The Standing Committee of Nghe An Provincial Party Committee approved the investment policy for the project to build the Memorial Monument of Hiep Hoa culvert, Do Luong.

The above policy was approved by the Standing Committee of Nghe An Provincial Party Committee at the regular meeting in July 2024 on the afternoon of July 29.

Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee and leaders of a number of relevant departments, agencies and branches.

Investment scale of the Memorial Stele includes: stele, steps and stele yard with an area of ​​about 300m22. Stairs and walkways for the disabled to get up and down the monument, area about 188m22.

The flower lantern release dock and the stairs up and down the dock have an area of ​​about 142m2.2; along with technical and auxiliary infrastructure items: leveling, stone embankment, yard, internal road, parking lot, flower beds. Total investment of 5 billion VND from the provincial budget (source of increased revenue, cost savings) and the central budget with additional targeted support annually.

Hiep Hoa culvert was built in 1934, located on the agricultural river system that brings water from Bara Do Luong to irrigate agricultural production in Do Luong, Dien Chau, Yen Thanh, Quynh Luu districts, Nghe An province.

After a period of sedimentation and war devastation, the water flow through Hiep Hoa sluice was not enough to irrigate Dien Chau, Yen Thanh, and Quynh Luu districts, so the sluice had to be expanded.

At the end of 1977, Nghe Tinh province (old) decided to dredge and repair Dao river and expand Hiep Hoa sluice which was heavily damaged by American bombs, narrowing the flow, and not providing enough water for production and daily life needs of the people. To have enough water for irrigation, Nghe Tinh province (old) mobilized 21,000 laborers and youth volunteers from 7 districts with the support of the army of Military Region 4.

However, when the project was almost completed, at noon on January 3, 1978, thousands of cubic meters of rock and soil on both sides of the vertical wall collapsed into the canal, burying hundreds of people, of whom 98 died and 132 were injured...

The construction of the Hiep Hoa and Do Luong culvert memorial stele is a necessary work to commemorate the merits of those who died during the construction process, to meet the wishes of the relatives of the deceased, and to demonstrate the morality of "remembering the source of water" of our nation.
