The Standing Committee of Nghe An Provincial Party Committee, 20th term, held its regular meeting in September.

Speaking at the opening of the meeting, Provincial Party Secretary Nguyen Duc Trung said that on October 10, 2025, the Politburo issued Decision No. 2462 approving the Provincial Party Executive Committee, the Provincial Party Standing Committee, the Secretary and Deputy Secretary of the Nghe An Provincial Party Committee for the 2025-2030 term.

"This is the first meeting of the Provincial Party Standing Committee, term XX, 2025-2030. Therefore, I request that the members of the Provincial Party Standing Committee practice the spirit of solidarity, discipline, responsibility, set an example, and properly implement the principles of Party organization and operation, especially the principle of democratic centralism; the principle of self-criticism and criticism; the principle of solidarity and unity within the Party to promote mettle, experience, and collaboration, to implement the targets, objectives, and tasks set out in the Resolution of the 20th Provincial Party Congress, as well as the tasks assigned by the Central Committee, and in the near future, to implement the Resolution of the 14th National Party Congress", emphasized Provincial Party Secretary Nguyen Duc Trung.

The Provincial Party Standing Committee listened to and gave opinions on the results of implementing Conclusion No. 123-KL/TW of the Party Central Committee; Resolution No. 57-NQ/TW, Resolution No. 59-NQ/TW, Resolution No. 66-NQ/TW, Resolution No. 68-NQ/TW of the Politburo.

In the first 9 months of the year, the province's GRDP growth rate reached 8.61%, ranking 11th out of 34 provinces and cities; ranking 2nd in the North Central region. The industrial production index is estimated to increase by 16.42%. Budget revenue is estimated at 20,015 billion VND, reaching 113% of the estimate, up 29.7% over the same period.

Disbursement of public investment capital reached 45.27% of the total plan. FDI attraction reached nearly 1 billion USD. The cultural and social fields achieved many positive results, national defense and security were ensured.

Implementing Resolution 57, Nghe An has completed on schedule according to Plan 02 of the Central Steering Committee, and has been confirmed as "GREEN". Of the 65 targets, 39 have been achieved and exceeded; of the 102 tasks, 37 have been completed.

130 communes in the province have completed 16 tasks on infrastructure and basic equipment serving at the Public Administration Service Center, ranking 4th nationwide.

In the past 9 months, Nghe An's international integration work has achieved many outstanding results in many fields. Thereby, contributing to improving competitiveness, attracting FDI capital, spreading cultural values, affirming the role and position of the province in international economic integration and socio-economic development.

The work of building and enforcing laws to meet the requirements of national development in the new era in the spirit of Resolution 66 is being implemented to ensure quality.

Many unreasonable administrative procedures in the province's legal documents have been cut down, simplifying investment and business conditions; many administrative procedures have had their processing time reduced by over 50%.

Nghe An also actively implemented the contents and tasks according to Resolution 68 of the Politburo on private economic development. In the first 9 months, the whole province had 2,452 newly established enterprises with a total registered capital of 29,684 billion VND, an increase of 48.6% over the same period; 616 enterprises registered to resume operations.

This shows the trend of expanding production and business scale, demonstrating dynamism and confidence in the province's investment and business environment.

Concluding this content, Provincial Party Secretary Nguyen Duc Trung said that in the context of implementing a two-level local government with a large amount of work, many difficult tasks, unprecedented, lack of resources, and heavy impacts of storms and floods, the implementation of tasks has achieved many positive results.

Effectively implemented 2-level local government. The province has completed the organization of Party Congresses at all levels and the 20th Provincial Party Congress, term 2025-2030.

The Provincial Party Secretary said that the implementation of the 4 resolutions of the Politburo has initially had relatively encouraging results. Nghe An is considered one of the localities with a high level of "GREEN" status, ranking 4th out of 34 provinces. The rate of online public services is considered one of the provinces with the fastest improvement rate, from about 50% to nearly 80%...

In addition to the achievements, the Provincial Party Secretary said that due to the impact of storms, the damage to the people and the government was quite large. However, up to now, the implementation of disaster recovery, production recovery, and ensuring stable life for the people has not met the requirements.

The implementation of the two-level local government is still facing problems in terms of infrastructure, working equipment, and the arrangement and allocation of human resources, which are both redundant and insufficient. The disbursement of public investment capital and national target programs is still low compared to the set targets. Administrative reform and improvement of the investment and business environment need more attention. State management at the commune level is not serious and adequate in some places.

Emphasizing the tasks in the coming time, Provincial Party Secretary Nguyen Duc Trung suggested focusing on overcoming and resolving difficulties and obstacles in the operation of the two-level local government to ensure smooth and effective operation, especially arranging facilities, equipment and reviewing and arranging the staff at the commune level.

Continue to focus on measures to achieve the highest growth rate, focusing on industries, fields, and production and business activities that have room to increase production capacity and value. Strictly and effectively manage budget revenue and expenditure.

Provincial Party Secretary Nguyen Duc Trung proposed to continue implementing synchronous and drastic measures to disburse public investment capital, focusing on removing obstacles in converting investors of projects that were previously under the jurisdiction of the old district level. The arrangement of medium-term public investment capital for the 2026-2030 period needs to be focused and key, not spread out.

In particular, focus on effectively implementing the Politburo's key resolutions. For the 4 resolutions being implemented (57, 59, 66, 68), it is necessary to proactively review and re-evaluate each task and re-consult on the content for implementation. For the 3 new resolutions (70, 71, 72), promptly consult on the content and plans for implementation.

The Provincial Party Secretary requested to focus on quickly overcoming the consequences of natural disasters in the province. The members of the Provincial Party Standing Committee were assigned to grasp, inspect and urge localities to deploy measures to soon restore production and stabilize people's lives.
