their son had really changed. Not just talking, to make everyone truly believe, Huy refused all drinking parties with friends, only staying at home with his old mother and young children. However, those were just tricks that he had learned from the "veterans" during his time in prison.

After choosing and renting a house that suited his plans, Huy began to connect with his old “henchmen” and form a new drug ring. Having just been released from prison, Huy calculated very carefully, operating while listening to see if he was being followed by the police. Meanwhile, reconnecting with the source of goods in Nghe An and Hanoi also took time. He rarely appeared, only occasionally going out to meet small contacts to make transactions, looking for the right opportunity to expand the area.

By early 2016, after completing the preparation process, Huy officially became active again with sophisticated and cunning tricks from his own experience and those of the same “minded” in the camp. In just a short time, Huy became a “sly fox” in the white goods trading world in the Central region.

Instead of waiting for partners to deliver the goods to their doorsteps like other networks do, the drug trafficking network led by Huy directly went to the northern provinces to get the goods. However, Huy never personally went to get the goods, but only sent his trusted subordinates to deal with the partners.

When the "goods" were on their way to Da Nang, Huy instructed his subordinates to divide them into many small packages in other provinces and at the same time called agents to pick up the goods, in order to quickly sell them all, keeping only a small amount for their own use. To create his own power and deter those who intended to turn their backs or not pay fairly in transactions, Huy equipped himself with a pistol...

With such sophisticated tricks as above, Huy affirmed to his trusted followers that the police investigation agency could not detect his criminal acts. However, contrary to the calculations of the old fox, right from the beginning of Huy's activities, the detectives of the Drug Crime Investigation Department, Da Nang City Police Department had Huy in their sights. Since then, all of Huy's movements and expressions have been under the control of the detectives, just waiting for the right opportunity to "cast the net".

72 hours of "net casting"

By mid-March 2016, after receiving information from the base that Huy had connected with a number of drug dealers in the northern provinces to expand his area and increase his activities, the leaders of the Drug Crime Investigation Department, Da Nang City Police Department quickly proposed to the Director of Da Nang City Police Department to establish a special task force to fight and clarify the illegal drug trafficking.

On March 17, the Director of Da Nang City Police agreed to establish Project 457H, assigning Colonel Tran Muu - Deputy Director of the City Police as Head of the project, directly directing and mobilizing relevant professional units to investigate and solve the case.

After a long time of observing Huy's every move, the Investigation Committee determined that Huy's closest henchman was Pham Van Ba ​​(born in 1986, from Thanh Hoa, residing in group 21, Hoa Hai ward, Ngu Hanh Son district, Da Nang city).

Also during this time, through professional measures, the leaders of the task force were informed by the detectives that Huy had "released" all the old goods while the "agents" were constantly urging him. From the detectives' information, the leaders of the task force concluded that Huy might go to the North to make a big move to meet this urgent need.

As expected, on the evening of April 5, the leader of the task force was informed by the detectives in the area: Huy had just completed the car rental procedures and contacted Ba to discuss.

Immediately after determining that Ba would drive to the North to buy goods, the task force immediately formed a task force to directly follow Ba's car and at the same time decided to solve the case. However, with his cunning nature, Huy did not go with his followers but instead drove separately back home.

After being instructed by Huy, Ba drove around the city, especially on deserted streets to check if anyone was following him. Realizing that the situation was safe, Ba confidently stepped on the gas and drove north through Thua Thien - Hue.

“During the entire journey to the North, Ba only stopped once in Quang Tri for about 15 minutes to drink coffee, and then stopped for about 30 minutes to sleep on the road. Meanwhile, the task force following Ba, consisting of 6 people, stayed up all night, ate irregularly, and only ate a few loaves of bread bought along the way,” Captain Tran Thanh Tinh, Deputy Head of the task force, recounted the process of following Ba.

On the afternoon of April 6, after finishing the transaction with the ringleader, Ba took the opportunity to visit his house in Nga Son, Thanh Hoa. Because the country road was deserted, driving a car could easily reveal the secret, so the detectives were forced to rent motorbikes and even walk long distances to track the subject.

After returning home, he only stopped once to eat and rest on the way from Thanh Hoa to Da Nang in Dong Hoi. During this process, Ba's every move was reported to the investigation team's leaders by the detectives.

At the same time, at the headquarters of the Criminal Investigation Agency, the leaders of the task force held an urgent meeting to analyze and evaluate the information reported by the task force and quickly deploy a plan and scheme to set up a net. Meanwhile, the task force also requested to closely monitor all movements of Huy as well as other related subjects 24/7.

At 7am on April 7, Ba suddenly stopped at a roadside restaurant in Phu Loc town, Thua Thien - Hue, and at the same time called Huy. After receiving Ba's call, Huy and another junior immediately rushed to rent a car to go to Hue to meet his accomplices. As soon as they met, Ba got out of the car, took a handbag and quickly handed it to Huy's car.

About 15 minutes later, Huy drove the car away from the shop alone, while Ba and the other henchmen ran behind. Realizing that this was a good opportunity for the arrest, however, Colonel Nguyen Xuan Cuong, Head of the Drug Crime Investigation Department, did not forget to remind and emphasize the danger and recklessness of the subject when he always carried hot goods on his person.

At 10am the same day, the car driven by Huy was stopped for inspection at an unusual traffic checkpoint south of Hai Van tunnel. As soon as he opened the car door, Huy was handcuffed by Colonel Nguyen Xuan Cuong, who also disabled the unloaded pellet gun that Huy had hidden behind his back. The other car driven by Ba and his accomplices suffered the same fate a few minutes later.

Through a quick check of the person and vehicle, the task force seized all the drugs that Huy had just received from Ba, totaling 800 grams of synthetic drugs in the form of rocks, 1,000 ecstasy pills, 1 gram of heroin and some other related evidence. Quickly searching Huy's house, the task force seized 1 more pistol, 1 gram of rock drugs and 75 million VND...

Speaking to reporters, Colonel Nguyen Xuan Cuong, Head of the Drug Crime Investigation Department, Da Nang City Police, said: "The unit has officially issued a decision to prosecute and temporarily detain Ngo Viet Huy and Pham Van Ba ​​for 3 months for the acts of storing, trading, and illegally transporting drugs." The case is currently being further investigated and clarified.
