The Standing Committee of the Provincial Party Committee concluded not to arrange many non-professional positions at the commune level.
(Baonghean.vn) - According to the conclusion of the Standing Committee of Nghe An Provincial Party Committee, at the commune level, there will be no arrangement of positions for internal affairs, emulation, rewards, religion, ethnicity, management of cultural houses - radio stations... but will be carried out by cadres and civil servants.
On March 5, 2019, the Provincial Party Standing Committee issued Conclusion No. 134 - KL/TU on solutions to reorganize the apparatus and restructure the staff and civil servants of the commune-level political system of Nghe An province to be streamlined, effective and efficient.

In particular, the Provincial Party Standing Committee specifically directed the implementation of the rearrangement of cadres, civil servants and part-time workers at the commune level, specifically:
Regarding cadre positions: Implement the arrangement of concurrently holding specialized positions at the commune level in the direction: Party Committee Secretary is also Chairman of the People's Council, in case the Party Committee Secretary is also Chairman of the People's Committee, the Deputy Party Committee Secretary is also Chairman of the People's Council; continue to implement the policy of Party Committee Secretary being concurrently Chairman of the People's Committee at the commune level where conditions permit; pilot concurrently holding civil servant positions with specialized cadres, between cadres and cadres (direction of Standing Deputy Party Committee Secretary being concurrently Chairman of the Commune Fatherland Front Committee).
The Standing Committee of the Provincial Party Committee also concluded: Arrange for the Vice Chairman of the People's Council, heads of political and social organizations to concurrently hold a number of other non-professional positions (direction to concurrently hold positions such as: Vice Chairman of the Party Committee's Inspection Committee, Vice Chairman of the Fatherland Front Committee at the commune level...)
For the position of commune-level civil servant, the Standing Committee of the Provincial Party Committee requires that on the basis of the maximum allowable number, depending on the specific conditions of each locality, appropriate arrangements be made, ensuring the best promotion and most effective implementation of local political tasks.
For non-professional workers at the commune level: The number will depend on the actual conditions of each locality. The arrangement and assignment of non-professional workers to hold concurrent positions will be considered and decided by the Party Committee and commune-level government on the basis of not exceeding the maximum allowed number.
Regarding non-professional workers at the commune level, in terms of titles, the Standing Committee of the Provincial Party Committee concluded: continue to maintain a number of non-professional titles according to Resolution No. 117/2013/NQ - HDND dated December 13, 2013 of the Provincial People's Council (Resolution 117), in which the following points are noted:
- The positions of deputy police chief and permanent police officer at commune and town levels are implemented according to the regular police project.
- For the positions of deputy head of the Fatherland Front and deputy head of socio-political organizations at the commune level, they must concurrently hold at least 1 other non-professional position but no more than 2 positions.
- The position of deputy head of the Party Committee's inspection committee is not arranged separately but is held concurrently in the following direction: Cadres who are vice chairmen of the People's Council or heads of the Fatherland Front and socio-political organizations hold concurrent positions.
- Do not arrange internal affairs, emulation, reward, religion, ethnicity positions. This task when implementing the job position project must be assigned to commune-level cadres or civil servants.
- No position of cultural house - radio station manager is assigned. This task is transferred to cultural - social officials.
- No arrangement for plant protection and veterinary positions. This task is carried out in the form of socialization under the management of local authorities and competent State management agencies.
Also related to the implementation of rearranging the team of cadres, civil servants and non-professional workers at the commune level, the Standing Committee of the Provincial Party Committee pointed out: for other positions that receive allowances according to the resolution of the Provincial People's Council, they must not be arranged separately but must be associated with at least 1-2 other positions, such as: Concurrently holding communal positions, or associated with positions in blocks, hamlets, villages, and hamlets (secretaries, hamlet chiefs, heads of branches, etc.)
The Standing Committee of the Provincial Party Committee assigned the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee to direct the Department of Home Affairs and related departments, branches and localities to review the job positions of commune-level cadres, civil servants and part-time workers at the commune level and in blocks, hamlets, villages and hamlets to arrange them reasonably, streamline and effectively; develop a project to implement the allocation of budget for allowances according to the norm for part-time workers at the commune level and blocks, hamlets, villages and hamlets to submit to the Provincial People's Council.
Study and submit to the Provincial People's Council to amend Resolution No. 117 and other resolutions of the Provincial People's Council related to the arrangement of non-professional staff in other fields to suit the current situation; amend Resolution No. 315/2000/NQ-HDND, dated July 10, 2010, adjusting the support level for the following subjects: Standing members of the Vietnam Fatherland Front Committee and Standing members of commune-level mass organizations; at the same time, study and promulgate policies, concurrent-duty regimes, and funding mechanisms for cadres and civil servants, in addition to non-professional activities at the commune level and in hamlets, villages, and hamlets in the province.
According to the assessment of the Standing Committee of Nghe An Provincial Party Committee, the contingent of cadres, civil servants, and non-professional workers is large but not strong, with an average of 40.8 people/commune at the commune level alone; the arrangement of concurrent positions, especially non-professional positions, is not common at the commune, block, hamlet, village, and hamlet levels.
