In which, the communes: Cao Son, Hoi Son, Phuc Son (Anh Son district); Con Cuong town and the communes: Bong Khe, Lang Khe, Luc Da, Mon Son (Con Cuong district), Dong Van commune (Que Phong district); Nghia Thuan commune, Quang Tien ward (Thai Hoa town) have medium warning (yellow); Thanh Mai commune (Thanh Chuong district) has very high warning level (purple).
According to the National Center for Hydro-Meteorological Forecasting, at 2:00 p.m. on September 19, storm No. 4 made landfall in the provinces of Quang Binh - Quang Tri. The strongest wind in the storm's center is level 7 (50-61 km/h), gusting to level 10.

From September 19 to the night of September 20: Thanh Hoa, Nghe An, Quang Nam, Quang Ngai areas will have moderate rain, heavy rain and scattered thunderstorms, locally very heavy rain with common rainfall of 80-170mm, locally over 300mm.
