'Eating' the entire HIV prevention fund

On the afternoon of May 3, the Investigation Police Agency of Tra Vinh Province completed the investigation conclusion and transferred the case file to the same-level People's Procuracy to propose an indictment to prosecute Nguyen Phuoc Huy Thao - former Deputy Head of the Science and Technology Department of the HIV/AIDS Prevention and Control Center of Tra Vinh Province for fraud and appropriation of property.

Thao was accused of forging the signature of a leader to appropriate 50 million VND from the Global Fund for HIV/AIDS Prevention and Control in Tra Vinh province.

According to the investigation results, Nguyen Phuoc Huy Thao - who was in charge of accounting for the Global Fund Project Management Board, HIV/AIDS Prevention in Tra Vinh province. Taking advantage of loopholes in capital management, Thao created a fake payment authorization and forged the signature of Mr. Mai Van Ban - Deputy Director of the HIV/AIDS Prevention Center, who was also the authorized person to own the Board's operating capital account, to request the bank to transfer 50 million VND from the Project Management Board's account to Thao's biological mother's personal account at another bank.

When the money entered the account, Thao withdrew it for personal expenses, and at the same time created fake documents to legalize the actual remaining amount in the project management board's account.
