The Secretariat provides guidance on procedures and documents for candidacy and nomination at party congresses at all levels.
(Baonghean.vn) - Official delegates at the congress who want to run for election to the Party Committee must submit their candidacy application to the congress presidium.
According to Instruction No. 03-HD/TW of the Party Central Committee, issued on March 20, 2020, on "Some specific issues in implementing the Party's Election Regulations", the Secretariat provides guidance on procedures and documents for candidacy and nomination at Party congresses at all levels, as follows:
+Nominations at grassroots party congresses:
- Official party members who are not congress delegates, if running for election to the congress for consideration by the congress, must submit their application to the grassroots party committee.
- When an official delegate of the congress nominates an official party member who is not a delegate of the congress for the congress to consider and elect to the Party Committee, he/she must prepare a nomination form and submit it to the congress presidium; the nomination form must have the consent of the nominee.

+ Nominations and candidacy at district-level party congresses and above:
Application procedures and documents:
- Official delegates at the congress of delegates, if running for election to the Party Committee, must submit their candidacy application to the congress presidium.
- Official Party members who are not congress delegates, if running for election to the Party Committee by the congress, must submit their candidacy dossier to the organizing agency of the Party Committee convening the congress at least 15 working days before the opening date of the congress.
Procedures and nomination documents:
If an official delegate of the congress nominates an official party member in the party organization who is not a delegate of the congress for the congress to consider and elect to the Party Committee, he/she must prepare a nomination dossier and submit it to the congress presidium.
At the congress (conference), if the candidacy and nomination are organized at the delegations, the head of the delegation shall compile a list of candidates and nominees (not in the name of the delegation; the list of candidates and nominees shall not be voted on at the delegation) and submit it to the presidium of the congress (conference).
The candidacy and nomination of members from Party cells to the Central Executive Committee is carried out according to Article 13 of the Party Election Regulations.
Article 13 (Election regulations within the Party): Candidacy and nomination of Party Committee members, Standing Committee members, Politburo members, and Secretariat members
1- The Party Committee member convening the congress is not allowed to nominate personnel outside the list nominated by the Party Committee; is not allowed to run for election or accept nominations if his/her name is not on the Party Committee's nomination list.
2- At meetings of the executive committee, members of the standing committee are not allowed to nominate personnel outside the list nominated by the standing committee of the Party Committee; they are not allowed to run for election or receive nominations if their names are not on the nomination list of the standing committee of the Party Committee.
3- At the meetings of the Central Executive Committee, Politburo members and Secretariat members are not allowed to nominate personnel outside the list nominated by the Politburo; they are not allowed to run for election or receive nominations if their names are not on the Politburo's nomination list.
