The projects at risk of being behind schedule mentioned by the Department of Agriculture and Rural Development include the Ban Mong Reservoir Project and the Khe Lai - Vuc Mau Irrigation System Phase 1 Project.

The reason is that the progress of implementing key projects of the agricultural sector including the Ban Mong Reservoir Project and the Khe Lai - Vuc Mau Irrigation System Phase 1 Project has not met the requirements, many tasks are being implemented behind schedule.
Specifically, the progress of implementation and general disbursement for the projects is required to be completed before July 27, 2024. However, to date, only the Ban Mong Reservoir project has reported progress (reported on July 31, 2024, but without disbursement progress), and the Khe Lai - Vuc Mau Irrigation System Phase 1 project has not yet reported.

For the Khe Lai - Vuc Mau Irrigation System Phase 1 Project, the review of isolated areas when the reservoir bed is filled with water to an elevation of +46.25m, advising the Department of Agriculture and Rural Development to have a document reporting to the Ministry of Agriculture and Rural Development to add the item of restoring flooded roads in the reservoir bed, requiring completion before August 3, 2024, but so far it has not been implemented; lack of initiative in implementing other tasks;...
For the Ban Mong Reservoir Project, the consulting package for reviewing project adjustment documents has not yet approved the contractor selection plan; the organization of workshops and the implementation of forest use conversion (for the remaining 186 hectares) have not yet been carried out.
The TKBVTC-DT consulting package to review pumping stations in the context of climate change is expected to be signed on July 24, 2024, but has not yet been completed; the assignment of specific tasks to each collective and individual in implementing the projects has not yet been reported as required to the Department of Agriculture and Rural Development for the Department's leaders to grasp and monitor... Not proactive in reporting, the content of the report on the implementation of the projects is lacking in specificity, not meeting the requirements of the direction of superiors.

With the above situation, the Department of Agriculture and Rural Development stated that "the projects are at risk of not being completed on schedule", and at the same time "criticized the Project Management Board, the leadership team and directly the Director of the Board".
The Department also requested the Project Management Board to seriously implement the contents of the following documents: No. 548/TB-UBND dated July 10, 2024 of the People's Committee of Nghe An province; No. 2913/SNN-QLXD dated July 18, 2024 and No. 3055/TB- SNN-VP dated July 29, 2024 of the Department of Agriculture and Rural Development.
