Nghe An Social Insurance: Determined to effectively implement Social Insurance and Health Insurance policies
(Baonghean.vn) - 2022 is the second year of implementing the Resolution of Party Congresses at all levels for the 2020-2025 term and the 5-year Socio-Economic Development Plan for the 2021-2025 period.
This is also the year to implement Plan No. 81-KH/TU dated March 7, 2022 of the Provincial Party Standing Committee on implementing the Resolution of the 13th National Party Congress, the Resolution of the 19th Provincial Party Congress on the coverage rate of social insurance and health insurance in Nghe An province by 2025, with a vision to 2030.
Resolutely implement many solutions to successfully complete the task
In the context of the difficult domestic situation due to the impact of epidemics, natural disasters, floods, etc., it has created a lot of pressure on the implementation of the tasks of the Social Insurance sector. With the attention and direction of the Vietnam Social Insurance, the Provincial Party Committee, the People's Council, the Provincial People's Committee; the close and effective coordination of departments, branches and sectors; the participation of Party committees and grassroots authorities along with the efforts to overcome difficulties of all civil servants, public employees and workers in the whole sector, the Provincial Social Insurance has gradually overcome difficulties, basically completing the assigned targets and plans for 2022.

Specifically: By the end of December 2022, the whole province has 2,987,523 people participating in social insurance, health insurance, and unemployment insurance; Coverage ratehealth insuranceis 92% of the population, reaching 100% of the target assigned by the Provincial People's Committee; the rate of social insurance participation compared to the working-age labor force is 21.7%, reaching 104.27% of the target assigned by the Provincial People's Committee; the rate of unemployment insurance participation compared to the working-age labor force is 14.12%, reaching 105.92% of the target assigned by the Provincial People's Committee. Regarding the target of collecting social insurance and health insurance: The whole province collected 7,854 billion VND, reaching 100.67% of the assigned plan, an increase of 588.9 billion VND (up 8.11%) compared to 2021.
To achieve that result, the Provincial Social Insurance has focused on advising and drastically and effectively implementing Action Programs and work plans, concretizing the tasks in the Resolution of the 19th Nghe An Provincial Party Congress, term 2020-2025.
During the year, the Provincial Social Insurance advised the Provincial Party Committee and the Provincial People's Committee to issue many important documents, such as: Advising the Provincial Party Standing Committee to issue Plan No. 81-KH/TU dated March 7, 2022 on implementing the targets of the Resolution of the 13th National Party Congress, Resolution of the 19th Provincial Party Congress on the coverage rate of social insurance and health insurance in Nghe An province by 2025, with a vision to 2030; Advising the Provincial People's Committee to issue a Decision to strengthen the Steering Committee for implementing social insurance and health insurance policies in Nghe An province; Issuing Directive No. 04/CT-UBND dated January 21, 2022 on strengthening the collection of state budget and collection of social insurance and health insurance in the province;...

At the same time, the Provincial Social Insurance has done a good job of propagating, disseminating and educating the law on social insurance and health insurance for all classes of people and workers.
In particular, during the year, the Postal sector coordinated with the Ministry of Information and Communications to deploy two high-profile communication campaigns on the theme of commemorating the 27th anniversary of the establishment of the Vietnam Social Insurance sector and the Month of promoting the implementation of social insurance and universal health insurance across the province.

In addition, to continue expanding the social security network to people in difficult circumstances, the Provincial Social Insurance has mobilized cadres, civil servants, and workers in the entire industry, and called on organizations, businesses, and philanthropists in the province to support the donation of social insurance books and health insurance cards. With the message "Sowing kindness - Spreading love", Nghe An Provincial Social Insurance organized a program to donate 442 voluntary social insurance books and 3,047 health insurance cards.
In December 2022, the Provincial Social Insurance received financial support from units and enterprises from the Central Government and continued to organize the donation of 250 voluntary social insurance books and 660 health insurance cards. The total budget for donating social insurance books and health insurance cards in 2022 in the province is over 2 billion 486 million VND.

By the end of 2023, the rate of people participating in health insurancereached 93%
The results achieved in 2022 are the premise and basis for Nghe An Social Insurance to continue to accompany the people, units and businesses, striving to complete assigned targets and tasks; contributing to ensuring social security in the province. In 2023, Nghe An Social Insurance will focus on the following main tasks:
Strengthening advisory work and proposing to competent authorities to promptly resolve problems, creating conditions for the Social Insurance sector to effectively perform its tasks, contributing to ensuring social security in the area.

Promote solutions to rapidly increase the coverage of social insurance, unemployment insurance, and health insurance participants; strengthen the collection of social insurance, unemployment insurance, and health insurance; ensure the completion of the set targets. Strive to have the rate of people participating in health insurance reach 93% by the end of 2023; the rate of the labor force participating in social insurance reach 24.9%.
Organize the implementation of social insurance, unemployment insurance, and health insurance policies and regimes; ensure the rights of social insurance, unemployment insurance, and health insurance participants. Strengthen the management of social insurance and unemployment insurance payments; organize full, timely, and correct payments to beneficiaries; and implement social security policies in the province.

Implement solutions to manage and use health insurance medical examination and treatment costs in accordance with the assigned budget. Improve the quality of appraisal work; focus on warning and controlling health insurance medical examination and treatment costs; ensure timely and full benefits for participants in conjunction with the roadmap for universal health insurance.
Accelerate administrative reform progress, focusing on administrative procedure reform associated with information technology application, promote the implementation of Project 06 of the Prime Minister, digital transformation in all areas of operation; continue to expand the installation of Vss-ID application, electronic transactions in the implementation of social insurance and health insurance policies.

Focus on inspection, supervision and urging of units during the implementation process; strengthen inter-sectoral inspection and surprise specialized inspection at units showing signs of arrears and abuse of social insurance and health insurance funds.
Continue to promote the dissemination of laws on social insurance, health insurance, and unemployment insurance, focusing on clarifying the role and significance of social insurance and health insurance in the social security system. Mobilize the coordination of the entire political system, promote the role of the grassroots level, especially the commune and ward levels, in mobilizing people to voluntarily participate in social insurance and family health insurance.

Effectively exploiting data on households participating in health insurance is associated with expanding and improving the quality of the collection service system in the area. Strengthening propaganda to raise awareness of workers on the Law on Social Insurance and Health Insurance to help workers understand the policies of the Party and State to protect their legitimate interests.
