NGHE AN'S GRDP IS IN THE GROUP OF 19 PROVINCES WITH GROWTH OF OVER 4%

At the working session, the Standing Committee of the Provincial Party Committee listened to reports on socio-economic situation, budget, administrative reform work in 2020; socio-economic development plan, budget estimate, administrative reform work in 2021; report on results of implementation of public investment plan in 2020, orientation of public investment plan in 2021.

Accordingly, in 2020, in the context of many difficulties, especially the impact of the Covid-19 pandemic, but with the determination and great efforts of the entire political system, the people and the business community, focusing on implementing the "dual goal", the economy and society have achieved important results, the economy has grown, society is stable, and people's lives are guaranteed.

According to the Party Committee of the Provincial People's Committee, the total product in the province (GRDP) this year is estimated at 4.12%. Budget revenue is estimated at more than 15,911 billion VND. It is estimated that by the end of 2020, the whole province will have 281/411 communes meeting new rural standards, an increase of 36 communes compared to 2019, with 6 district-level units completing the task of building new rural standards, an increase of 2 units compared to 2019.

Total social investment capital is estimated at 78,847 billion VND, an increase of 12.3% compared to 2019. As of November 10, 2020, the disbursement rate of public investment capital in the province reached 70.75% and 71.02% of the detailed assigned plan.

In particular, the business investment environment continues to improve. In the past 10 months, the province has granted business registration certificates to 64 projects with a total registered investment capital of more than VND 7,341 billion, and adjusted 83 projects, of which the total investment capital of 22 projects was adjusted, increasing by more than VND 6,601 billion.

In 2021, Nghe An sets a target of GRDP growth of 7.5 - 8.5%. Budget revenue reaches over 14,032 billion VND. Export turnover is 1.2 billion USD. Total social development investment reaches 88,000 billion VND. GRDP per capita reaches 48 - 49 million VND.

At the working session, the opinions of the comrades in the Provincial Party Standing Committee acknowledged the results of implementing socio-economic development goals. In addition, they also raised issues such as the need to pay attention to ensuring the environment, especially in rural areas and industrial zones; solutions to reduce the high tax debt.

In addition, the province also needs to soon issue a set of indicators to assess the administrative capacity of departments, branches, and localities in the province (DDCI) to improve the annual provincial competitiveness index.

Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Thong assessed that the results of ensuring national security in the province, social order and safety were ensured; in general, the crime situation was firmly contained.

However, the handling of complaints, denunciations and petitions from the people in some sectors has not met requirements, and some cases are still persistent and long-lasting, which need to be focused on and resolved to ensure peace right from the grassroots level.

Speaking at the meeting, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung further analyzed the reasons for setting the growth target for 2021 at 7.5 - 8.5%; lower than the growth target for the 2021 - 2025 period of 9.5 - 10.5%. The reason is that 2021 is still affected by the difficulties of 2020, so the above growth plan is considered a reasonable effort given the context and situation.

To achieve the above goal, the Provincial People's Committee has proposed groups of solutions such as: attracting investment, supporting the development of the business community in the area. To do so, according to the Chairman of the Provincial People's Committee, it is necessary to continue improving the business investment environment, associated with investment in essential and key infrastructure.

The administrative reform work, including investment procedures, is also continued to be directed by the leaders of the Provincial People's Committee with the spirit of: simplicity, openness, transparency and requires this spirit to spread to departments and branches. Departments and branches must commit to open procedures.

In addition, the province will also attract investment through direct access to investors; along with that, working groups will be formed to help investors handle procedures when investing in the province.

Concluding the above contents, Comrade Thai Thanh Quy - Alternate Member of the Party Central Committee, Secretary of the Provincial Party Committee affirmed: In the difficult year of 2020, the province has achieved relatively positive results in all fields of economy - society, culture, national defense, security, foreign affairs; social stability.

The highlight when looking back at the activities of 2020 is that in the midst of difficulties, the spirit of unity, sharing, support, and collaboration has spread. The organization of Party congresses from the grassroots to the provincial level met the requirements and set goals, and was recognized by the Central Committee.

In particular, it is encouraging that Nghe An has a fairly high economic growth rate, belonging to the group of 19 provinces with growth of over 4%. According to the General Statistics Office, Nghe An's GRDP in 2020 will reach higher than 4.12%; budget revenue and new rural construction targets will also be higher than expected. The government's management perspective has many innovations.

QUICKLY, RESOLUTIONALLY, AND SYNCHRONOUSLY IMPLEMENT PLANS TO IMPLEMENT THE ACTION PROGRAM OF THE CONGRESS RESOLUTION

In addition, the head of the Provincial Party Committee also pointed out some shortcomings such as the high rate of budget revenue from land fees; the structure of some revenue sources is not guaranteed; production and business activities are facing difficulties; and there are still many problems in administrative reform.

To effectively carry out the tasks of 2021, the Provincial Party Secretary requested to quickly, early, drastically and synchronously deploy all plans to implement the Action Program to implement the Resolution of the 19th Provincial Party Congress. "All programs, projects, plans and thematic resolutions to implement the Resolution of the Congress must be focused on building and promulgating in 2021", comrade Thai Thanh Quy pointed out.

In addition, the province needs to focus on organizing well the election of deputies to the 15th National Assembly and People's Councils at 3 levels in the province; at the same time, not being subjective or negligent but focusing on and proactively responding to the Covid-19 epidemic and other diseases on humans, crops and livestock.

The Provincial Party Secretary also requested to prepare well for the first session of the 18th Provincial People's Council, term 2021 - 2026, immediately after the election. This is a session to review, develop, supplement and adjust mechanisms and policies for the new term. Any suitable content will continue to be implemented, any inappropriate content will be abolished, and necessary content will be supplemented to approve mechanisms and policies for the entire term 2021 - 2026, as a foundation and basis for implementing tasks of the new term.

In addition, the Provincial People's Committee needs to prepare well the content for the above People's Council meeting to consider and approve the Medium-term Public Investment Plan for the period 2021 - 2025 with the spirit of focus, key points, absolutely not spreading out; at the same time, pay attention to maximizing resources to have key projects such as coastal roads and deep-water ports.

On the other hand, through the 2021 - 2025 Financial Budget Plan, it is noted to allocate a part of the budget collected from land use rights auctions to establish the Provincial Land Clearance Fund; soon complete the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050.

The head of the Provincial Party Committee also requested to continue to have plans to organize investment attraction, strongly improve the investment and business environment, remove difficulties for enterprises; at the same time, it is necessary to focus on administrative reform, enhance public ethics; care for culture - society: education, health, social security, job creation...; continue to strengthen national defense and security; resolve long-standing complaints and lawsuits; prepare to well implement provincial defense zone drills.
