Mr. Son, Do Luong: There are still civil servants who 'come late and leave early'
(Baonghean.vn) - Civil servants left the office at 9am to go home, were late, and did not publicize working regulations at the one-stop shop... are the realities that the interdisciplinary delegation on implementing Directive 17/CT-TU and Directive 26/CT-TW of the province discovered when inspecting Do Luong and Anh Son districts on May 18.
In the morning, the inspection team inspected Thinh Son and Luu Son communes of Do Luong district; Hoa Son commune of Anh Son district. In the afternoon, the inspection team inspected Anh Son and Do Luong district People's Committees.
There are still civil servants who come late and leave early.
Inspections at Luu Son commune (Do Luong district), Hoa Son commune (Anh Son district) and the People's Committee of Anh Son district showed that there were still cases of civil servants coming in late and leaving early.
Specifically, in Hoa Son commune, at the time of inspection, 5 people were absent without reason, 9 people were absent with reason; including a land official who went to the workplace and then went home without going to work even though it was only 9am.
At Anh Son District People's Committee, at 2:00 p.m., many departments with civil servants arrived late, such as: Labor - Invalids and Social Affairs, Finance - Planning, Agriculture and Rural Development, one-stop department,...

Through the inspection, the working group also found that the Department of Internal Affairs of Anh Son district has implemented Directive 26 quite seriously; has conducted inspections of the implementation of Directive 26 in a number of localities, has reported conclusions and severely criticized a number of violations of Vinh Son, Thach Son, Long Son, Phuc Son, Khai Son communes. The communes of Hoa Son, Cao Son, Lang Son have been inspected and are waiting for the conclusion notice.
Regarding some cases of arriving late to work, Anh Son district leaders promised the working group that they would take measures to handle and prevent this situation from recurring.
Some office culture regulations are not strictly implemented.
At district and commune level units, at the time of the inspection, there were cases of civil servants not wearing badges; desks did not have name tags.
In Thinh Son commune, the inspection showed that the working regulations specifically assigned to full-time civil servants; however, there should be regulations on working hours for full-time civil servants. Regarding the working regulations, the district-level working regulations should not be applied.
In the above communes, most of the One-Stop Centers still lack space; regulations, time, procedures and settlement contents at the One-Stop Department have not been posted.
Luu Son commune still organizes quite a few monthly meetings, while some meetings according to regulations have not been held. Regarding the working regulations of the one-stop department, the old regulations are still being applied, which are not suitable; the time and titles of the one-stop staff have not been posted, and the procedures and documents processed at this department have not been posted. There has been no announcement of the conclusions of the People's Committee meetings.

In Hoa Son commune, the inspection showed that the commune had developed a work plan for individuals to seriously implement. The review and amendment of the regulations were quite complete, however, it is necessary to add specific content for work programs and some regulations on meetings. For the one-stop department, it is necessary to follow the new regulations and notify the time, content and records to be processed at the one-stop department.
At the People's Committee of Anh Son district, through inspection, it was found that: Some departments have been completed and are building working regulations such as: Office, Project Management Board, Finance and Planning. However, the working regulations of some departments are still sketchy and need to be overcome to avoid affecting the effectiveness of staff management and work operations. Regarding office culture, some civil servants do not wear badges, and their name tags are not in order. The one-stop department has not publicly posted the contents of procedural documents according to regulations.
