The plan outlines 4 groups of contents and 3 groups of issues for implementation. Accordingly, it clearly states the work of organizing conferences to disseminate and guide the implementation of the Directive; the preparation of the congress from drafting documents to preparing personnel; the establishment of subcommittees to assist and organize the congress.

Notably, according to the Plan, the implementation of the process of personnel steps at the grassroots level must be completed before March 10, 2020, at the grassroots level before April 30, 2020, and at the provincial level before June 30, 2020.

The Provincial Party Standing Committee will direct a number of district-level Party Committees to hold model congresses to be completed before May 30, 2020. Each district, city, town Party Committee, and affiliated Party Committee will direct a number of grassroots Party Committees to hold model congresses to be completed before March 30, 2020 to gain experience for general direction. The time for holding mass congresses at the grassroots level will start from May 1, 2020 and be completed before June 30, 2020.

The congresses of district-level party committees, bloc-level party committees, and grassroots-level party committees directly under the Provincial Party Committee will start from July 1, 2020 and be completed before August 31, 2020. The provincial party congress will be completed before October 31, 2020.

The Provincial Party Standing Committee requested the subordinate Party committees to develop and implement the Plan of the province and their own level; at the same time, direct the grassroots to effectively organize and implement the requirements and contents of the Party Congresses at all levels towards the 13th National Congress of the Party./.
