Central Internal Affairs Commission builds project on detecting and handling corruption

(Baonghean.vn) - In 2020, one of the important tasks of the Internal Affairs sector is to develop four major projects to submit to the Politburo and the Secretariat, including a project on anti-corruption and restructuring the organizational structure of the Internal Affairs and Justice sectors.

On January 6, the Central Internal Affairs Commission held a national online conference to review the work of 2019 and deploy tasks for 2020.

Attending and directing the conference, at the Central bridge point, there were Politburo members: Tran Quoc Vuong - Standing member of the Party Central Committee Secretariat; Vo Van Thuong - Secretary of the Party Central Committee, Head of the Party Central Committee's Propaganda and Education Commission; Nguyen Van Binh - Secretary of the Party Central Committee, Head of the Party Central Committee's Economic Commission; Party Central Committee Secretaries: Tran Thanh Man - Chairman of the Vietnam Fatherland Front Committee; General Luong Cuong - Director of the General Department of Politics of the Vietnam People's Army; Phan Dinh Trac - Head of the Central Internal Affairs Commission; representatives of ministries, departments, branches and central agencies and units.

Chairing the conference at Nghe An bridge point were comrades: Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee.

Trial of many serious and complicated cases

Speaking at the opening of the conference, comrade Phan Dinh Trac emphasized that in 2019, cadres, civil servants and employees of the Party Internal Affairs sector made great efforts to effectively implement the direction of comrade General Secretary and President Nguyen Phu Trong - Head of the Central Steering Committee on Anti-Corruption (AC) at the conference summarizing the 2018 AC; successfully completed assigned tasks, actively contributing to the work of Party building and rectification, AC, maintaining political stability and socio-economic development of the country. 2020 is a year of special significance, the year of Party Congresses at all levels, leading up to the 13th National Party Congress, celebrating the 90th anniversary of the Party's founding. Therefore, it is proposed that the conference focus on discussing issues on assessing the good and bad aspects, the causes of the sector's existence in 2019, sharing good experiences, good, creative and effective practices of agencies, units and localities, especially the difficulties and obstacles that need to be resolved.

At the conference, regarding the results of the work, for the Anti-Corruption Department, the Steering Committee for Personnel Work in 2019 has completed directing 26 cases, 38 incidents under the Steering Committee's monitoring; 11 cases, 37 incidents under the Provincial Party Committee's direction for final handling. At the same time, 10 new cases were prosecuted, 7 cases were re-investigated, 21 cases/217 defendants were completed; 18 cases/98 defendants were indicted; 13 cases/47 defendants were tried at first instance, 13 cases/156 defendants were tried at appeal under the Steering Committee's monitoring and direction.

In particular, 6 serious and complicated cases were brought to trial, which were of particular interest to public opinion, including the cases of: "Abuse of position and power to appropriate property occurring at Vinashin"; "Trading in counterfeit medicines occurring at VN Pharma Joint Stock Company"; "Intentionally violating State regulations causing serious consequences occurring at Vietnam Social Security"; cases of abuse of position and power while performing official duties, lack of responsibility causing serious consequences occurring in Da Nang and some localities and at Dong A Commercial Joint Stock Bank; "Violation of regulations on management and use of public investment causing serious consequences, giving and receiving bribes at Mobifone Telecommunications Company". Accordingly, assets were temporarily seized, seized, sealed, and transactions of over 10,000 billion VND were prevented.

Building 4 major projects to submit to the Politburo and Secretariat

Evaluating the work in 2019, the conference said that the Committee had done quite well in its tasks of researching, advising, and proposing to the Party and the State through the development and completion of projects submitted to the Politburo and the Secretariat. It had also successfully completed its tasks as the standing agency of the Central Steering Committee on Anti-Corruption as well as other tasks, such as monitoring, urging, inspecting, supervising, grasping the situation at the grassroots level, scientific research, international cooperation, etc.

In addition, the conference also pointed out 5 limitations and basic causes that need to be overcome, including paying attention to overcoming the fact that sometimes the work of grasping the situation in the locality is not timely, leading to poor consulting and proposing work. The work of fostering knowledge and providing professional guidance on internal affairs, anti-corruption and judicial reform for localities is quite good, but for ministries, departments, branches, economic groups and state-owned corporations, there are still limitations...

Setting out tasks for 2020, a year of important significance for personnel work and Party Congresses at all levels, the Central Internal Affairs Commission will focus on important tasks such as developing four major projects to submit to the Politburo and the Secretariat on: A five-year review of the implementation of Directive 50-CT/TW on detecting and handling corruption; A project to advise the Politburo and the Secretariat on issuing regulations on controlling power in the field of anti-corruption; A project on the model of specialized anti-corruption agencies and units; A project to stipulate standards for titles of officials in the Internal Affairs and Justice sectors in the spirit of Resolution 7 of the 12th Central Committee.

The conference also listened to 8 presentations from sectors and localities sharing effective methods, suggestions and solutions to improve the quality of the Party's internal affairs work in the coming time; and listened to comrade Tran Quoc Vuong speaking to acknowledge the results achieved in the past time and the Secretariat's directions for the Party's internal affairs work in the coming time.
