The Provincial Party Standing Committee held its regular meeting in October 2020

In the working program, the Provincial Party Standing Committee listened to and gave opinions on the draft Plan to organize the study, dissemination and implementation of the Resolution of the 19th Provincial Party Congress, term 2020 - 2025 (Resolution).

The contents include: Topics on socio-economic development, national defense, security and foreign affairs activities in Nghe An province in the period of 2020 - 2025 and Topics on building a clean and strong Party and political system in Nghe An Provincial Party Committee in the period of 2020 - 2025.

The organization of conferences to disseminate the Resolution will be carried out at 3 levels: provincial, district (equivalent) and grassroots level. At the provincial level, the Provincial Party Standing Committee will organize a conference to study and disseminate the Resolution for key officials at the provincial and district levels for 1 day, to be implemented immediately in November 2020.

At the district level, organize the study and dissemination of the Resolution to the core cadres in their units and localities within 1 day, to be completed before December 30, 2020. At the grassroots level, organize the study and dissemination of the Resolution to all cadres and party members of their localities and units within 1 session, to be completed before January 30, 2021.

In particular, according to the plan, the secretaries and heads of localities and units are responsible for disseminating the Resolution in their localities and units. If a higher-level reporter is invited, the reporter will only introduce the Resolution and the Action Program of the province; the plan and tasks for implementing the Resolution must be deployed by the secretaries, chairmen and heads of localities and units.

At the meeting, the opinions of the comrades in the Provincial Party Standing Committee agreed with the draft Plan; at the same time, they discussed and proposed to consider organizing online learning and dissemination from the province to the district level and equivalent for places with conditions.

Concluding this content, Provincial Party Secretary Thai Thanh Quy agreed with the draft Plan and at the same time requested the advisory agencies to absorb and adjust some contents according to the opinions of the comrades in the Provincial Party Standing Committee.

In addition, for the members participating in the study and dissemination at the provincial and district levels, it is necessary to pay attention to adding comrades who are chairmen of the People's Councils who are not members of the new Party Committee. Some Party Committees directly under the Provincial Party Committee located in Vinh City connected online to the Conference to study and disseminate the Resolution at the provincial level to listen to the dissemination contents; at the same time, immediately after that, the Party Committees continued to disseminate other contents under their authority according to regulations.

According to the Provincial Party Committee's Propaganda Department, through studying and thoroughly understanding the Resolution, it aims to create high consensus within the entire Party and society; solidarity and determination to successfully implement the Resolution.19th Provincial Party Congress, term 2020 - 2025. Linking studying and thoroughly understanding the Resolution with discussing and approving action programs (plans) to implement the Resolution at all levels, sectors, localities and units.

At the meeting, the Provincial Party Standing Committee also listened to and commented on the draft Report on the results and lessons learned from organizing the 19th Provincial Party Congress; considered rewarding collectives and individuals with outstanding achievements in advising and serving the Congress; and commented on the development of the Working Regulations of the Provincial Party Executive Committee for the 19th term, 2020-2025, before submitting it to the Provincial Party Executive Committee.

The Provincial Party Standing Committee approved the policy of implementing the Project "Nghe An Gazetteer in the Contemporary Context" with 3 volumes; at the same time, noted some additional contents such as amending the Project's name, building a specific roadmap and implementation time; supplementing, editing, and arranging scientific and reasonable categories.

In particular, the opinions supporting the digitization of geographical books, the Provincial Party Secretary noted, the Project must take into account that after completing the digital version of the book, there must be a research council every year to update new information and data to ensure value and provide timely information to readers.

Previously, the Provincial Party Standing Committee gave its opinions on the draft Plan to implement Decision 827/QD-TTg dated June 12, 2020 of the Prime Minister on the Project to develop Vinh City into an economic and cultural center of the North Central region by 2023.

The Draft Plan has established key tasks to implement Decision 827 associated with specific tasks and assignments of implementation on planning contents and planning management; developing key sectors and fields to become the center of the North Central region including: finance, credit, banking, insurance; trade; tourism; science - technology; information technology; high-tech industry; health; culture; physical education and sports; education and training.

Along with that is the task of developing transport infrastructure; solutions on mobilizing investment resources, developing human resources, using land, improving science and technology potential, administrative reform and developing economic cooperation.

These are extremely important contents contributing to the implementation of the major orientations of the 19th Provincial Party Congress. The comrades in the Provincial Party Standing Committee agreed with the plan prepared by the Party Committee of the Provincial People's Committee.

Provincial Party Secretary Thai Thanh Quy acknowledged that the Provincial People's Committee and Vinh City have developed a detailed and specific plan; at the same time, he noted that it is necessary to quantify the roadmap, progress, and priority order of projects that need to be implemented from now until 2023, until 2025, and until 2030.

The Provincial Party Standing Committee supports the policy of decentralization and delegation of power to the city for more dynamic and flexible operations, therefore Vinh City needs to proactively propose for competent authorities to study and consider.

Every year, the Provincial Party Standing Committee will listen to and give opinions on the implementation of the Plan to implement Decision 827.
