The Secretariat provides guidance on allowing and not allowing withdrawal from the electoral list.

As per InstructionsNo. 03-HD/TW of the Party Central Committee, issued on March 20, 2020, on "Some specific issues in implementing the Party's Election Regulations", the Secretariat guides the withdrawal and non-withdrawal from the election list as follows:

- The Presidium compiles the list of candidates and nominees at the congress (conference) and those who request to withdraw from the election list; proposes to withdraw from the election list cases that violate Article 13 of the Party's Election Regulations, cases that can and cannot be withdrawn from the election list, and reports to the congress (conference) for consideration and decision by voting by ballot or show of hands.

- In case the list of personnel nominated by the Party Committee convening the congress (conference), nominated by the congress (conference) delegates and candidates does not have a balance of 30% compared to the number of candidates to be elected, the presidium shall propose to the congress (conference) to vote to approve the election list.

- In case the list of personnel nominated by the Party Committee convening the congress (conference), nominated by the congress (conference) delegates and candidates is more than 30% of the number of candidates needed to be elected, then carry out the procedures of taking votes to ask for the congress (conference)'s opinions on the candidates and nominees at the congress (conference).

For example: The Party Congress of District A voted to elect 35 people. The Party Committee that convened the congress prepared a list of 40 people (the surplus compared to the number of people that needed to be elected was 14.28%). At the congress, 11 people ran for election and were nominated.

Thus, the total list is 51 people, with a surplus of 45.71% compared to the number of people needed to vote.

Among the candidates and nominees, 7 people asked to withdraw, the congress voted to allow 3 people to withdraw, the remaining list had 48 people (including 8 candidates and nominees at the congress), with a surplus of 37.14%) compared to the number of people needed to be elected; the presidium made a list of 8 candidates and nominees at the congress to ask for the congress's opinion to choose 5 people according to the number of votes in agreement from high to low (if 6 people were chosen, the surplus would be 31.42%), exceeding 30%) then the list had 45 people, the surplus was 28.57% (reaching a surplus of no more than 30%).

Based on the vote counting results, the presidium reported on the election list of 45 people (including 40 people introduced by the Party Committee that convened the congress and 5 people selected by the congress from the list of candidates and nominees), and submitted it to the congress for approval.
