The Party Committee of the Provincial People's Committee and the Provincial Party Committee's Mass Mobilization Commission signed a coordination regulation for the period 2021-2026.

COMBINED ON 7 MAIN CONTENTS

On December 21, 2016, the Party Committee of the Provincial People's Committee and the Provincial Party Committee's Mass Mobilization Committee signed a Coordination Program on mass mobilization work for the period 2016 - 2021 on 7 main contents.

After 5 years of implementation, the two agencies agreed that the coordination program has achieved many results in mass mobilization work of agencies, units, and authorities at all levels; many movements have been promoted, the socio-economy has continued to develop, political security in the area has been maintained, the role, responsibility, and spirit of ownership of cadres, civil servants, public employees, and the people have been promoted.

The leadership methods of Party committees and authorities in the mass mobilization work of state agencies at all levels have been gradually innovated and improved. The management and operation capacity of authorities at all levels has changed positively; inspection work has been strengthened, difficulties and obstacles have been promptly resolved, and administrative discipline and order have been maintained.

Administrative reform has had positive changes, eliminating many inappropriate procedures, shortening the time to handle records and complaints from citizens. The sense of responsibility of cadres, party members, civil servants and public employees has been raised, serving the people wholeheartedly. Indirect and direct democracy at all levels and sectors has been expanded, the people have been able to discuss and decide on many important matters... creating a close relationship between the Party, the State and the people.

Based on the achieved results and determining the tasks in the coming time, the Party Committee of the Provincial People's Committee and the Provincial Party Committee's Mass Mobilization Committee agreed on the coordination program between the two agencies on mass mobilization work for the period 2021 - 2026 on 10 main contents.

In particular, focusing on propaganda work, implementing resolutions of Party congresses at all levels, especially in mass mobilization work. Advising the Provincial Party Standing Committee and Steering Committees on implementing policies, laws on mass mobilization work. Promoting the people's mastery in all areas of social life; implementing well the Democratic Regulations at all types of grassroots and in all areas.

At the same time, effectively implement the Comprehensive Program of State Administrative Reform for the period 2021 - 2030. Strengthen education on public ethics and professional ethics, build a team of cadres, civil servants and public employees with a high sense of responsibility in serving the people. Ensure citizens' right to access information according to the Law on Access to Information; strictly implement the responsibility of receiving citizens, dialogue with the people, increase publicity and dialogue with people at the grassroots level, where the incident occurred.

Directing and guiding the effective implementation of the emulation movement "Skilled mass mobilization", building bright spots in the work of mass mobilization of the government and bright spots in implementing the regulations on democracy at the grassroots level. MUST CREATE CONSENSUS AND SUPPORT FROM THE PEOPLE

Speaking at the conference, comrade Ngoc Kim Nam - Head of the Provincial Party Committee's Mass Mobilization Commission said that the consensus of the people in preventing and fighting the epidemic and building new rural areas in the past 2 years has been clearly demonstrated.

The Head of the Provincial Party Committee's Mass Mobilization Commission said that in the coming time, he will try to fully summarize the outstanding issues that people are concerned about in practice. The Head of the Provincial Party Committee's Mass Mobilization Commission requested the Party Committee of the Provincial People's Committee to strengthen inspection, supervision and handling of violations in administrative reform work; strengthen inspection of the implementation of democratic regulations in non-state enterprises; increase contact, dialogue and settlement after contact, dialogue; and replicate more typical examples of skillful mass mobilization.

Speaking at the Conference, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that the implementation of the coordination regulations between the Party Committee of the Provincial People's Committee and the Provincial Party Committee's Mass Mobilization Commission onMass mobilization work has made important contributions to the results of the province's socio-economic development tasks in the 2015-2020 period and 2021. This is clearly demonstrated in maintaining social order and security, ethnic minorities, preventing the Covid-19 epidemic, and building new rural areas.

Through the implementation of mass mobilization work, management agencies have appropriately adjusted their leadership, direction, and administration methods, innovated their working style, especially in contact and dialogue with the people; thereby creating a good premise to help the province achieve its socio-economic development goals.

Considering that mass mobilization is a difficult task, the Chairman of the Provincial People's Committee shared the difficulties faced by cadres doing mass mobilization work at all levels. However, cadres doing mass mobilization work have made great efforts and contributed to the overall results in implementing the goals and tasks set out in the Resolution of the Provincial Party Congress.

Regarding the shortcomings and limitations, the Chairman of the Provincial People's Committee emphasized that it is necessary to pay attention to subjective limitations, thereby taking measures to overcome them and better implement mass mobilization work in the new situation. On the side of the Party Executive Committee of the Provincial People's Committee, it will lead and direct agencies in the system to have the spirit and responsibility for mass mobilization work in general and to protect the legitimate rights and interests of the people in particular.

Regarding the regulations on coordination of mass mobilization work between the Party Committee of the Provincial People's Committee and the Provincial Party Committee's Mass Mobilization Committee for the period of 2021-2026, the head of the Provincial People's Committee said that it must be put in the context that the province as well as the whole country continues to face many difficulties, while the socio-economic development goals of the province are set very high.

In addition, continue to innovate, especially in administrative reform, enhance the responsibility of leaders at all levels and sectors; handle officials and civil servants who lack a sense of responsibility, cause difficulties, and lose the trust of the people.

The Chairman of the Provincial People's Committee also said that in the new conditions and new situations, mass mobilization work must also be innovated, following the direction of digital transformation. Mass mobilization work must also be digitized, through innovative approaches.
