Nghe An Social Insurance - Provincial Labor Federation coordinate to ensure benefits for workers and laborers
(Baonghean.vn) - Implementing the coordination program between Nghe An Social Insurance and the Provincial Labor Federation for the period 2021-2025, after more than 2 years of implementation, has brought many practical results, contributing to ensuring the legitimate and legal rights and interests of employees in participating in and enjoying social insurance, health insurance, and unemployment insurance.
Promote propaganda towards workers' and laborers' rights
The most outstanding result in the coordination between the two units is the timely dissemination and popularization of policies and laws onSocial insurance, Health insurance for employees, contributing to raising employees' awareness in protecting their legitimate rights.
At the same time, support and guide businesses to strictly implement the provisions of the law on labor and social insurance. Propaganda work is deployed in a variety of content and forms such as through the industry's information channels as well as local press agencies. In addition, direct propaganda activities at job fairs, propaganda conferences, dialogues on social insurance, health insurance, unemployment insurance policies with units and workers in the area... are strongly deployed.

In particular, on April 27, 2023, Vietnam Social Security organized a conference to dialogue and consult on social insurance and health insurance policies with employees and employers in industrial parks and export processing zones in Nghe An province. The conference was attended by more than 200 officials in charge of human resources, social insurance, and grassroots trade union officials at the units. Continuing, in May 2023, Nghe An Social Insurance sector and the Provincial Labor Federation participated in the Conference to contact voters before the 5th session of the 15th National Assembly with the participation of 200 workers and laborers in the province.

At the conferences, many concerns and difficulties regarding the implementation of Social Insurance, Health Insurance, and Unemployment Insurance policies of units and employees were answered; many proposals and recommendations were recorded to continue to be forwarded to competent authorities for consideration.
As an organization that always accompanies the Social Insurance agency in protecting the rights of workers, in recent times, the Provincial Federation of Labor has also received a lot of feedback from workers about social security policies. And it is worth noting that at present, there are very few "complaints" from workers about the policy implementing agency as well as these policies. Through forums, the inter-sectoral organization hopes to continue to be a bridge to protect the rights of businesses and workers.
Mr. Nguyen Chi Cong also suggested that "enterprises need to pay more attention to their employees because they are the main driving force for business development. In particular, they should encourage employees to limit the withdrawal of Social Insurance at one time, because it greatly affects the future life of employees...".
Coordination in inspection and supervision work
To protect the maximum rights of employees, the two sectors have identified inspection activities as an effective tool for monitoring and supporting units in implementing the provisions of the law on Social Insurance and Health Insurance. In fact, besides units that have implemented the Social Insurance and Health Insurance policies well, there are still some units that have not fully implemented them, greatly affecting the rights of employees. In particular, the situation of evasion and debt of Social Insurance payment for employees still occurs.

In addition to implementing the regular inspection program of each sector, in 2022, an interdisciplinary inspection team on Social Insurance, Unemployment Insurance, and Health Insurance payment was established under the direction of the Provincial People's Committee to strengthen the direction and urging of collection and debt collection of Social Insurance, Unemployment Insurance, and Health Insurance in the province for 15 units with large debts and long debt periods. Through inspection and examination, nearly 2.3 billion VND of Social Insurance, Health Insurance, and Unemployment Insurance debt was discovered and recovered at the units.

Established an interdisciplinary inspection team according to the plan on compliance with the law on Social Insurance, Unemployment Insurance, and Health Insurance at 25 labor-using units chaired by the Provincial Social Insurance. Thereby, nearly 7.3 billion VND in debt for Social Insurance, Health Insurance, and Unemployment Insurance payments at the units was recovered; 11 employees were discovered to have not paid or paid less than the required time for Social Insurance participation, with the amount of arrears being over 66 million VND.
After the inspection, many enterprises have completely paid off their debts and paid in full the amount incurred during the period. Some enterprises with large and long-standing debts have also gradually overcome them, facilitating the settlement of payment records, ensuring the rights of employees in participating in and enjoying social insurance, health insurance, and unemployment insurance, contributing to minimizing the infringement of the legitimate rights and interests of employees.
However, the coordination between the two sectors still has some shortcomings such as: Coordination in propaganda to remote areas is still limited; There are no measures to thoroughly overcome the large and long-term social insurance arrears in some enterprises; Coordination, provision and sharing of information on labor use in enterprises are not regular and effective; Information on labor use in enterprises is not close to reality, not enough basis to serve the management and exploitation of the development of participants in compulsory social insurance.

Mr. Hoang Van Minh - Director of the Provincial Social Insurance emphasized: To continue to effectively implement the inter-sectoral coordination regulations between the two agencies, in the coming time, it is necessary to focus on the following contents:
Coordinate to advise on local policies and mechanisms on supporting social insurance contributions for voluntary social insurance participants, striving to ensure progress and complete the coverage targets of social insurance and health insurance set out in the Resolution of the 19th Nghe An Provincial Party Congress, term 2020 - 2025.
Promote and focus on disseminating new policies and laws on employment, wages, social insurance, health insurance, and unemployment insurance.
Increase at least 2 times compared to 2022 in the number of inspections or units inspected and examined interdisciplinary on the implementation of the Labor Law, Social Insurance Law, Health Insurance Law, and Employment Law.
Review, process, and ensure that 100% of information on subjects of each sector directly managed and subject to compulsory health insurance is cleaned and authenticated with the national population database and promptly and effectively deploy the essential public service "Resolving unemployment benefits" according to the provisions of Decision No. 06/CP-TTg dated January 6, 2022 of the Prime Minister approving the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030./.
