Nghe An Provincial Party Standing Committee discusses socio-economic development plan for 2022

ECONOMIC STRUCTURE HAS MANY POSITIVE CHANGES

In 2021, the province's socio-economic situation was affected and impacted by the Covid-19 pandemic, but the work of preventing and fighting the Covid-19 pandemic was directed drastically, flexibly and effectively implementing the "dual goal" of both preventing and fighting the pandemic and recovering and developing the socio-economy.

The province has completed and exceeded 22/28 main targets. The growth rate of gross regional domestic product (GRDP) in 2021 is estimated at 6.25%.

Exports are a bright spot in the context of being affected by the impact of the Covid-19 pandemic, estimated to reach about 1.61 billion USD in 2021, up 43.4% compared to 2020; of which, goods exports are 1.4 billion USD, up 59.9% over the same period.

As of November 25, the province has newly granted 106 projects, adjusted 118 projects, with a total newly granted and increased investment capital of more than VND 28,000 billion, an increase of 41.33% in the number of projects and 2.92 times the registered investment capital compared to the same period in 2020.

The whole province has 1,740 newly established enterprises, an increase of 2.35% over the same period, with 721 enterprises registering to resume operations, an increase of 162 enterprises over the same period in 2020.

Many important works and projects have been put into operation and have shown effectiveness. Budget revenue exceeded the estimate, estimated at 17,678 billion VND, of which domestic revenue is estimated at 16,075 billion VND.

The cultural, social and environmental fields continue to receive attention, and social security is ensured. Politics and society are stable, national defense, security, order and social safety are maintained, and people trust, agree and support.

It is expected that in 2021, the whole province will have 20 communes meeting the new rural standards, 24 communes meeting the advanced new rural standards, 2 communes meeting the model new rural standards, and 1 district meeting the new rural standards. By the end of 2021, the whole province had 300/411 communes meeting the new rural standards, accounting for 72.99%; 26 communes meeting the advanced new rural standards; 7 district-level units have completed the task of building and meeting the new rural standards.

However, besides the achieved results, there are still 6/28 main targets that did not meet the plan, including many important economic targets such as GRDP growth rate, GRDP/capita, total social capital, disbursement progress of public investment capital, especially foreign capital is still slow; supply and demand of goods are interrupted, production, business activities and the lives of a part of the people face many difficulties.

In 2022, the Party Committee of the Provincial People's Committee submitted to the Standing Committee of the Provincial Party Committee for consideration 28 main groups of indicators in the fields of economy, society and environment.

In particular, the target of growth of total product in the province (GRDP) is 8.5 - 9.5%; budget revenue is 14,997 billion VND, export turnover is 1.85 billion USD; GRDP per capita is about 50 - 51 million VND;...

To implement the above groups of targets, the Party Committee of the Provincial People's Committee presented 11 main groups of solutions, focusing on effectively implementing the plan for safe and flexible adaptation and good control of the epidemic, considering this an important and urgent task of all levels and sectors from the beginning of 2022.

The province focuses on developing and implementing programs and projects to implement the Resolution of the Party Congresses at all levels for the 2020-2025 term, effectively implementing the Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province.

At the meeting, the opinions of the comrades in the Provincial Party Standing Committee were highly unanimous with the assessment of the province's socio-economic situation in 2021, and at the same time discussed and proposed a number of additional solutions for 2021 such as: Continuing to promote administrative reform, especially the implementation of procedures at all levels; along with attracting large investment projects, it is necessary to pay attention to supporting and encouraging the development of small and medium-sized enterprises, cooperatives, and production complex models; sharing common data information to build smart cities in Vinh City; taking preparatory steps to build a Project to expand Vinh City;...

AGREEMENT ON 28 MAIN TARGETS FOR 2022

Speaking at the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province Nguyen Duc Trung emphasized that despite many difficulties, under the leadership and timely and drastic direction of the Provincial Party Committee Standing Committee, the province has directed the work of preventing and fighting the Covid-19 epidemic and implementing socio-economic goals.

Analyzing the economic picture of the province in 2021, although the growth target was not achieved, according to the Chairman of the Provincial People's Committee, there were many bright spots in the structure of economic sectors. That is, the agriculture, forestry and fishery sector is estimated to increase by 5.21%, higher than the plan, creating stability in people's lives.

Along with that, the industrial - construction sector is estimated to increase by 14.05%, with industry alone estimated to increase by 19.95%, also exceeding the set plan. The export turnover according to the target by 2025 is 1.765 billion USD, but this year is expected to reach more than 1.8 billion USD, exceeding the plan for the entire term. Investment attraction has also achieved many important results.

Regarding the growth target of 8.5 - 9.5% for 2022, the Chairman of the Provincial People's Committee emphasized the determination to set this target, which is close to the target of the whole term of 9.5 - 10% to achieve.

Referring to solutions, the Chairman of the Provincial People's Committee said that it is necessary to continue to focus on key investment for large-scale infrastructure projects; to persevere and closely follow up to thoroughly resolve infrastructure bottlenecks, especially airports and seaports; to promote disbursement of public investment capital, in which priority should be given to key and focused arrangements.

The Chairman of the Provincial People's Committee also requested the Department of Planning and Investment and related departments to review and immediately respond to the problems raised by businesses.

Regarding the implementation of Resolution No. 36 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province, comrade Nguyen Duc Trung said that he has directed the sectors to proactively coordinate with the central ministries and sectors to advise the Prime Minister to soon issue implementation guidelines; at the same time, he is preparing to evaluate 10 years of implementing Resolution No. 26 of the Politburo in conjunction with researching and proposing additional specific mechanisms and policies for the province.

Concluding this content, Nghe An Provincial Party Secretary Thai Thanh Quy highly appreciated the efforts to implement the socio-economic goals of 2021, as well as agreed on the key goals and tasks of 2022 submitted by the Party Committee of the Provincial People's Committee.

Referring to a number of key tasks and solutions, the Provincial Party Secretary requested to always be vigilant, not to be subjective or negligent in order to effectively implement the work of preventing and fighting the Covid-19 epidemic, especially in the current context of the emergence of new variants; to well implement "Safe and flexible adaptation, effective control of the Covid-19 epidemic".

The Provincial Party Secretary also requested the Party Committee of the Provincial People's Committee to proactively coordinate with ministries and branches from the beginning of 2022 to prepare a summary of 10 years of implementing Resolution 26 of the Politburo on the direction and tasks of developing Nghe An province, especially to research and propose additional specific policies for the province; this is very important.

On the other hand, the province needs to continue to improve the investment environment and promote administrative reform. In 2022, the Provincial Party Secretary requested that the administrative reform theme be identified as digital transformation.

Regarding the disbursement of public investment capital, the head of the Provincial Party Committee requested to be resolute and direct right from the beginning of the year; at the same time, promote the role of the members of the Provincial Party Standing Committee and the members of the Provincial Party Executive Committee in monitoring and urging implementation in conjunction with the sectors and fields in charge.

Along with that, to effectively implement Resolution 36 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province, comrade Thai Thanh Quy requested to continue improving the capacity, management ability and responsibility of the political system.

Also at the meeting, the Provincial Party Standing Committee gave opinions on the State budget revenue estimates in the area, local budget expenditures and budget allocation plan for 2022; reported on the results of implementing the public investment plan in 2021, and orientations for the public investment plan in 2022.
