Nghe An Provincial Party Executive Committee discusses implementation of socio-economic tasks

On the morning of June 28, the 19th Nghe An Provincial Party Executive Committee held its 5th Conference. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the conference.

Also attending were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

To ensure safety in the context of the Covid-19 epidemic, in addition to the 2 connecting points at the Provincial Party Committee headquarters, the conference was organized online at the Provincial People's Committee, the Provincial Vietnam Fatherland Front Committee and 20 other connecting points at district and town Party Committees.

HIGHLY APPRECIATE THE RESULTS OF THE FIRST 6 MONTHS OF THE YEAR

In the first 6 months of the year, Nghe An is the locality with the 2nd highest GRDP growth rate in the North Central region, ranked 14th out of 63 provinces and centrally-run cities. The growth rate of total regional product (GRDP) is estimated at 7.58%/scenario 7.61% (same period in 2020 increased by 2.97%).

Of which, the agriculture, forestry and fishery sector is estimated to increase by 4.58%; the industry - construction sector is estimated to increase by 13.8% (industry alone is estimated to increase by 20.44%); the service sector is estimated to increase by 5.74%; product tax minus product subsidy is estimated to increase by 4.62%. As of June 18, 2021, the whole province has newly granted 44 projects, adjusted 60 projects; the total newly granted and increased investment capital is 9,278.71 billion VND. Compared to the same period in 2020, the number of projects increased by 33% and the registered capital increased by 2.5 times.

At the conference points, the opinions of the members of the Provincial Party Committee agreed with and highly appreciated the socio-economic results of the province in the first 6 months of the year, and at the same time discussed and proposed a number of contents related to groups of issues: policies for cadres; disease prevention and control; project implementation; land management, environmental resources.

Discussing at the conference at Ky Son district, Comrade Vi Hoe - Secretary of Ky Son District Party Committee proposed to pay attention to speeding up the construction of Ta Do - Khe Kien road; especially prioritizing investment in the project of bringing electricity to villages and hamlets because there are still 78 villages in the area that do not have access to the national grid as well as paying attention to supporting the border protection forces.

Comrade Ha Xuan Quang - Secretary of Dien Chau District Party Committee reported on some key contents of Covid-19 prevention and control work in the area. Accordingly, the district has focused on implementing solutions according to the "4 on-site" motto to respond to the epidemic. In some communes with communal cadres subject to quarantine, the district has established working groups to directly support leadership, direction and operation.

Concluding this content, Provincial Party Secretary Thai Thanh Quy summarized some results of the province in the first 6 months of the year.

First of all, the indicators, especially the basic indicators such as: growth rate, proportion of industry - construction, budget revenue, administrative reform index in 2020 of Nghe An ranked 18th/63 provinces and cities, up 6 places compared to 2019... have reflected the province's development situation very well.

The leadership and management process of the Party Committee and government has many innovations in thinking, approach and methods, bringing practical results in implementing the goals and targets of the first 6 months of the year.

The most obvious example is the association of the responsibility of the leader with promoting administrative procedure reform with new viewpoints, thinking, and principles for implementing work such as: implementing procedures correctly, quickly, and effectively; the quality of consulting must shift from "explaining, justifying" to "solving, resolving". Along with that, public investment, as well as all fields, are implemented according to the viewpoint of focus, key points, choosing what to do, linking with resources, not spreading out, not taking on too much.

Nghe An has been calm, synchronous, and unified from the perspective of the Party Committee, the implementation, direction, and management of the People's Committee, and the operation of the steering committee from the province to all levels, so up to now, the province has controlled the epidemic situation in the area relatively well. On this occasion, the head of the Provincial Party Committee commended, acknowledged, and highly appreciated the sectors: Health, Police, Military, Border Guard, localities, units, People, cadres, and employees of the whole province who have deployed work regardless of day or night, in hot weather to control and repel the epidemic.

In the first 6 months of the year, Nghe An successfully conducted the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term in all aspects. National defense and security were maintained; culture, society and social security were well implemented.

Looking at the above results, the Provincial Party Secretary agreed with the assessment of the comrades in the Provincial Party Executive Committee that the provincial political system is operating relatively well. The spirit of unity and solidarity is promoted and implemented relatively well from top to bottom. The above positive and encouraging results also contribute significantly to strengthening the people's trust.

Regarding the tasks for the last 6 months of the year, Provincial Party Secretary Thai Thanh Quy emphasized that the first, urgent and necessary task now is to continue to effectively implement disease prevention and control work.

Announcement of the Secretariat's Decision appointing Colonel Pham The Tung to join the Executive Committee and Standing Committee of Nghe An Provincial Party Committee

(Baonghean.vn) - On the morning of June 28, at the 5th Conference, the Executive Committee of the 19th Nghe An Provincial Party Committee announced the Decision of the Central Party Secretariat appointing Colonel Pham The Tung - Director of Nghe An Provincial Police to join the Executive Committee and Standing Committee of the Nghe An Provincial Party Committee.

Emphasizing that this is a test for the management, leadership and direction of the political system, Party committees, authorities, and socio-political organizations, comrade Thai Thanh Quy requested that we not be subjective, negligent, or lose our vigilance; always be ready and prepared, and when a situation arises, activate the command and management scenario to defeat the epidemic and ensure people's health in the spirit of: Timely, synchronous, drastic, and relying on people's strength.

On the other hand, the head of the Provincial Party Committee requested that, based on the practical situation, the locality needs to calculate and consider soberly and reasonably to both prevent and fight the epidemic and develop the economy. In particular, despite the difficulties caused by the impact of the Covid-19 epidemic, the province will not adjust this year's socio-economic goals and targets, but will focus on reviewing and proposing appropriate solutions to implement with the motto: "Unanimity, unity, synchronization, common goals" and "persistence, steadfastness and determination".

Along with that, we must continue to promote investment attraction, liberate and save resources for development; take care of education and health care; perform well the key tasks of the last 6 months of the year and complete the set goals and tasks to the highest level.

Proposals and recommendations from localities will be assigned to the Provincial People's Committee Executive Committee and relevant agencies and units of the Party and mass organizations to report and explain specifically.

At the conference, the Provincial Party Executive Committee summarized Project 01-DA/TU dated August 10, 2016 of the Provincial Party Executive Committee on building Party cells and developing Party members in blocks, hamlets and villages without Party cells or Party members and blocks, hamlets and villages at risk of no longer having Party cells in the period 2016 - 2020. Through evaluating the results, the Provincial Party Executive Committee unanimously issued a conclusion to continue implementing Project 01 in the new period in the province.
