The Standing Committee of Nghe An Provincial Party Committee gave opinions on streamlining staff and reorganizing the apparatus.
(Baonghean.vn) - The organizational structure in Nghe An province has been basically streamlined and rationalized, in accordance with regulations; the total payroll of the province has decreased by 10.02% compared to 2015; 232 public service units have been reduced.
On the afternoon of May 27, at the regular meeting of May, the Standing Committee of the Provincial Party Committee listened to the results after 6 years of implementing Resolution No. 39-NQ/TW, dated April 17, 2015 of the Politburo "on streamlining the payroll and restructuring the staff, civil servants and public employees" and 3 years of implementing Resolution No. 18-NQ/TW, dated October 25, 2017 of the Central Executive Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, operate effectively and efficiently", Resolution No. 19-NQ/TW, dated October 25, 2017 of the Central Executive Committee on "Continuing to innovate the organization and management system, improving the quality and efficiency of public service units".

TOTAL STAFF IN THE PROVINCE DECREASED 10.02%
Implementing the above resolutions, regarding the results of organizational restructuring, by April 30, 2021, provincial and district-level administrative agencies, units and organizations reduced 21 departments; reduced 232 public service units, reaching a rate of 11.8%; reduced 612 departments under service units; reduced 5 departments, with 5 departments under provincial and district-level project boards; reduced 20 communes and 2,082 people.
Compared to 2015, the number of civil servants and public employees at provincial and district levels has decreased by 6,805 people, of which civil servants decreased by 582 people (the Party sector decreased by 156 people, accounting for 10.03%; the State sector decreased by 376 people, accounting for 10.21%; civil servants decreased by 6,223 people, accounting for 10.01%).

In addition, the Provincial Party Standing Committee has directed the implementation of models such as: Reorganizing the Party Committee office to serve the general advisory and support agencies of the provincial Party Committee; piloting the concurrent holding of the position of head or merging a number of Party Committee agencies and specialized government agencies...
Speaking at the meeting, opinions agreed with the draft report submitted by the Provincial Party Committee's Organizing Committee, and at the same time raised some additional opinions. Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Thong highly agreed with the solutions and tasks in the coming time proposed by the draft report. However, in order to streamline the payroll and reduce the number of focal points while still improving the quality of operations of agencies and units; the working efficiency of cadres, civil servants and public employees, it is necessary to continue to promote the review of job position projects in the new situation; along with that, it is necessary to implement policies for employees well.

Comrade Bui Thanh An - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Commission, proposed the need to evaluate the autonomy results of public service units, and at the same time pointed out the difficulties in piloting the head of the inspection committee who is also the chief inspector at the district level.
The Chairman of the Provincial Party Committee's Inspection Commission also pointed out the current situation where there is no plan to use the facilities after the merger of communes and hamlets, so there needs to be a plan to improve the facilities of the new unit after the merger, while avoiding waste; along with that, the regime for commune and hamlet cadres still has many opinions from the grassroots.

At the meeting, the opinions of the comrades in the Provincial Party Standing Committee also suggested that the province recommend the Politburo and the Secretariat to soon issue regulations on management of organizational apparatus and staff; proactively summarize the pilot unification of job titles, consider rearranging the positions of commune-level veterinary staff, etc.
REVIEW AND RESOLVE DIFFICULTIES AFTER MERGER OF COMMUNES AND VILLAGES
Concluding this content, comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee unanimously assessed that all three resolutions above have had profound impacts, but the implementation process in the province has closely followed the implementation plan and carried out many work contents, basically ensuring. Despite the merger, restructuring of the apparatus, and streamlining of staff, the work and management are still smooth and continue to be promoted.
Although the general goals have been achieved, when going into in-depth analysis, the Provincial Party Secretary requested some work contents that need attention from leadership and direction.

That is still unfair because there are still some agencies and units that have not met the targets for streamlining their staff; the structure of the staff and civil servants has not met the requirements for reducing the proportion of leadership, management and service groups; increasing professional groups... These are issues that the Provincial Party Committee's Organizing Committee needs to review to clarify the objective and subjective causes to report to the Provincial Party Committee's Executive Committee for leadership and direction to ensure fairness.
The head of the Provincial Party Committee also requested to clarify the reasons for the slow implementation of some work contents such as: the association's activities and the revision, supplementation, and review of regulations on the organization and operation of the association; the handling and correction of violations in the process of recruiting cadres and civil servants; and the implementation of the autonomy and socialization mechanism for public service units in some fields.
Especially for the rearrangement of staff and facilities after the merger of communes and hamlets, comrade Thai Thanh Quy requested high concentration to solve the problem in the coming time; at the same time, review and objectively receive opinions from people and grassroots cadres about the difficulties after the merger of hamlets, streamline some positions and regimes for block and hamlet cadres to advise the Provincial Party Standing Committee to have appropriate directive decisions.

The Provincial Party Standing Committee approved the overall adjustment project for the general planning of the Southeast Economic Zone.
(Baonghean.vn) - After adjustment, the industrial land area in the Southeast Economic Zone will increase by 671 hectares (from 4,461 hectares to 5,132 hectares), increasing 15% of the land area of the current 5 industrial parks in the economic zone.
Besides, after piloting some models such as: shared office of Party Committee; piloting the Chairman of Inspection Committee concurrently being the chief inspector at district level... there are still difficulties in the operation process, so it is necessary to pay attention to advising the province for leadership and direction.
On the other hand, in the total general payroll of the whole province, it is necessary to study and consider the allocation of payroll quotas to suit the blocks, agencies and units based on the job position project; at the same time, study incentive mechanisms and policies for agencies and units that effectively implement payroll streamlining and organizational restructuring to encourage the staff and civil servants.
