Nghe An Social Insurance: Striving towards the goal of universal health insurance

Many synchronous and practical solutions for the benefit of the people

By the end of May 2022, the whole province had 2,978,191 people participating in Social Insurance, Health Insurance, Voluntary Social Insurance, and Unemployment Insurance. Of which, the number of people participating in Health Insurance was 2,871,932 people, an increase of 61,600 people (an increase of 2.19%) compared to the end of 2021, reaching 96.30% of the target assigned by Vietnam Social Security, reaching a coverage rate of 91.22% of the population.

Get that result,Social Insurance of Nghe An provincehas closely coordinated with departments, branches and organizations in implementing policies. Specifically: Coordinate with the Provincial Party Committee's Propaganda Department in the work of informing and disseminating policies on Social Insurance and Health Insurance, in which, the most prominent is advising the Provincial Party Committee to issue a Plan to implement the targets of the Resolution of the 13th National Congress of the Party, the Resolution of the 19th Provincial Party Congress on the coverage rate of Social Insurance and Health Insurance in Nghe An province by 2025, with a vision to 2030; Develop a plan to coordinate the implementation of Social Insurance and Health Insurance policies between the Provincial Social Insurance and the Vietnam Fatherland Front Committee of Nghe An province in 2022; Coordinate with the Farmers' Association and the Women's Union to propagate and mobilize members to participate in voluntary Social Insurance and Family Health Insurance.

In addition, Nghe An Social Insurance focuses on promoting propaganda and dissemination of policies and laws on Social Insurance and Health Insurance in many diverse and rich forms so that people can easily understand and access them.

Every month, coordinate with Nghe An Radio - Television Station, Nghe An Newspaper to create articles, reports, and interview programs to promote policies on Social Insurance, Health Insurance, and Voluntary Social Insurance. At the same time, actively post and share policy propaganda content on the Electronic Information Portal and fanpage of Nghe An Provincial Social Insurance on social networking sites Zalo, Facebook, etc.

In addition, Nghe An Social Insurance also strengthens indirect communication methods to bring Social Insurance and Health Insurance policies closer to all people such as: Installing posters to propagate Social Insurance and Health Insurance policies with many meaningful messages right in front of the headquarters of the People's Committees of communes and wards; increasing the duration of policy propaganda readings on the grassroots loudspeaker system...

In particular, in May, the Provincial Social Insurance coordinated with the Post Office system to organize the Launching Ceremony to respond to the Month of mobilizing the implementation of Social Insurance and Universal Health Insurance in 2022 on a province-wide scale. As a result, 1,322 people participated in voluntary social insurance and 2,222 people participated in household health insurance.

Promoting the development of health insurance participants

Realizing the importance and significance of the Health Insurance policy, Ms. Nguyen Thi Thu in Nghi Phu commune (Vinh city) decided to register for Family Health Insurance for her whole family.

"After being informed by the Social Insurance and Health Insurance officers, I found that participating in Health Insurance is very important. If we are unlucky enough to get sick or ill, we don't have to worry about medical examination and treatment costs anymore. Having a Health Insurance card in hand makes me feel much more secure," Ms. Thu shared.

In order to have more and more people participate and benefit from the Health Insurance policy, Nghe An Social Insurance sector has proactively implemented many solutions to develop Health Insurance participants such as: Issuing scenarios for developing Social Insurance and Health Insurance participants in conjunction with assigning development targets to Social Insurance of districts and towns; reviewing and grasping projects in the area that will come into operation during the year and large companies that will expand their production scale to directly propagate, guide and support units to register for Social Insurance, Health Insurance, and Voluntary Social Insurance for employees in a timely manner; monthly reporting the progress of implementing the target of developing the number of Social Insurance and Health Insurance participants to the district-level Social Insurance, proposing timely solutions for the whole province to implement in order to strive to complete the assigned targets; promoting the review and development of Social Insurance and Health Insurance participants based on the data provided by the Tax sector annually; Regularly review, analyze, and evaluate groups participating in Social Insurance and Health Insurance and promptly find solutions for groups of participants whose participation has decreased. In addition, coordinate with the People's Committees of wards and communes, Farmers' Associations, Women's Associations, and Post Offices to directly disseminate policies on voluntary Social Insurance and Health Insurance in communes, wards, and towns and mobilize people to participate.

Strive for 100% of the population to participate in Health Insurance by 2045

It is forecasted that in the coming time, due to the severe impact of the Covid-19 epidemic and the impact of natural disasters, in order to gradually achieve the target of 95% of the population participating in Health Insurance by 2025, 98.56% by 2030; by 2045, strive for 100% of the population to participate in Health Insurance. Nghe An Provincial Social Insurance continues to implement key solutions. Specifically:

Continue to closely coordinate with all levels, sectors and organizations in disseminating, popularizing and implementing the Health Insurance policy; Proactively advise the Provincial Party Committee, Provincial People's Committee and authorities at all levels to issue documents directing and guiding the implementation of the Health Insurance policy, ensuring the completion of assigned targets and plans.

Continue to promote propaganda work, innovate many diverse forms to reach a large number of people and workers.

Calling on workers, civil servants of the whole industry and units, philanthropists to donate and support giving Social Insurance books and Health Insurance cards to people in difficult circumstances.

Continue to promote and mobilize parents, students and pupils to register for 100% health insurance coverage in accordance with the law.

Improve and effectively operate the activities of social insurance and health insurance collection service organizations according to Decision No. 1155/QD-BHXH dated May 12, 2022 of the General Director of Vietnam Social Security on promulgating regulations on management of activities of social insurance and health insurance collection service organizations.

Organize training, professional guidance, propaganda and mobilization skills training for tax collection staff in a professional manner.
