Abolish 12 procedures for livestock and aquaculture production and business
In the simplification plan for administrative procedures related to the production and trading of terrestrial animals and animal products, the Ministry of Agriculture and Rural Development (MARD) plans to abolish 12 administrative procedures and regulations in this field.

These procedures and regulations are scattered in the group of administrative procedures (AP) from breeding/using breeds to distribution and export. According to statistics from the Ministry of Agriculture and Rural Development, there are a total of 83 APs in this group. Of which: the Animal Husbandry sector has 23 APs, the Veterinary sector has 43 APs and the Quality Management of Agricultural, Forestry and Fishery Products sector has 17 APs.
Of the 12 procedures considered for abolition, there are 7 procedures in the field of Animal Husbandry, 1 procedure in the field of Veterinary Medicine and 4 procedures in the field of Quality Management of Agricultural, Forestry and Fishery Products.

Some typical procedures considered for abolition include: Issuing licenses to import livestock breeds outside the list of livestock breeds permitted for production and trading; Issuing licenses to import livestock semen and embryos; Checking the quality of imported animal feed for a limited period; Procedures for assessing veterinary hygiene conditions (specified for specific types of facilities) managed by the Central and local governments...
In addition to the 12 procedures proposed to be abolished in the group of procedures related to the production and trading of terrestrial animals and animal products, the Ministry of Agriculture and Rural Development is planning to simplify 49 other procedures in this field. The estimated reduction rate after simplifying administrative procedures in this group is about 27%, with the total cost of compliance with administrative procedures saving more than 483 billion VND/year.
