The Standing Committee of the Provincial Party Committee gave opinions on the draft Planning Framework for Nghe An Province.

PROMOTING POTENTIAL, ADVANTAGES, OVERCOMING DISADVANTAGES OF THE PROVINCE

At the meeting, the consulting unit reported on the draft Orientation Framework of Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050, which mentioned the scientific basis for construction; viewpoints, development goals and strategic breakthroughs of the province.

Along with that, the draft Provincial Planning Orientation Framework has presented the major development orientations of the province such as: Development orientation of important sectors and fields; infrastructure development plan; urban, rural development plan, functional areas of districts and inter-districts; environmental protection and biodiversity, natural disaster prevention and response to climate change in the area; land allocation and zoning plan.

The Orientation Framework Report has closely followed other documents, resolutions and documents of the Central and national levels related to Nghe An province as a basis for implementation, in order to achieve the set goals.

In parallel with the Orientation Framework report, Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050, has been developed and requested for completion, including 49 integrated planning documents, explanatory reports on the Provincial Planning, provincial planning database, map system and other related documents.

At the meeting, comrades in the Provincial Party Standing Committee gave their opinions on the content of the draft orientation framework, especially the main features and guiding viewpoints related to viewpoints, goals, development breakthroughs, and bottlenecks that need to be removed when building the Provincial Planning.

To implement the viewpoints, goals, and development scenarios, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized a number of major issues that the Provincial Planning needs to address, including overcoming the province's infrastructure, which is adequate but not synchronous and modern, especially the deep-water seaport and airport; taking advantage of and exploiting the province's potential and advantages while avoiding the province's disadvantages for development; paying attention to the economic zone's driving force by allocating suitable land areas for planning and building industrial parks to attract investment projects;...

On the other hand, according to the head of the Provincial People's Committee, in principle, the Provincial Planning needs to closely follow the orientations in existing resolutions, but also needs to be adjusted in case the resolution contains issues that are no longer relevant;...

FOCUS AND HIGH RESPONSIBILITY IN THE PLANNING PROCESS

Concluding this content, Provincial Party Secretary Thai Thanh Quy emphasized that in order for the Provincial Planning to have quality and truly be promoted when approved and put into use, the role of the province is very important.

Therefore, the Provincial Party Secretary requested the Party Committee of the Provincial People's Committee, relevant agencies, departments and branches to focus, identify responsibilities, be concerned, objective, constructive and accompany the consulting unit in the implementation process. The Provincial Party Committee Standing Committee will continue to research and give opinions in the next planning steps.

For the consulting unit, the head of Nghe An Provincial Party Committee suggested that it is necessary to arrange sufficient human resources, spend time and coordinate closely with the province to conduct field surveys, learn about the province not only in terms of economy and society but also in terms of culture and people; at the same time, fully study documents related to the development process of the province in the past 10 years to serve the process of making the Provincial Planning.

On that basis, the consulting unit also needs to point out the new and different contents and contents that can be integrated between the Provincial Planning that has been built and the documents, orientations, strategies and long-standing practices of the province. On that basis, propose new viewpoints and visions for the development of the province.

Provincial Party Secretary Thai Thanh Quy also requested that the process of making the Provincial Planning needs to make the most of the province's human resources, consulting units, experts, researchers on Nghe An, and seek opinions from ministries and branches.

Going into details of the draft Provincial Planning Framework, the Provincial Party Secretary discussed a number of viewpoints such as: the infrastructure development plan needs to mention deep-water ports and airports, which are the current bottlenecks of the province.

Provincial planning also needs to promote the value of traffic infrastructure such as: Ho Chi Minh Road, coastal road, extended N5 road, road 48B from Hoang Mai to Nghia Dan, Thai Hoa; North-South expressway, North-South high-speed railway, Hanoi-Vientiane expressway connected to Thanh Thuy Border Gate Economic Zone (Thanh Chuong).

The Provincial Planning must also ensure the protection of natural ecosystems, especially in Western Nghe An, ecosystems serving people's lives such as: clean water, waste treatment, ... and the cultural ecosystem of the province.

The Provincial Party Secretary also noted that in the Provincial Planning, it is necessary to mention the Hoang Mai area associated with Quynh Luu, Nghia Dan, Thai Hoa and the whole district in the Northwest of Nghe An when determining the driving force area; pay attention to the Western economy, marine economy...; at the same time, discuss some contents related to economic corridors, growth scenarios;...

Previously, on August 4, 2020, the Prime Minister issued Decision No. 1179/QD-TTg approving the task of developing the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050.

Decision No. 1179 clearly states the objective of planning to orient development, arrange space and allocate resources for socio-economic activities, national defense, security, environmental protection at the provincial and inter-district levels and orient the arrangement at the district level in the province; aiming to develop Nghe An province as a center of finance, trade, tourism, education - training, science - technology, health, culture, sports, high-tech industry of the North Central region in the spirit of Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo.

The planning objective also aims to specify, synchronously connect and unify the spatial organization and development orientation of sectors and fields within the province as set out in national and regional planning; create a basis for the implementation of urban planning, rural planning, technical and specialized planning in the province, to ensure connectivity, synchronization, inheritance, stability and system among plans; eliminate overlapping plans that affect investment and development.

Planning is also a tool for provincial authorities at all levels to comprehensively and consistently lead and direct policy making and create development momentum; it is the basis for investors, enterprises and people to invest, do business and produce, thereby effectively mobilizing all resources to develop the province.
