The 13th Central Conference will discuss the following contents: Receiving comments from Party congresses at all levels, from National Assembly deputies, the Fatherland Front, people's organizations, cadres, party members and people on draft documents to be submitted to the 12th National Party Congress; Summary report on the implementation of Resolution 4 of the Central Committee (11th tenure) on Party building; on the personnel of the Central Executive Committee, Politburo, Secretariat and the personnel of the Central Inspection Commission, 12th tenure; Draft Working Regulations, Election Regulations at the 12th National Party Congress.
Along with the above contents, according to the program and working regulations, at this Conference, the Central Committee discussed and gave opinions on the Report reviewing the leadership and direction of the 11th Central Executive Committee; Report summarizing the implementation of the Working Regulations of the Central Executive Committee, the Politburo, and the Secretariat; Report summarizing the work of inspection, supervision and Party discipline enforcement; Report summarizing the implementation of the Working Regulations of the Central Inspection Commission; Report on Party financial work and Report on important tasks that the Politburo has resolved from the 12th Central Conference to the 13th Central Conference.

Speaking at the opening of the Conference, General Secretary Nguyen Phu Trong raised a number of suggestive issues for the Central Committee to consider during the discussion, consideration and decision-making process.
Regarding the reception of comments and contributions and the finalization of documents submitted to the 12th National Party Congress, General Secretary Nguyen Phu Trong announced that as of November 6, 2015, 68 Party Committees directly under the Central Committee had sent reports summarizing comments discussed at Party Congresses (and at grassroots and district-level Party Congresses) to contribute to the draft documents submitted to the 12th National Party Congress. From September 15, 2015 to October 31, 2015, the Vietnam Fatherland Front, mass organizations, social organizations at all levels and sectors proactively organized many seminars and discussions and sent hundreds of summaries of comments to the Central Committee. A large number of cadres, Party members, people and overseas Vietnamese have also enthusiastically contributed comments and sent letters and documents to agencies and leaders of the Party and State.
At the 10th session of the 13th National Assembly, National Assembly deputies discussed and contributed opinions to the draft documents submitted to the Congress. Central authorities collected and classified the contributions and compiled reports, totaling 1,547 pages.
Most opinions expressed enthusiasm, frankness, and a high sense of responsibility towards the Party and the people; believing that this was truly a broad political activity, demonstrating the increasingly high democratic spirit within the Party, among the people and society; promoting the intelligence of the entire Party, the entire people, and the entire army to participate in the process of planning guidelines, policies, and strategies for national development, building and defending the Fatherland in the new situation.
Based on the collection, research, analysis of comments, updating the domestic, regional and world situation in 2015, and forecasting the situation in the coming time, the Document Subcommittee and the Socio-Economic Subcommittee have developed a Report on receiving and explaining comments from the entire political system and the people to complete the draft documents for the Politburo to review, give complete instructions and submit to this Central Conference.
General Secretary Nguyen Phu Trong suggested that the Central Committee take time to study, discuss thoroughly, and give specific comments on the Explanation Report, absorb and complete the draft documents in a truly open-minded spirit, respecting the contributions of the entire Party, National Assembly deputies, the Vietnam Fatherland Front, socio-political organizations and the people. Focus on giving opinions on proposals for additions, revisions and the full text of the Draft documents, especially on issues with different opinions or options. At the same time, it is also necessary to express opinions on incorrect opinions that go against the Party's basic viewpoints and guidelines. From there, consider and approve the full text of the Political Report and the Socio-Economic Report submitted to the 12th National Party Congress.
Regarding the personnel of the 12th Central Executive Committee, General Secretary Nguyen Phu Trong stated: Immediately after the 12th Central Conference, the Personnel Subcommittee and the Politburo urgently directed the synthesis of the results of the vote to propose and introduce personnel of the Central Committee; studied and proposed criteria for considering the "special" case of the 11th Central Committee member being re-elected to the 12th term; studied and proposed requirements and bases for selecting qualified personnel within the age range to participate in the Politburo and Secretariat of the 12th term. The Personnel Subcommittee and the Politburo met many times to carefully review, supplement and complete the personnel plans in accordance with the direction and process of personnel work set out.
General Secretary Nguyen Phu Trong affirmed that personnel work is extremely important. At this Central Conference, the Politburo will report to the Central Committee on the results of personnel preparation for the Central Executive Committee; personnel for the Politburo, the Secretariat and the Central Inspection Commission of the 12th tenure.
The Central Committee will vote on the list of Central Committee members of the 11th tenure (both official and alternate) within the age limit and Central Committee members of the 11th tenure in "special" cases to be re-elected for the 12th tenure.
At the same time, the Central Committee also voted to nominate qualified comrades within the age range to join the Politburo and Secretariat of the 12th tenure; and voted to nominate personnel for the Central Inspection Commission of the 12th tenure.
According to the personnel work process, the 11th Central Committee members (both official and alternate) wrote nomination ballots for the 11th Politburo and Secretariat members who meet the criteria and conditions within the age range to run for the 4 key leadership positions.

General Secretary Nguyen Phu Trong suggested that Central Committee members, based on their practical experience, discuss and give their opinions on the Summary Report on the implementation of the 11th Party Central Committee Resolution 4 on Party building. Specifically, they should evaluate the implementation of the Resolution, clearly point out what has been done, what has not been done, limitations, shortcomings, causes and lessons learned.
At the same time, provide additional comments on the direction and tasks to continue implementing Resolution 4 of the Central Committee with specific tasks and solutions; recommend and propose to the Politburo, the Secretariat of the 12th tenure, the National Assembly, and the Government issues that need to be adjusted, amended, and supplemented to resolve difficulties and problems in the process of implementing the Resolution.
Regarding the draft Working Regulations and Election Regulations at the 12th National Party Congress, General Secretary Nguyen Phu Trong requested that Central Committee members, based on a firm grasp of the principles of organizing Party activities and the practical direction of the recent Party Congresses at all levels, especially the results of implementing the Election Regulations within the Party issued by the 11th Central Committee, contribute their opinions for completion. Focus on ensuring proper implementation of the Party Charter, principles, regulations and provisions of the Party Central Committee, especially the principle of democratic centralism within the Party.
General Secretary Nguyen Phu Trong emphasized: This Central Conference is of special importance, directly related to the preparation and successful organization of the 12th National Congress of the Party.
