On the morning of November 17, the Provincial Party Standing Committee held its regular October meeting. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council chaired the meeting.

INDUSTRY SCALE IS INCREASING RAPIDLY
The Provincial Party Standing Committee listened to the report summarizing 10 years of implementing Resolution No. 06 - NQ/TU dated November 4, 2011 of the Provincial Party Executive Committee and issued a Resolution on rapid and sustainable development of industry and handicrafts in the period 2021 - 2030.
The assessment of the Party Committee of the Provincial People's Committee shows that after 10 years of implementing Resolution 06, the scale of industrial production in the province has increased rapidly, the value of industrial production has increased more than 4 times compared to 2010, from 16,814 billion VND to 69,304 billion VND in 2020.

The internal industry structure has shifted positively towards increasing the proportion of processing and manufacturing industry and gradually reducing the mining industry. The planning and investment in industrial infrastructure systems are increasingly complete, creating a favorable environment to attract investment registration projects.
The implementation of programs and projects in the Action Program to implement Resolution No. 06 has contributed to significantly improving the investment and business environment; the system of mechanisms and policies has been issued relatively fully and promptly, and the application process has been regularly supplemented and amended appropriately, contributing to encouraging and attracting investment.
Along with that, the Resolution's goal of promoting the development of small-scale industries, rural occupations, and building craft villages has created many typical products, contributing to the total number of 112 OCOP products recognized by the Provincial People's Committee.

At the meeting, comrades in the Provincial Party Standing Committee and a number of departments and branches focused on analyzing and evaluating the reasons why the growth in industrial production value, although higher than the average of other countries, the industrial and construction structural shift was lower than the target; the Provincial Competitiveness Index increased by 36 ranks from 2010 to 2020, from 54th to 18th, but the province still has not attracted large enterprises; the issue of enterprise development; the correlation and resonance between the call for industrial development with agriculture and services; industrial development associated with urban development.

On that basis, opinions discussed the orientations, goals, tasks and main solutions in the draft Resolution on rapid and sustainable development of industry and handicrafts in the 2021 - 2030 period.
Regarding the solution, comrade Ngoc Kim Nam - Member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Committee suggested that there should be mechanisms and policies to collect leather shoe and textile projects in the direction of having main factories and satellite factories to link with the labor market.

Comrade Bui Thanh An - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Commission emphasized that the leadership role through the Resolution needs to clearly demonstrate solutions: Planning, mobilizing resources for synchronous infrastructure investment, perfecting mechanisms and policies; and industrial development is the responsibility of economic sectors. Therefore, he suggested considering 3 groups of industrial development tasks as in the draft to turn into orientations.
On the other hand, the Chairman of the Provincial Party Committee's Inspection Commission proposed to study and add to the Resolution solutions for industrial development in parallel with ensuring social security, building political and social institutions and developing the working class in the new situation.
Comrade Do Van Chien - Head of Local Department I, Central Party Office, agreed with the province's orientation of not increasing industry at all costs to increase budget revenue, but in return, it must bear the environmental problem. Regarding the orientation for the coming time, he suggested that the content of the Resolution should be based on the Resolution on piloting a number of specific mechanisms and policies for the development of Nghe An province to calculate the goals and major orientations for industrial development in the coming period.
DETERMINING DEVELOPMENT COORDINATES AND PRIORITY POLICIES
Concluding this content, Nghe An Provincial Party Secretary Thai Thanh Quy reviewed the achievements, as well as the limitations and causes over the past 10 years when implementing Resolution No. 06.
Regarding the Resolution on rapid and sustainable development of industry and handicrafts in the 2021-2030 period, the Provincial Party Secretary pointed out a number of major orientations. First of all, it is necessary to add to the Resolution a very important development orientation that the Resolution of the 13th National Party Congress and the Resolution of the 19th Provincial Party Congress identified as prioritizing the development of high-tech, environmentally friendly industries based on new and modern technology.

At the same time, we must pay attention to the development orientation of digitalization, industry, and technology associated with digitalization. “This is an inevitable trend now. If we do not take the lead, pay attention, and do not care about having development policies, we will fall behind,” said the Provincial Party Secretary.
Comrade Thai Thanh Quy also noted that the Resolution needs to have priority policies in industrial development, including prioritizing the determination of development coordinates; determining priority policies on infrastructure construction in economic zones, industrial parks, industrial clusters; waste and wastewater treatment; human resource training... to create a foundation, premise, and hinge to attract large enterprises to invest and develop industry, contributing to the development of the province.

The Provincial Party Secretary also pointed out that it is necessary to limit the development of cement, thermal power, hydropower, and mining industries; instead, it is necessary to develop high-tech industries, electronics, telecommunications, new construction materials, agricultural, forestry, and seafood processing, and renewable energy.
On the other hand, it is necessary to strengthen industrial development along with attention to social security, socio-political institutions, and workers' lives; along with industry is urban and service development; attention should be paid to attracting investors in the field of waste and wastewater treatment, especially waste in industrial zones and clusters.
In particular, the head of Nghe An Provincial Party Committee emphasized the viewpoint of not attracting investment in industrial development at all costs at the expense of the environment.
