(Baonghean.vn) - The Provincial Party Committee Standing Committee requires that for civil servants with poor qualifications and capacity, who do not complete their tasks, agencies, localities and units need to discuss and have a plan for training and fostering to improve their professional qualifications. If there is no progress, consider streamlining the payroll according to the provisions of law.

On October 9, the Provincial Party Standing Committee issued Plan No. 212-KH/TU to organize the inspection and assessment of civil servants of Party, State, Fatherland Front agencies and socio-political organizations of Nghe An province.

Civil servants are evaluated at three levels.

The subjects of the examination are civil servants working in the positions of head, deputy head of department and equivalent in Party, State, Fatherland Front agencies and socio-political organizations at provincial and district levels (except for civil servants who are members of the Standing Committee of the Party Committee at district level and equivalent).

Civil servants working in professional positions, currently holding the rank of specialist and equivalent, senior specialist and equivalent in Party, State, Fatherland Front agencies and socio-political organizations at provincial and district levels.

The content of the test and assessment includes: Checking civil servant records, comparing diplomas, certificates of professional qualifications, expertise and other qualifications of civil servants to match the requirements of the job position being held.

Test and examine civil servants' document drafting skills, information technology practice skills and communication skills; ability to propose and advise on professional work solutions according to procedures and regulations.

General knowledge of the political system, organizational structure of the Party, State, socio-political organizations; ability to understand resolutions, policies, guidelines, and laws of the Party and State on the industry, field, and basic knowledge of the assigned professional field.

Skills to handle real-life situations arising in relation to professional activities.

The form of testing and assessment is to check the actual civil servant records for diplomas and training certificates in expertise, profession, political theory, knowledge of state management, security, national defense, information technology, and foreign languages.

Civil servants are directly tested and examined.Participate in 3 competitions including:

Part 1:Multiple choice test on general knowledge about the political system, organization and apparatus of the Party, the State, socio-political organizations; State administrative management; civil servants; public service; Party's guidelines and policies, State policies and laws on sectors and fields; responsibilities and tasks of civil servants. 100-point scale

Part 2:Solve a real-life situation related to professional activities (required to be performed on a computer to test the civil servant's document drafting and information technology skills). 100-point scale

Part 3:Write and defend project, program, plan outlines... appropriate to the job position. 100-point scale. Do not reuse projects, programs, plans that have been approved by competent authorities.

The organization of examinations and assessments is carried out by the Civil Servant Examination Council. The Civil Servant Examination Council of an agency, locality or unit is established by the decision of the head of that agency, locality or unit.

The test score is the average score of the 3 test sections. Based on the test score, agencies and units evaluate the test results of civil servants according to 3 types:

Meet the requirements:for civil servants who achieve an average score of 65 points or higher and no part of the exam scores below 50 points.

Meets requirements but has limitations:For civil servants with an average score of 50 to under 65 points and no part of the test scoring below 50 points.

Not yet met:for civil servants with an average score below 50 points or with an exam score below 50 points.

Select 7 units as points

The Provincial Party Standing Committee selected 7 agencies and units including: Provincial Party Organization Committee, Provincial Party Propaganda Committee, Provincial Fatherland Front Committee, Tan Ky District Party Committee, Provincial People's Committee Office, Department of Home Affairs, Vinh City People's Committee to organize pilot projects to gain experience. The completion time is before November 30, 2019.

The remaining provincial departments, branches, sectors, and mass organizations, districts, cities, and towns shall develop plans and organize the implementation of inspection and testing for civil servants under their management to be completed before June 30, 2020.

Based on the results of the assessment of civil servants under the scope of management, develop and propose training and development plans to improve professional qualifications or arrange civil servants in accordance with job position requirements.

The purpose of the civil servant assessment test is to correctly assess the actual level of qualifications, professional competence, skills in handling practical situations related to professional activities, document drafting skills, information technology practice skills, and communication skills of civil servants compared with the requirements of the job position they are holding in order to have a plan to train and improve the professional qualifications of the team of cadres and civil servants.

The results of the examination and assessment are one of the bases for considering, evaluating and classifying cadres and civil servants; arranging and rearranging the team to suit professional qualifications and working capacity, streamlining the payroll, restructuring the team of cadres and civil servants according to the requirements of innovation, contributing to improving the effectiveness and efficiency of the operations of agencies and units.
