The Standing Committee of Nghe An Provincial Party Committee held a regular meeting to give opinions on some important contents.
On the morning of June 3, the Standing Committee of Nghe An Provincial Party Committee held a regular meeting for May 2024. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation chaired.

Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; representatives of some Central Party Committees; comrades of the Standing Committee of the Provincial Party Committee.
The Standing Committee of the Provincial Party Committee listened to and gave opinions on adjusting the content of the Project on rearranging administrative units at district and commune levels in Nghe An province for the period 2023 - 2025. This content was attended by members of the Steering Committee for rearranging administrative units of Nghe An province.

Based on the proposals of districts, cities and towns and the opinions of the Ministry of Home Affairs on the plan, the Provincial People's Committee developed a Project to reorganize 94 commune-level administrative units (67 units subject to reorganization and 27 adjacent units) into 45 new administrative units (of which 44 units were newly established and 1 administrative unit adjusted part of its natural area and population). After the reorganization, the whole province reduced 49 commune-level administrative units.
At the meeting, comrade Nguyen Viet Hung - Member of the Provincial Party Executive Committee, Director of the Department of Home Affairs, said: Up to now, 92/94 administrative units have completed the procedures to submit to the Provincial People's Council.
Voter opinion polls show that voters basically agree with high approval, averaging over 90%, with some units having 100% of voters agreeing. 100% of the delegates attending the People's Councils at the commune and district levels agreed.
As for the plan to merge the communes of Quynh Doi and Quynh Hau, due to the lack of agreement on the name after the arrangement, voters' opinions have not been collected for submission to People's Councils at all levels for approval.

On May 23, 2024, the Steering Committee for administrative unit arrangement of Quynh Luu district submitted a proposal to consider not implementing the arrangement of administrative units of Quynh Hau and Quynh Doi communes in the period of 2023 - 2025.
Comrade Hoang Danh Lai - Secretary of Quynh Luu District Party Committee reported to the Standing Committee of the Provincial Party Committee and the Steering Committee for the arrangement of provincial administrative units on the process of re-evaluating the implementation of the arrangement of administrative units in the district, recognizing objective and subjective causes; based on the proposal not to merge 2 communes: Quynh Doi and Quynh Hau; the district's implementation viewpoint in the coming period.
At the meeting, the Party Committee of the Provincial People's Committee proposed that the Standing Committee of the Provincial Party Committee and the Steering Committee for the arrangement of provincial administrative units agree not to implement the arrangement plan of 2 communes: Quynh Doi and Quynh Hau in the period of 2023-2025; to continue studying specific factors and selecting a more suitable plan in the following period (2026-2030).
Thus, compared to the original Project, the number of commune-level administrative units to be arranged in Nghe An in the period of 2023 - 2025 will be adjusted. Specifically, in Nghe An province, 92 commune-level administrative units (65 units subject to arrangement and 27 adjacent units) will be arranged into 44 new administrative units, reducing 48 commune-level administrative units. After the arrangement in the period of 2023 - 2025, the whole province of Nghe An will have 412 commune-level administrative units.
On that basis, the Provincial Administrative Unit Reorganization Steering Committee and the Provincial Party Standing Committee unanimously approved the plan proposed by the Provincial People's Committee's Party Committee.

Concluding this content, comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, Head of the Provincial Steering Committee for the arrangement of administrative units said: The Provincial Steering Committee and the Provincial Party Committee Standing Committee will report to the Central Government to propose not to merge the two communes of Quynh Hau and Quynh Doi, Quynh Luu district in the period of 2023 - 2025 and propose to consider merging in the period of 2026 - 2030.
The Secretary of the Nghe An Provincial Party Committee requested the Steering Committee to arrange the provincial administrative units to complete the documents and procedures, ensuring the requirements and conditions to submit to the Provincial People's Council for comments at the 20th Session held on the morning of June 7, 2024; as a basis for completing the documents to submit to the Ministry of Home Affairs - the Government's advisory body, before June 15, 2024.
Based on the report on the review and re-evaluation process of the Standing Committee of Quynh Luu District Party Committee, the head of Nghe An Provincial Party Committee requested to continue to consider any remaining steps that have not been implemented, and to continue to seriously review and re-evaluate in accordance with the Party's policies and the National Assembly's Resolution.
Also at the meeting, the Standing Committee of the Provincial Party Committee gave opinions on the implementation results of Resolution No. 08-NQ/TU dated March 2, 2022 of the Provincial Party Committee on strengthening the Party's leadership over environmental protection in the province for the period 2022-2030 and Resolution No. 36/NQ-HDND dated July 7, 2023 of the Provincial People's Council on strengthening compliance with environmental protection laws by organizations, units and enterprises in the province; the situation of research and implementation of the Project on socialization of investment and exploitation of Vinh International Airport; the plan to supplement the public investment plan in 2024 from sources of increased revenue and savings in local budget expenditures in 2023.
The Provincial Party Standing Committee gave opinions on the policy of issuing policies to support health insurance premiums and co-payments for HIV/AIDS-infected people with health insurance cards in Nghe An province; the policy of receiving aid for the project "Empowering and enhancing economic self-reliance for women and children affected by gender-based violence and human trafficking" sponsored by Hagar International; the policy of receiving aid for the project "Supporting the implementation of effective and sustainable interventions to prevent and combat child drowning in Nghe An province" sponsored by Campaign for Tobacco - Free Kids (CTFK) and many other important contents.
