The Government's Steering Committee for Administrative Reform inspected Nam Dan district.
(Baonghean.vn) - On the morning of October 6, the Government's Steering Committee for Administrative Reform, led by Mr. Pham Minh Hung - Director of the Department of Administrative Reform, Ministry of Home Affairs, Chief of the Steering Committee Office, Deputy Head of the delegation, inspected the administrative reform work at the People's Committee of Nam Dan district (Nghe An).
Also participating and working with the delegation, on the provincial side were comrades: Nguyen Viet Hung - Member of the Provincial Party Executive Committee, Director of the Department of Home Affairs; Dao Quang Thien - Deputy Chief of Office of the Provincial People's Committee; leaders of the People's Committee of Nam Dan district.


Reporting to the inspection team, Chairman of Nam Dan District People's Committee Nguyen Hong Son said that administrative reform work is regularly led and directed by the district Party Committee and government. After the District Administrative Reform Steering Committee came into operation, this task has changed quite clearly.
Currently, there are 256 administrative procedures under the jurisdiction of the District People's Committee implemented under the one-stop, one-stop mechanism; 118 administrative procedures implemented under the one-stop, one-stop mechanism at the commune level are configured on the Provincial Administrative Procedure Information System.

Up to now, all district-level departments and branches have received and processed on the Provincial Administrative Procedure Information System. The rate of online submission of dossiers at the District One-Stop Department has reached over 78%; 100% of administrative procedure dossiers have been updated and made public; and results have been received and returned at the District and Commune One-Stop Departments.

The results of handling general administrative procedures, essential administrative procedures prioritized for integration, sharing of population data of the National Population Database with the National Public Service Portal and the provincial administrative procedure settlement information system according to Project 06 of the Government achieved a high rate. The tasks of cleaning specialized data, updating data into the National Population Database system, digitizing and reusing digitized results were well performed.

The total number of administrative procedures processed on the public service portal is 16,464 files; of which, 5,654 files were submitted online, reaching 34.3%. The rate of non-cash payments is increasingly being paid attention to by people, often used for salary payments, shopping, medical and school transactions.
The work of reorganizing the apparatus, streamlining the payroll and restructuring the staff of cadres, civil servants and public employees has been carried out closely and effectively. The district has reduced 11 units, reduced 5 commune-level administrative units; arranged, reorganized and streamlined the payroll for redundant cadres after the rearrangement of administrative units, reduced due to the implementation of Decree No. 34 of the Government.

Attention has been paid to the recruitment, employment, training, development, evaluation, and classification of cadres, civil servants, and public employees. The cadres, civil servants, and public employees have been arranged and organized more reasonably, and their quality has been improved; their sense of responsibility, public ethics, discipline, and administrative discipline have had many positive changes.
Public service inspection, administrative reform inspection, discipline and administrative order are strengthened; agencies, units and individuals with shortcomings are required to review and propose serious and strict solutions.

Nam Dan district also frankly admitted that the application of the electronic one-stop system and online public service system in handling administrative records and procedures for people in some units is still limited.
The rate of people participating in online administrative procedure settlement is not high; the system for handling administrative procedures online has not been deployed synchronously; specialized service equipment is still limited.

After listening to the report, Director of the Department of Administrative Reform, Chief of Office of the Government's Steering Committee for Administrative Reform Pham Minh Hung assessed and acknowledged that the administrative reform work has been led, directed and resolutely implemented by the Party Committee and government of Nam Dan district.
Thanks to that, the administrative reform work of Nam Dan district has achieved many positive results in the tasks of institutional reform, administrative reform, handling administrative procedures and synchronization with the National Public Service Portal; implementing and innovating the one-stop shop and inter-connected one-stop shop mechanisms; implementing Project 06 of the Government...

The Director of the Administrative Reform Department also shared the difficulties that the district is facing and said that he will summarize them to send to the competent authority for handling and resolution.
Next, the inspection team went directly to Nam Giang commune to inspect the operation of the One-Stop Department, assess the administrative reform situation, and handle administrative procedures for people.
