The Provincial Party Standing Committee approved the overall adjustment project for the general planning of the Southeast Economic Zone.

On the morning of May 27, at the regular meeting of May, the Standing Committee of Nghe An Provincial Party Committee gave opinions on approving the Project to adjust the overall master plan for the construction of the Southeast Nghe An Economic Zone (EZ) until 2040.

Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the meeting. The Southeast Economic Zone currently has a total area of ​​up to 20,776.47 hectares, including the main functional areas: 650-hectare duty-free zone; 5 industrial parks of 4,461 hectares (including a 94-hectare high-tech industrial park); 6 urban areas with a total residential land area of ​​1,822 hectares; a 212-hectare training center; a 1,417-hectare resort area; Cua Lo port area and Dong Hoi port area. Currently, the establishment and approval of construction zoning plans have been basically completed.

After more than 12 years of construction and development, Dong Nam Economic Zone is gradually showing its role as a driving force for promoting the socio-economic development of Nghe An province. It has mobilized, attracted investment and implemented the construction of essential technical infrastructure works and technical infrastructure with a total capital of more than 8,500 billion VND.

Regarding investment attraction, by March 2021, the Southeast Economic Zone and industrial parks of Nghe An province had attracted 251 valid projects, with a total investment capital of about VND 69,762 billion (equivalent to USD 3.02 billion). Of which, there were 203 domestic investment projects, with a total investment capital of VND 44,574 billion; 48 FDI investment projects, with a total investment capital of USD 1.09 billion.

However, in the process of implementing the general planning for the construction of the Southeast Economic Zone, a number of limitations, difficulties, inadequacies, impracticality and lack of feasibility have been revealed.Therefore, the overall adjustment of the Master Plan for the construction of the Southeast Nghe An Economic Zone is necessary to meet the development requirements and build the Southeast Economic Zone into a driving force for economic growth in Nghe An province.

At the conference, the Party Committee of the Provincial People's Committee submitted to the Standing Committee of the Provincial Party Committee for consideration the content of determining the driving force and focus of development. Accordingly, the overall adjustment project of the general planning for the construction of the economic zone will take industrial parks as the focus of development for the economic zone, thereby spreading the development of accompanying functional areas such as: urban, commercial, service, tourism, etc.

Determine the spatial organization and development of the Southeast Economic Zone with the driving force projects being investment projects in industrial park infrastructure, multi-sector and multi-sector development. Focus on developing processing, manufacturing, electronics, supporting industries, consumer goods production, synchronized with the development of connecting infrastructure (deep-water seaports), essential technical infrastructure, development of trade, urban areas, services, tourism and social infrastructure.

In addition, the Provincial Party Standing Committee gave opinions on restructuring the planning of functional areas, such as: Reviewing the overall master plan in 2008 and the development practices in the Southeast Economic Zone: Removing from the planning the following functional areas: Duty-free zones, high-tech zones; professional research schools and arranging them reasonably in urban areas adjacent to the industrial parks of the Economic Zone (Nghi Loc, Hoang Mai).

Adjust the boundaries of functional areas to minimize population relocation, combined with the arrangement and reasonable rearrangement of residential areas to ensure the concentration of land funds for the development of functional areas that are feasible and effective.

The adjustment plan has removed about 1,500 households from Nam Cam Industrial Park, about 750 households from Tho Loc Industrial Park; adjusted land use functions and removed about 6,000 households from the duty-free zone planning (adjusted to the port rear area, industrial park, urban and service area);...

Based on the planning orientation of 2 central industrial parks, planning of 2 more industrial, urban and service parks Nam Cam and Tho Loc will be arranged. Increasing the total number of industrial, urban and service parks in the Southeast Economic Zone to 3 zones; increasing the industrial land area by 671 hectares (from 4,461 hectares to 5,132 hectares), increasing the land area of ​​5 current industrial parks in the Economic Zone by 15%;...

Speaking at the meeting, regarding the Project to adjust the overall master plan for the construction of the Southeast Nghe An Economic Zone to 2040, Chairman of the Provincial People's Committee Nguyen Duc Trung said that the adjusted contents aim to improve efficiency within the Southeast Economic Zone such as: expanding the area of ​​industrial parks, reducing the area previously planned for concentrated residential areas, adjusting and removing functional areas that are no longer suitable; forming more industrial parks associated with urban areas to create uniformity.

The head of the Provincial People's Committee also said that in the long term, it is necessary to continue expanding the scope of the Southeast Economic Zone for long-term development, the minimum goal of opening an economic zone is 70,000 hectares, of which the industrial park has a total area of ​​10,000 to 15,000 hectares.

Also at the conference, the Party Committee of the Provincial People's Committee presented to the Standing Committee of the Provincial Party Committee for comments on the investment policy of the Hoang Mai II Industrial Park project; proposed the investment policy of the Tho Loc Industrial Park project (phase I).

Regarding this content, the Provincial Party Standing Committee approved the Project to adjust the overall master plan for the construction of the Southeast Nghe An Economic Zone until 2040; the investment policy for the Hoang Mai II Industrial Park project; and proposed the investment policy for the Tho Loc Industrial Park project (phase I) according to the plan submitted by the Party Committee of the Provincial People's Committee.

Regarding this content, Provincial Party Secretary Thai Thanh Quy noted that it is necessary to fully update the bases and documents to ensure strictness in order to submit to the Prime Minister. In addition, for industrial parks, after the Provincial Party Standing Committee approves the policy, specialized agencies need to carry out legal and strict procedures for selecting investors; pay attention to environmental protection, especially the conditions for ensuring waste and garbage treatment.

Also this morning, the Provincial Party Standing Committee reviewed 5 years of implementing Directive No. 05-CT/TU, dated April 27, 2016 of the Provincial Party Standing Committee on strengthening the protection of sovereignty and security of the border and sea areas of Nghe An province in the new situation; gave opinions on the Project "Building a program and content to train and update knowledge and working skills for the team of commune-level cadres and civil servants; district-level and provincial-level civil servants and public employees"; listened to the preliminary report on the results of the election of deputies to the 15th National Assembly and the election of People's Council deputies at all levels, term 2021 - 2026.
